According to information posted on social networks, on June 30, 2014, the People's Committee of Thai Binh City issued a decision to reclaim the land of Mr. Pham Nhu Thach and Ms. Pham Thi Ban's family (house number 21, group 11, Tran Lam ward). However, the family did not agree with this decision. On March 12, 2024, the People's Committee of the city continued to issue a decision to forcibly demolish the house when the family had not received compensation, and at the same time required the family to sign a compensation receipt for an area of 43.5 square meters of land.
The leader of Tran Lam ward informed that the land clearance process of Mr. Pham Nhu Thach's family was in accordance with the law.

Regarding this content, Mr. Phan Ngoc Lam, Chairman of the People's Committee of Tran Lam Ward, said: The investment project to build residential areas and public works in Tran Lam Ward was implemented since 2013. By 2014, phases 1 and 2 were completed. In phase 3, the government mobilized and propagated, and 4 out of 5 affected households agreed to receive compensation and hand over the land. Only Mr. Pham Nhu Thach's household did not comply, although the authorities had fully implemented the procedures according to the law before issuing the enforcement decision.
Mr. Nguyen Ngoc Hai, Head of Residential Group No. 11, added: The Front Work Committee and the Party Cell Secretary of the residential group have met many times to propagate the compensation and support policies for site clearance, but Mr. Thach's family still resolutely refused to comply, affecting the overall progress of the project.

Area of recovery and compensation plan
The project to build a residential area, resettle and build public works in Tran Lam ward has a total reclaimed area of over 46,000m², involving 195 households. Most households have agreed to the compensation plan. Only Mr. Pham Nhu Thach's household did not agree to hand over the site, although only 43.5m² out of a total area of 286m² was reclaimed.
On March 12, 2024, the Thai Binh City Enforcement Board organized the compulsory recovery of the above area in accordance with the provisions of law. However, Mr. Thach's family continued to request to be granted a resettlement plot and increase the compensation level to have enough funds to build a house. Meanwhile, the City People's Committee and the Tran Lam Ward People's Committee have repeatedly resolved the family's complaints in accordance with legal procedures. At the same time, the authorities also organized a direct working session with the family at the city's citizen reception office.

Is the family eligible for resettlement?
According to Ms. Pham Thi Lan Anh, Director of the Thai Binh City Land Fund Development Center, according to current regulations, only households whose entire residential land is revoked or whose remaining land is not suitable for living are considered for resettlement. In this case, Mr. Thach's family only had 43.5 square meters revoked, the remaining area is still 242.5 square meters, which is suitable for housing. Therefore, this household is not eligible for resettlement according to the law.

Land clearance is a correct policy to develop infrastructure, improve people's lives and promote local socio-economic development. During the implementation process, Thai Binh city government has fully complied with legal regulations on land acquisition, compensation, support and resettlement, ensuring the legitimate rights of the people.
However, the authorities are still willing to receive petitions to consider and clarify the contents of people's reflections. However, when there is not enough accurate information, people should not spread inaccurate information, causing public confusion and affecting the progress of project implementation.
