General Secretary of the Central Committee of the Communist Party of Vietnam, Nguyen Phu Trong, an exceptionally outstanding leader of our Party and State, a brilliant theorist, thinker, and cultural figure, an exemplary personality, and a deeply filial and humane son of our people, has passed away. This is a tremendous loss for our Party, our country, our nation, and our people. We deeply mourn the passing of Comrade General Secretary Nguyen Phu Trong - a steadfast leader who dedicated his life to the nation and its people!

Over 55 years of service, General Secretary Nguyen Phu Trong has dedicated himself entirely to the Party, the country, and the people, truly deserving the trust of the Party, the expectations of the nation, and the affection of the people. He is a leader with strategic vision, strong character, and creativity during crucial historical periods, building upon and developing the achievements of the Vietnamese revolution. In his capacity as General Secretary, he, together with the Politburo , the Secretariat, and the Central Committee of the Party, has led and directed the entire Party, army, and people to continue promoting the comprehensive and synchronized national renewal, maximizing the strength of national unity and international solidarity.

Over the past period, Comrade has been both the "helmsman" and the "anti-corruption campaigner," "taking the lead," leaving a profound mark on the people and the entire political system. Together with the entire Party, army, and people, he has "built and fought" to propel our country forward, achieving great achievements of historical significance. Our country has never before possessed such a foundation, potential, position, and international prestige as it does today, creating an important premise for continued strong innovation and development, successfully realizing the goal of a prosperous people, a strong nation, democracy, fairness, and civilization.

As Chairman of the 11th and 12th National Assemblies of Vietnam, a member of the National Assemblies for the 11th, 12th, 13th, 14th, and 15th terms, President of the Socialist Republic of Vietnam, and General Secretary of the Central Committee of the Communist Party of Vietnam , with the responsibilities entrusted to him by the Party and the people, Comrade Nguyen Phu Trong has always given special attention and comprehensive, objective, scientific, and at the same time very specific and profound leadership and guidance to the organization and operation of the National Assembly of Vietnam. This aims to build a truly strong National Assembly that operates increasingly effectively and efficiently, worthy of its role and position as the highest representative body of the people and the highest power organ of the Socialist Republic of Vietnam, contributing to the building and perfecting of the socialist rule of law in Vietnam and meeting the increasingly high demands of the country's renewal process.

Under the leadership of the Party, headed by General Secretary Nguyen Phu Trong, the Vietnamese National Assembly has taken the right steps in recent terms, improving the quality and effectiveness of its operations, strongly promoting democracy and the rule of law, fully implementing the people's right to self-governance, always closely following all developments in practice, and working with the political system to help the country overcome all difficulties and challenges, and continue to develop rapidly and sustainably.

The legislative activities of the National Assembly have continued to be strengthened, making significant progress in terms of quantity, quality, and procedures. It has formulated a long-term legislative program, emphasizing the consistency, uniformity, feasibility, and transparency of the legal system, and harmonizing it with international law, fundamentally meeting the requirements of reform, national construction, and defense.

The National Assembly's oversight activities have been strengthened, with many innovations in methods of implementation, especially in questioning and thematic supervision. Decisions on important national issues are increasingly comprehensive, appropriate, and responsive to practical requirements for the benefit of the nation, in line with the will and aspirations of the people. The position, role, and prestige of our country in general and the National Assembly in particular are increasingly enhanced on the international stage.

Overall, the National Assembly's activities are increasingly democratic, open, transparent, and uphold the rule of law. It is closely connected with voters and the people, always striving to act decisively and effectively for the best interests of the people and the country, effectively fulfilling its functions, duties, and powers as stipulated in the Constitution and laws, and making significant contributions to the cause of national construction and defense.

