Urgently complete the elimination of temporary and dilapidated houses by June 30, 2025

BDK - The program to join hands to eliminate temporary and dilapidated houses in the province has received the active participation of the entire political system; the joint efforts of organizations and individuals. Localities have actively implemented solutions to remove difficulties for households in need of eliminating temporary and dilapidated houses on the list approved by the Provincial People's Committee; focusing on accelerating to complete the program to eliminate temporary and dilapidated houses by June 30, 2025.

Timely budget allocation

According to Vice Chairwoman of the Provincial Vietnam Fatherland Front Committee Dang Thi Phuong, by April 26, 2025, the provincial "For the Poor" Fund account managed by the Provincial Vietnam Fatherland Front Committee had received a total of VND 61.825 billion in support of the Program to join hands to eliminate temporary and dilapidated houses in the province from 629 agencies, units, organizations and individuals. According to the report of the Standing Committee of the Vietnam Fatherland Front Committees of districts and cities, from April 18 to 26, 2025, the units mobilized and received over VND 7.044 billion from contributions of organizations, individuals and households to build new and repair houses for disadvantaged households in the district and city.

In addition to the amount of 45 billion VND supported by the Ho Chi Minh City budget, the Standing Committee of the Vietnam Fatherland Front Committee of the province has transferred it to the provincial budget according to regulations. By April 26, 2025, the Standing Committee of the Vietnam Fatherland Front Committee of the province - Standing Committee of the Mobilization, Management and Use of the Provincial "For the Poor" Fund has allocated 9 billion VND to support localities in building houses for disadvantaged households according to Decision No. 781/QD-UBND dated March 13, 2025 of the Provincial People's Committee on approving the results of reviewing the need for support to eliminate temporary and dilapidated houses in 2025 in the province. Thus, after allocating funds to units, by April 26, 2025, the remaining fund to support the construction of houses for disadvantaged households in the province is more than 7,825 billion VND.

The units have sent a document requesting the Standing Committee of the Provincial Vietnam Fatherland Front Committee to support from the remaining fund as follows: The amount of 1.084 billion VND contributed by the Provincial Police to be allocated to support the construction of 18 houses for disadvantaged households. The amount of 4.2 billion VND supported by the Bank for Agriculture and Rural Development of Vietnam, Ben Tre Branch, will be transferred to the units according to the list provided by the Bank for Agriculture and Rural Development of Vietnam, Ben Tre Branch. The remaining funds will be allocated by the Standing Committee of the Provincial Vietnam Fatherland Front Committee when there is consensus with the relevant units and under the direction of the Provincial Steering Committee.

Future tasks

According to Director of the Department of Construction Cao Minh Duc, as of May 8, 2025, the whole province has started construction on 1,098/2,101 units; of which 655 units have been completed, reaching a rate of 31.18%. In terms of units in phase 1 alone (1,031 units), the whole province has started construction on 850/1,031 units, of which 547 units have been completed, reaching a rate of 53.06%.

Based on the information reported by districts and cities, the Department of Construction has compiled a list of the whole province at the request of localities (as of May 8, 2025) as follows: 289 households of meritorious people (16 households less); of which, 73 households were newly built (13 households less) and 216 households were repaired (3 households less), with a support budget of 10.86 billion VND (0.87 billion VND less). 414 poor households (52 households less); of which, 284 households were newly built (38 households less) and 130 households were repaired (14 households less), with a support budget of 20.94 billion VND (2.7 billion VND less). 735 near-poor households (35 households less); of which 564 new households were built (a decrease of 25 households) and 171 households were repaired (a decrease of 10 households), with a support budget of 38.97 billion VND (a decrease of 1.8 billion VND). 536 households were in difficulty (a decrease of 24 households); of which 460 new households were built (a decrease of 5 households) and 76 households were repaired (a decrease of 19 households), with a support budget of 29.88 billion VND (a decrease of 0.87 billion VND).

Director of the Department of Construction Cao Minh Duc emphasized a number of tasks in the coming time: The Department of Construction continues to advise the Provincial Steering Committee to urge localities to implement the program. At the same time, well perform the work of advising on the contents as required by the Ministry of Ethnic Minorities and Religions . The Steering Committees of districts and cities direct the urgent implementation of the work of eliminating temporary houses and dilapidated houses by June 30, 2025; strengthen the mobilization of agencies, units, organizations, and households with conditions to have funds to build houses for disadvantaged households that are not supported by the state budget; coordinate with agencies to propose the content of supporting money for land use purpose conversion for households with meritorious services, poor households, and near-poor households; direct and inspect the work of completing accounting records, finalizing accounts, and handing over houses to households.
