According to information from the People's Committee of Lao Cai province, on the afternoon of January 15, the delegation of Lao Cai province led by Mr. Hoang Giang, Deputy Secretary of the Provincial Party Committee, departed for Ha Khau district, Hong Ha district, Yunnan province (China) to attend the Spring cultural exchange program across the border and the Vietnam - China Border People's Festival 2025.

Within the framework of the program, in Ha Khau district, Hong Ha district, Yunnan province (China), a meeting between the Party and government between Lao Cai province (Vietnam) and Hong Ha district (China) in 2025 took place.

On the basis of the good relationship between the two countries, in 2024, with the joint efforts of both sides, the friendship and comprehensive cooperation between Lao Cai province and Hong Ha district will increasingly develop and have achieved positive results in the socio- economic fields; implement digital transformation; promote cross-border traffic connection projects. Coordinate to promote the promotion of the golden tourism route "Two countries, six destinations", enhance the attractiveness of the cross-border tourism market, attract a large number of tourists across the border on both sides, especially Vietnamese tourists to China. Coordinate to well implement the contents of the 3 legal documents on the border signed by the two governments, regularly organize bilateral negotiations to unify the construction of border works according to the decentralization of the Vietnam - China Land Border Joint Committee. Regularly organize cultural and sports exchange activities between agencies and localities on both sides; The fields of education and training, healthcare, environmental protection, cross-border labor management... have also been actively promoted by the authorities of both sides and achieved many positive results.

Promoting border economic development

To strengthen the friendly cooperation relationship, Mr. Hoang Giang, Deputy Secretary of Lao Cai Provincial Party Committee, proposed a number of groups of development cooperation contents. The two sides actively implemented the common perceptions reached between the two countries' senior leaders in the "Vietnam - China Joint Statement"; the minutes of the annual conference between the Provincial Party Secretaries of Lao Cai, Ha Giang , Lai Chau, Dien Bien (Vietnam) and the Secretary of Yunnan Provincial Party Committee (China); the minutes and agreements signed between Lao Cai province and Yunnan province, between Lao Cai province and Hong Ha district. In addition, strengthen the implementation of exchange activities on party work between party agencies and party organizations at all levels; soon start the construction of the road bridge across the Red River in the border area of ​​Bat Xat (Vietnam) - Ba Sai (China) according to the signed Agreement between the two countries; promote the construction of the railway connecting Lao Cai Station (Vietnam) and Ha Khau Bac Station (China).

The Deputy Secretary of Lao Cai Provincial Party Committee suggested that the two sides actively study and promote the construction of smart border gates at Kim Thanh (Vietnam) - Bac Son (China) and Ban Vuoc (Vietnam) - Ba Sai (China); strengthen cross-border e-commerce cooperation at Kim Thanh (Vietnam) - Bac Son (China) border gates. At the same time, create favorable conditions to promote customs clearance of goods through the Lao Cai (Vietnam) - Hekou (China) international railway border gate pair; promote cooperation in industrial zones between the two sides on the basis of making good use of the potential and strengths of each side; strengthen cooperation in tourism; expand the scale of the Vietnam - China International Trade Fair in Lao Cai and Hekou.

Speaking at the meeting, Mr. Trieu Thuy Quan, Secretary of the Hong Ha District Party Committee (China) hoped that the two sides would continue to promote the cooperation mechanism with Lao Cai and the provinces in the Red River basin in many fields, on the basis of friendly cooperation, mutual benefit and development... Sharing the same view, the Secretary of the Hong Ha District Party Committee suggested that the two sides continue to promote the development of border gate economy, especially connecting traffic, including soon completing the infrastructure of Ba Sai Border Gate (China) - Ban Vuoc (Vietnam) and starting the railway connection; continuing to develop logistics and services; building smart border gate infrastructure and building a connection data platform; speeding up cross-border e-commerce. The two sides focus on promoting the formation of a long-term linkage mechanism on customs clearance policies and measures to facilitate cross-border e-commerce.

The Secretary of the Hong Ha District Party Committee proposed that both sides promote the construction of trade promotion centers in Lao Cai city (Vietnam) and Hekou town, Hekou district (Yunnan - China); promote cooperation in a number of cross-border industries with development potential; cooperate in the fields of health, culture, sports, and tourism. In addition, continue to upgrade the scale of the China - Vietnam Border Trade Fair and propose to organize the annual Red River - Hong Ha Festival on both sides.
