The Lao Cai - Hanoi - Hai Phong railway project was approved by the National Assembly with a total length of nearly 391 km, passing through 6 provinces and cities. The section passing through Bac Ninh alone is 3.76 km long, with an estimated land acquisition area of 38.37 hectares, related to Phu Khe, Tu Son and Song Lieu wards.

To proactively carry out the task, the Provincial People's Committee has completed the Steering Committee for site clearance of the project; assigned the Bac Ninh Provincial Traffic and Agriculture Project Management Board No. 2 to be the investor of the 7th component project on compensation, support and resettlement. The province adjusted the public investment plan, registered capital needs, agreed on the route and issued a land acquisition plan. In particular, the project was included in the list of key projects applying the "24-hour Green Channel" mechanism to shorten the procedures as much as possible.
Mr. Kim Trung Kien, Deputy Director of the Traffic and Agriculture Management Board No. 2 of Bac Ninh Province, said: Determining that the project has great significance in developing regional connectivity and improving the national traffic system, the unit mobilizes maximum human resources and closely coordinates with agencies to ensure progress, implementing the motto "land leveling is one step ahead".
Song Lieu Ward has more than 13.5 hectares of land subject to recovery, and the work of measuring and verifying preliminary boundaries is currently being focused on. Gia Thuan Land Fund Development Center Branch has coordinated with the locality to measure 20 hectares of land, of which 12.6 hectares are subject to site clearance for 225 households.
Mr. Man Van Huan, Deputy Head of the Economic, Infrastructure and Urban Department of Song Lieu Ward, said that the locality has completed measuring and drawing cadastral maps, checking the ownership, and publicly posting the list of households whose land has been recovered. After correcting the data, the agencies will develop a compensation plan and implement land recovery according to regulations.
At the same time, the Project Management Board is coordinating the implementation of 2 resettlement areas in Tu Son ward with an area of nearly 4 hectares. The 1/500 master plan has been approved; procedures for water supply and drainage are being completed, striving to start construction in December 2025, ensuring stable housing for households that must relocate and hand over land for the construction of the country's vital railway line.
The Lao Cai - Hanoi - Hai Phong railway project has strategic significance in inter-regional connectivity, promoting socio-economic development, receiving attention from the Government, the Ministry of Construction, the strong leadership of the province and the support of the people. In addition to the strong leadership of the province, the support of the people is an important factor helping Bac Ninh speed up the site clearance work.
However, the actual counting process still faces many difficulties. In Song Lieu ward, many households have not been granted certificates of agricultural land use rights since the division of land in 1992; land management records are not uniform; some households have rented or changed cultivators, so the boundaries in the field are difficult to determine. In addition, the boundary records handed over by the Railway Project Management Board (Ministry of Construction) have been transferred many times, causing the data to constantly change, affecting the finalization of the list of households to be recovered and the number of resettled households. The section through Tu Son and Phu Khe wards also overlaps with the road project connecting Gia Binh airport with Hanoi capital, requiring inter-sectoral coordination to unify the plan.
However, the majority of people agree, which is an important factor for the authorities to complete the land clearance target in 2025. Ms. Phan Thi Huong, Lieu Lam residential group, shared: "My family has 720m² of land subject to recovery and fully supports the project because it brings common benefits. We only hope for a realistic compensation level and a compact recovery of the plot to avoid small, difficult-to-produce land." These legitimate opinions are being compiled to complete the compensation plan to submit to the competent authority for approval.
The investor is currently urgently completing the documents to adjust the pre-feasibility study report, and at the same time, coordinating with other units to continue the site clearance work and deploy resettlement areas. The unit recommends that the Railway Project Management Board promptly hand over the official boundary to deploy the next steps.
With a sense of responsibility, close coordination between sectors and localities and consensus of the people, Bac Ninh is making efforts to hand over clean land on schedule, contributing to the success of the Lao Cai - Hanoi - Hai Phong railway construction project - a strategic traffic project - opening up new development space for the Red River Delta.
