Implementing drainage works: Requires great effort

The investment in the construction of drainage systems is urgent to drain floods, solve flooding points, protect people's lives and property, and ensure social security. Therefore, Binh Duong has been directing drastic measures to remove difficulties in compensation, site clearance, and capital disbursement for these projects.

Removing "bottlenecks" of land

The project to dredge and reinforce Cai stream from Tho Ut bridge to Dong Nai river was approved by the Provincial People's Committee for adjustment in Decision No. 3277/QD-UBND dated November 18, 2024 with a total adjusted investment of VND 5,892 billion 045 million. The project implementation period is from 2020 to 2027. The project has a total length of 18,950m, with 965 affected cases, and a total compensation cost of VND 3,179 billion 407 million. To date, the project has approved compensation plans for 935 cases, with a total approved cost of VND 3,146 billion 736 million; compensation has been paid to 831 cases with a total cost of VND 2,868 billion 750 million, reaching 91% of the approved compensation cost; There are still 104 cases that have not received compensation, with a total cost of 278 billion VND.

According to the Provincial Project Management Board of Agriculture and Rural Development, the cases that have not received compensation are due to recommendations on direct support for agricultural production; compensation for land outside the land use right certificate, landslide land, adjustment of land acquisition location; resettlement policy... Currently, Tan Uyen City is organizing to mobilize compensation payments for newly approved cases of compensation plans in the 23rd and 24th phases. As of May 12, the locality has handed over the site in 16 phases, with 775/965 cases, reaching a rate of 80%; the remaining 190 cases have not handed over the site.

Mr. Vu Tien Son, Director of the Provincial Project Management Board for Agriculture and Rural Development, said that in the coming time, the unit will strengthen coordination with the Land Fund Development Center to speed up the progress of compensation for ongoing projects, determined to complete the compensation and site clearance work for the dredging and reinforcement project of Cai stream from Tho Ut bridge to Dong Nai river in June 2025; complete the resolution of compensation problems for Cai Cau canal project under the Di An drainage system project and Tan Dong Hiep Industrial Park in June 2025.

Mr. Vu Tien Son added that the Provincial Project Management Board for Agriculture and Rural Development has proposed that the Department of Agriculture and Environment soon provide guidance on registering the list of projects requiring land acquisition when the district-level government ceases operations from July 1, 2025 according to the general policy. According to the provisions of Clause 5, Article 72 of the 2024 Land Law, before approving the annual land use plan of the district level, the Provincial People's Committee must submit to the People's Council of the same level for approval the list of works and projects requiring land acquisition. However, according to Resolution No. 60-NQ/TW dated April 12, 2025 of the Central Executive Committee (term XIII), the policy of ending the operations of district-level administrative units nationwide from July 1, 2025 is agreed upon. Thus, registering the list of projects requiring land recovery for projects preparing for investment and expected to organize land recovery next year will encounter difficulties and obstacles due to the lack of implementation instructions.

Coordinate to speed up progress

In 2025, the Provincial Agriculture and Rural Development Project Management Board was assigned a public investment capital plan of VND 1,318 billion 023 million. As of May 12, the Project Management Board had disbursed public investment capital reaching 24.11% of the annual plan.

Currently, the Provincial Project Management Board for Agriculture and Rural Development is implementing 4 projects, including the project to dredge and reinforce Cai stream from Tho Ut bridge to Dong Nai river, from the beginning of the year to May 12, the disbursement rate reached 19.82% of the annual plan; the investment project to solve the flooding point at the intersection of the culvert on Thich Quang Duc street, Thu Dau Mot city (from the culvert intersection to Ba Hen bridge) by May 12, the capital disbursement rate reached 69.06% of the annual plan; the project to build a culvert to control the tide of Binh Nham canal by May 12, the disbursement rate only reached 1.55% of the annual plan; for the Di An drainage system project and Tan Dong Hiep Industrial Park by May 12, the disbursement rate only reached 4.43% of the annual plan.

According to Mr. Vu Tien Son, in order to accelerate the work of compensation, site clearance, construction and disbursement of public investment capital in 2025, the Provincial Project Management Board of Agriculture and Rural Development has deployed the plan to implement the "100-day and night peak of emulation to disburse public investment capital in 2025" of the Provincial People's Committee. In addition, the Project Management Board continues to closely coordinate with specialized agencies and localities to strive to complete the site clearance work for the project of dredging and reinforcing Cai stream from Tho Ut bridge to Dong Nai river in June 2025; at the same time, work with contractors to research and have appropriate construction measures in the rainy season and speed up progress in the dry season at the end of 2025 in conjunction with ensuring labor safety and proactively responding to natural disasters in the rainy season. The Project Management Board is making great efforts to complete the capital disbursement target for the year.
