Promoting the construction of Mong Cai - Dong Hung smart border gate

Mong Cai International Border Gate is an important gateway for trade between Vietnam and China. Not only is it a transit point for tourists, it is also a place where a large volume of import and export goods is concentrated.

Therefore, the implementation of building smart border gates and applying artificial intelligence (AI) to improve management efficiency, promote trade and ensure border security is being focused on and promoted by all levels and sectors.

The construction of the Mong Cai - Dongxing smart border gate is the key content in the Pilot Cooperation Framework Agreement between the Quang Ninh Provincial Party Committee and the Guangxi Zhuang Autonomous Region Party Committee (China) signed on April 12, 2025, on the occasion of Chinese President Xi Jinping's State visit to Vietnam.

Accordingly, the two sides agreed to coordinate synchronously in planning, constructing and operating smart border gates with two separate flows: Tourist flow at Bac Luan I bridge area and cargo flow at Bac Luan II bridge. This project promises to comprehensively improve the efficiency and performance of customs clearance, minimize congestion, and enhance the border trade activities of the two countries. Comprehensive innovation in both infrastructure and technology of smart border gates is shaped according to an advanced model, combining modern infrastructure and digital technology platform.

Different from traditional operations, smart border gates are integrated with modern digital technology platforms: AI, Big Data, Internet of Things (IoT), biometric recognition, smart surveillance camera systems and multi-industry digital management platforms. AI not only automates the entire process of controlling people, vehicles and goods, but also allows for risk forecasting, fraud identification and abnormal behavior detection in real time, helping to significantly shorten border procedures.

In fact, in recent times the International Border Gate   Mong Cai has been equipped with modern technology systems such as: Automatic goods management and control; barcode and QR code reading; surveillance cameras and facial recognition; automatic vehicle management and control... These systems have helped to increase the efficiency of management and control at the border gate, reducing time and costs for trading activities. International border gate   Mong Cai has also been connected to the smart border gate system of Dongxing City (China), helping to enhance cooperation and trade between the two countries.

At the same time, it is necessary to strengthen security, safety, detect and prevent illegal acts, and inspect and manage vehicles quickly and accurately. Along with that, there have been many innovations in management and operation at the border gates. Import and export of goods through Bac Luan II bridge customs clearance.

At Bac Luan II bridge area, Tan Dai Duong International Import Export Joint Stock Company (Mong Cai, Vietnam) and China Testing Group - Guangxi Company Limited, Dongxing branch (China) have cooperated.   put the agricultural and food laboratory (CCIC) into operation at the customs inspection site. The laboratory not only helps Vietnamese agricultural, forestry and fishery products to be easily exported to China, but also contributes to enhancing the reputation of Vietnamese goods, reducing the rate of rejection due to non-standards. For example, Mong Cai International Border Gate Customs (Customs Sub-Department of Region VIII) has applied AI to support import-export enterprises by using Chatbot GPT to support enterprises in accessing customs procedure information.

Presenting the Political Report at the 16th Provincial Party Congress, term 2025-2030, Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized that developing a smart border gate in Mong Cai is one of the important breakthroughs. This will be a solid political foundation to accelerate the implementation of the smart border gate model, contributing to strongly promoting the import and export activities of goods between Vietnam and China in the coming time.

The Mong Cai - Dong Hung smart border gate is a strategic step in modernizing border management, and at the same time demonstrates a joint effort in creating an efficient, safe and sustainable trading environment.