From a theoretical standpoint, Comrade General Secretary Nguyen Phu Trong Much effort has been devoted to researching, evaluating, and summarizing the practical experiences from the process of reforming the organization and operation of the National Assembly in particular and building the socialist rule of law state in Vietnam in general. This has led to the gradual distillation of core, important issues with objective laws, thereby contributing to the consolidation and development of the Party's theoretical thinking on the socialist rule of law state and on reforming the organization and operation of the National Assembly. It also provides important guidance for further improving the effectiveness and efficiency of the National Assembly's operations and building a truly socialist rule of law state in Vietnam, of the people, by the people, and for the people.

General Secretary Nguyen Phu Trong has issued decisive and close directives to continuously innovate the organization and operation of the National Assembly, such as: continuing to strengthen the capacity and further improve the quality of the National Assembly's legislative activities; building and perfecting a legal system that is developed, synchronous, unified, feasible, open, and transparent; further improving the quality, effectiveness, and efficiency of the National Assembly's supervision, especially strengthening thematic supervision, questioning, explanations, and supervision of the implementation of conclusions and recommendations after supervision; improving the quality of decisions on important issues, ensuring national interests, in accordance with the will and aspirations of the people; continuing to promote the National Assembly's foreign relations, proactively and actively integrating and cooperating internationally to enhance Vietnam's role, position, and prestige in the international arena, maintaining a peaceful political environment, and creating favorable conditions for the successful implementation of the reform process. Elections must be conducted democratically, fairly, lawfully, safely, and economically in order to select and elect representatives who are virtuous, talented, and worthy of representing the people.

The comrade emphasized the need to strengthen and innovate the Party's leadership over the National Assembly, as this is the decisive factor in enabling the National Assembly to successfully fulfill all the important responsibilities entrusted by the people. It is necessary to further enhance democracy and the rule of law in all activities of the National Assembly to "create more strength, dynamism, and creativity from our country's political system." Above all, the National Assembly must "be close to and intimately connected with the people, fully grasp and deeply understand the thoughts, aspirations, and legitimate demands of the people, respectfully listen to and fully reflect the will and aspirations of the people." This is a crucial factor in ensuring that the National Assembly makes correct decisions and truly acts as the highest representative body of the people. The reform of the organization and operation of the National Assembly needs to be carried out "strictly, synchronously," "systematically," "with clear objectives, firm steps, and practical results"...

The General Secretary always reminded: each National Assembly delegate also needs to be fully aware of the rights and responsibilities of a representative of the people; learn from the people, learn from practice; policies and laws enacted should not be detached from life. "When we beat to the rhythm of life, to the heart of the people, then the activities of the National Assembly will certainly be vibrant and effective." Along with focusing on reforming the organization, apparatus, and personnel work of the National Assembly, first and foremost, each National Assembly representative and each National Assembly body must always strive to act decisively and effectively for the above-and-first interests of the people and the country; proactively preventing negative manifestations and degradation in all activities of the National Assembly from an early stage, from afar, and effectively.

At the opening session of the 15th National Assembly, Comrade [Name] gave decisive directives regarding the reform of the organization and operation of the National Assembly. Our country is facing many difficulties and challenges due to unfavorable external impacts and internal limitations and weaknesses. Continuing to reform the organization and operation of the National Assembly is an urgent requirement to improve the quality, efficiency, and effectiveness of its activities, in order to successfully implement the Resolution of the 13th National Congress of the Party, and to meet the requirements of national construction and defense in the new period.

Deeply understanding the leadership, guidance, and expectations of General Secretary Nguyen Phu Trong, in the coming period, the National Assembly needs to further build upon the achievements and experiences of the past nearly 80 years, continue to fully and profoundly understand its position, role, and responsibilities within the political system of our country led by the Communist Party of Vietnam; innovate and further improve the quality and effectiveness of its operations to best meet the political requirements and tasks of the country in the new period; build a democratic, rule-of-law, proactive, intelligent, united, innovative, and responsible National Assembly, the highest representative body of the people, and the highest state power organ of the Socialist Republic of Vietnam; constantly explore and innovate the content and methods of its operations, improve the quality, effectiveness, and efficiency of its activities, and effectively perform its functions, tasks, and powers as prescribed by the Constitution and laws. To promptly institutionalize the Party's guidelines and policies, meeting the demands of reality and the aspirations of the people.

