Proposal to transfer the Center for Culture, Information and Tourism of Hoi An City to the Center for Management and Conservation of Cultural Heritage of Hoi An and the management wards

(QNO) – The Department of Culture, Sports and Tourism has just submitted a document to the Provincial People's Committee, including a proposal to establish the Hoi An World Cultural Heritage Conservation Center on the basis of merging part of the functions and tasks of the City's Center for Culture, Sports and Tourism and the Hoi An Cultural Heritage Management and Conservation Center into a public service unit under the management of the Department of Culture, Sports and Tourism.

Specifically, the Hoi An World Cultural Heritage Conservation Center (new) was established on the basis of the Hoi An Cultural Heritage Conservation Management Center (old) merging the Administrative - General Department; Tour Guide Office; Event - Library Department; Traditional Art Performance House, Finance Department, Culture - Arts Department of the Hoi An City Culture - Information and Communication Center.

The merger aims to carry out the functions of managing, protecting, restoring, embellishing, rehabilitating and promoting the value of Hoi An cultural heritage (including selling entrance tickets); participating in coordinating to serve the state management and promote the value of the Cu Lao Cham - Hoi An World Biosphere Reserve; scientific research, organizing projects, international cooperation programs on world heritage...

The remaining specialized departments of the Hoi An City Culture, Information and Tourism Center such as Radio and Television Station, Sports and Physical Training Department, Traditional Craft Village Group under the Tour Guide Office (including the ticket sales department for tours to Thanh Ha pottery village, Tra Que vegetable village, Kim Bong carpentry village) and Thanh Hoa Library (under the Event - Library Department) are transferred to the ward-level People's Committee for management.

According to the content of the proposal, the establishment of the Hoi An World Cultural Heritage Conservation Center (new) as a public service unit under the Department of Culture, Sports and Tourism will facilitate the licensing of people in the heritage area in the restoration and repair of relics and single houses in the old town when the Law on Cultural Heritage (effective from July 1, 2025) is stipulated.

This structure also helps optimize the management process and create flexible coordination between related units. In particular, the unit can be financially autonomous and mobilize diverse resources (state budget from central to local levels, socialization and international cooperation, etc.), providing flexibility in operating and implementing activities; creating favorable conditions for heritage conservation and promotion projects.

Specialization in conservation work because the unit's tasks include: scientific research, archaeology, maintenance, restoration of monuments, development of long-term and short-term conservation plans.
