Promoting the effectiveness of poverty reduction policies
Support policies for poor and near-poor households in the province in 2023 will be promptly implemented, especially policies to support capital and housing to help poor, near-poor and newly escaped poverty households have the conditions to participate in production, economic development and escape poverty.
To achieve the poverty reduction target, in 2023, Luong Hoa A commune, Chau Thanh district directed organizations and arranged the budget to implement programs, mechanisms and policies to reduce poverty for people, including effectively implementing the national target program on poverty reduction and the national target program on socio-economic development in ethnic minority and mountainous areas. In addition to supporting unsecured loans from the District Social Policy Bank Transaction Office, the commune has supported 03 houses for poor households (40 million VND/house) and supported 10 poor and near-poor households to implement economic development livelihood projects, each household was supported with 20.8 million VND to buy breeding cows. According to the results of the review of poor and near-poor households in 2023, the whole commune still has 13 poor households (including 07 poor Khmer households); 62 near-poor households.
The family of Ms. Tran Thi Thu Minh is a poor Khmer household in Hoa Lac A hamlet that benefits from housing and livelihood policies, which helps Ms. Minh's family have the conditions to settle down, develop production and escape poverty by the end of 2023.
Ms. Minh said: her family is poor, has no land for production, and has to work for a living every day. Her husband works as a construction worker and earns 200,000 VND/day, while Ms. Minh takes care of her young children and occasionally does housework, earning over 100,000 VND/day. In 2023, her family received 40 million VND from the state to build a house; and an additional 50 million VND in loans to build a more solid house. In addition, her family received capital support to buy breeding cows for more than 20 million VND, with a payback period of about 7 million VND within 3 years. Through the capital to support the implementation of local livelihood projects, her family has time to take care of their family and young children, while having conditions to develop the family economy.

Tet gifts for the poor
In addition to policies and programs to support capital and housing, on the occasion of the Lunar New Year 2024, Luong Hoa A commune mobilized resources from organizations, individuals, and philanthropists to support gifts for poor and near-poor households to have the conditions to enjoy the Spring Festival. Up to now, the commune has mobilized nearly 100 million VND to give 283 gifts (cash) to poor and near-poor households in the area.
The family of Mrs. Lam Thi Oanh, Dai Ten hamlet, Luong Hoa A commune, is in difficult circumstances, has no land for production, and relies on seasonal work for income, with an average income of 200,000 - 250,000 VND/day; the family is extremely excited to receive Tet gifts from the locality. Mrs. Oanh said that at the end of the year, business was difficult and income was unstable, so the family was very happy to receive Tet gifts.
Ms. Oanh's family is one of the newly escaped poverty Khmer households that received support from the local authorities with a loan of 30 million VND to invest in breeding cows. The cows are initially developing well.
Along with that, she rented 500m2 of land in the coconut garden to grow crops to increase income and improve the economy. With the above area, she grows long beans, bitter melon and eggplant (brown eggplant), each harvest brings in a profit of 1.5 - 2 million VND. Currently, eggplant is in the harvest season, about 20 - 30kg/day, selling price 6,000 VND/kg. Taking advantage of the last days of the year, in addition to taking care of and harvesting eggplant, she and her husband also spray pesticides and harvest chili peppers for hire to earn extra income to cover the Tet holiday.
According to comrade Ton Van Tai, Vice Chairman of the People's Committee of Luong Hoa A commune: although the system of mechanisms and policies for poverty reduction are increasingly supplemented and improved, creating conditions for poor, near-poor, and newly escaped-poverty households to fully access basic social services, overall, there are still difficulties and shortcomings in sustainable poverty reduction work when the majority of poor and near-poor households lack livelihoods, jobs, low and unstable incomes, etc.
In the coming time, the commune will continue to review poor and near-poor households with degraded housing, the commune will consider support according to Resolution No. 04/2021/NQ-HDND, dated March 19, 2021 of the People's Council of Tra Vinh province, stipulating the policy of supporting housing improvement for poor and near-poor households in the province for the period 2021 - 2025 and mobilizing benefactors to help poor and near-poor households have conditions to develop the economy and stabilize their lives.
In addition, the commune is considering supporting 150 million VND to help poor and near-poor households under the national target program for socio-economic development in ethnic minority and mountainous areas to have conditions to increase production and access capital to develop the economy, improve income, and stabilize life.
