Implement many solutions to develop good social insurance policies

Accordingly, the Provincial People's Committee requested localities to continue to disseminate social insurance (SI), health insurance (HI), and unemployment insurance (UI) policies to the people, in order to create consensus and unity in implementation, promote participation in SI and HI, contributing to ensuring long-term and sustainable social security.

Continue to implement solutions to develop participants, reduce late payment amounts and ensure full benefits for employees and people participating in social insurance and health insurance with the simplest, most reformed procedures and the fastest time; promote inspection, examination and control, associated with preventing and combating corruption and profiteering to optimize social insurance and health insurance funds.

Localities coordinate with Social Insurance Region XXII to advise the Provincial People's Committee to thoroughly resolve complicated and prolonged complaints and denunciations about social insurance, health insurance and unemployment insurance in the area, affecting security and order before, during and after the Party Congresses at all levels and the 14th National Party Congress.

The Department of Home Affairs regularly monitors and grasps the situation of labor use, employment, and implementation of social insurance and health insurance policies at labor-using units, especially units employing many workers, in order to promptly support, remove difficulties, detect and prevent fraud, profiteering, late payment, and evasion of social insurance and health insurance. Coordinate to resolve unemployment insurance regimes and implement health insurance regimes for groups of subjects managed by the sector according to the guidance of the Ministry of Home Affairs .

Coordinate the dissemination andeducation of laws so that cadres, party members, employers, employees and people clearly understand the meaning, humanity and superiority of social insurance and health insurance policies, thereby raising awareness and compliance with the law on social insurance and health insurance; actively participate in social insurance and health insurance, limit one-time social insurance benefits to ensure long-term social security.

The Department of Health coordinates with Social Insurance Region XXII and related Departments, branches, agencies and units to synchronously deploy solutions to manage and effectively use the Health Insurance Fund and estimate the costs of health examination and treatment under the assigned Health Insurance; strengthen the work of advising the Provincial People's Committee to implement state management of Health Insurance through inspection and handling of violations; have solutions to prevent abuse and profiteering of the Health Insurance Fund; inspect health examination and treatment facilities without health insurance.
Adjust unreasonably high health insurance examination and treatment costs according to recommendations and warnings of the Social Insurance agency.

At the same time, direct health examination and treatment facilities covered by health insurance to improve the quality of medical examination and treatment, reform administrative procedures, especially the process of receiving patients, returning results, and paying hospital fees; provide adequate medicine, chemicals, and medical equipment to serve patients, not allowing patients to buy them themselves; perform medical examination and treatment, prescribe treatment according to the treatment regimen, instructions, and technical procedures of the Ministry of Health...

The Provincial People's Committee requested the Social Insurance of Region XII to do a good job of advising and proposing to the Provincial Party Committee, People's Council, Provincial People's Committee, and the Provincial Steering Committee for the implementation of social insurance and health insurance policies in the leadership and direction of the implementation of social insurance and health insurance policies in the locality, regularly reporting on the implementation of social insurance and health insurance work in localities so that Party committees and authorities at all levels can lead and direct promptly, ensuring
successfully achieve assigned goals and tasks.

At the same time, coordinate with the Department of Health and related departments, branches, agencies and units to synchronously deploy solutions to manage and effectively use the Health Insurance Fund and estimate the assigned costs of medical examination and treatment covered by Health Insurance; proactively review, detect and promptly send warning information to health insurance medical examination and treatment facilities about high costs of medical examination and treatment covered by Health Insurance compared to the average costs of medical examination and treatment facilities of the same class, same level, same specialty; have solutions to prevent abuse and profiteering of the Health Insurance Fund.