In there, in terms of organization, The National Assembly is constantly innovating its organizational structure to be streamlined, effective, and efficient; focusing on improving the quality of deputies, especially full-time National Assembly deputies; effectively addressing the principle of ensuring the structure and improving the quality of National Assembly deputies, with the requirement to improve the quality of National Assembly deputies being the central focus; and studying the reduction of the number of deputies working in state administrative agencies, while increasing the proportion of deputies who are scientists and those with the qualifications, capabilities, and conditions to work in the National Assembly.

In terms of operations, The National Assembly is constantly innovating comprehensively in all three functions: constitutional and legislative drafting; supreme oversight; and decision-making on important national issues.

In legislative activities, The National Assembly should actively and proactively improve the legal system and mechanisms for the strict and effective implementation of laws, ensuring the rapid and sustainable development of the country as required by Resolution 27-NQ/TW. Specifically, the National Assembly needs to continue building a legal system that is developmental, democratic, equitable, humane, comprehensive, timely, synchronized, unified, open, transparent, stable, feasible, accessible, and capable of regulating social relations, with the legitimate rights and interests of citizens, organizations, and businesses at its center, promoting innovation; focusing on perfecting the legal system in all fields, promptly resolving difficulties and obstacles, unleashing and developing all potential and resources, and creating new impetus for the rapid and sustainable development of the country. It should continue to innovate and improve the law-making process, ensuring it is professional, modern, scientific, timely, feasible, and effective. The regulations should clarify the policy-making process, clearly distinguishing between the legislative process and the process of drafting subordinate legislation. They should promote the dynamism, creativity, and proactiveness of stakeholders, especially the Government, in the legislative process; enhance the role of experts and scientists in participating in the legislative process; and promote the role of the Vietnam Fatherland Front, socio-political organizations, the people, experts, and scientists in lawmaking.

In monitoring activities: Continue research to more clearly define the scope, subjects, methods, and forms of supreme oversight by the National Assembly; oversight activities should be conducted regularly and continuously, closely following the practical situation, improving the quality of questioning, explanations, and oversight of legal documents, focusing on post-oversight activities, ensuring legal effectiveness and strict implementation of the conclusions and resolutions on oversight by the National Assembly. Establish a synchronized and closely linked oversight mechanism of the National Assembly with the oversight mechanisms of People's Councils at all levels; the oversight and social criticism of the Vietnam Fatherland Front and the oversight of the people. Pay attention to monitoring, reviewing, and urging the implementation of recommendations following oversight.

During the questioning session, It is necessary to continue strengthening the debate, thoroughly clarifying the content of the questions, individualizing responsibility, incorporating the opinions of voters, and gathering necessary information to support the questioning process. Following the questioning, resolutions on the questions should be drafted, clearly defining the responsibilities of relevant organizations and individuals in implementing the resolutions.

Continue to improve the process of obtaining votes of confidence for positions elected or approved by the National Assembly, ensuring the stability and effectiveness of the state apparatus and the Party's leadership in personnel work.

In the process of making decisions on important national issues: Strengthening the Party's leadership, coupled with continued innovation in the Party's leadership methods in the National Assembly's decision-making on important national issues; continuing to innovate the decision-making process on important national issues, especially those related to socio-economics, the state budget, the organization of the state apparatus, and key national projects and works, ensuring the common interests of the nation and aligning with the will and aspirations of the people.

In foreign affairs, The National Assembly proactively and actively integrates and cooperates internationally, contributing to the implementation of the Party and State's open, multilateral, and diversified foreign policy.

Each National Assembly delegate needs to continue to uphold a high sense of responsibility, wholeheartedly serving the country and the people, dedicating themselves to serving the Fatherland and the people; cultivating and refining their character and ethics, improving their skills in all aspects, being close to and listening to the opinions of the people, and fulfilling the tasks entrusted to them by voters and the people in the best possible way, thus proving themselves worthy.
