Promote the disbursement of public investment capital

BDK - According to the report of the State Treasury of Region XVIII, the disbursement of public investment capital sources according to the 2025 plan (including extended capital) up to April 30, 2025 is 718,994 billion VND, reaching 9.68% of the plan. The estimated disbursement up to June 30, 2025 is 2,499,138 billion VND, reaching 33.66% of the plan; an increase of 0.48% over the same period. There are 11 investment units with good disbursement progress (disbursement rate higher than the general rate of the province) and 19 investment units with slow disbursement progress (disbursement rate lower than the general rate of the province).

Proactively deploy from early 2025

According to the Standing Vice Chairman of the Provincial People's Committee Nguyen Truc Son, the assignment of the 2025 public investment capital plan was carried out promptly and in accordance with regulations, creating favorable conditions for investors and localities to proactively implement investment from the beginning of 2025. Directing the implementation of detailed reviews of projects using state budget capital managed by the province (through expenditure control of the State Treasury of Region XVIII), continuously updating the implementation status and disbursement progress of projects to have a capital regulation plan. Reviewing and adjusting the increase or decrease of the capital plan during the year for projects proposed by investors (whenever required) to ensure the capital disbursement rate; considering adjusting and transferring capital in accordance with the actual needs of implementing construction works.

Directing to focus on promoting the implementation and disbursement of public investment capital and national target programs. Speeding up the progress of implementing key projects and works, inter-regional projects. Considering the results of public investment disbursement as an important basis when evaluating and classifying the level of completion of assigned tasks annually by heads of agencies, units and related collectives and individuals.

At the same time, direct the establishment of a Working Group to inspect the disbursement situation and urge the disbursement of public investment capital in 2025 to promptly grasp and remove difficulties and obstacles for projects. Regularly monitor and apply policies on compensation, support and resettlement when the State reclaims land, in order to speed up site clearance. Request investors to prioritize the use of allocated capital sources to pay compensation to households as soon as the compensation, support and resettlement plan is approved by competent authorities.

The province has directed the Department of Planning and Investment (currently the Department of Finance) to take the lead in implementing specific plans for each investment project in compliance with the provisions of Decree No. 29/2021/ND-CP dated March 26, 2021 and the provisions of the Law on Bidding.

In the first 6 months of 2025, it is expected that 74 projects will be completed, accepted and put into use, contributing to increasing capacity for industries and sectors; promoting local socio -economic development. Conduct audits and submit for approval the final accounts of 36 completed projects and works. The value after audit and approval of the final accounts is 608,265 billion VND. Through audits, some errors in basic construction investment have been corrected such as: incorrect norms, regimes, and volume exceeding the estimate.

Key solutions for the last 6 months of 2025

According to the Standing Vice Chairman of the Provincial People's Committee Nguyen Truc Son, the key tasks and solutions to implement the public investment plan for the last 6 months of 2025 are: Continuing to direct the development of procedures for adjusting and transferring capital plans in the Provincial People's Council meeting scheduled for June 2025. Directing the Working Group to urgently review, inspect, resolve and remove bottlenecks in the progress of implementation and disbursement of projects of investors, in order to promote the progress of implementation and disbursement of projects as required, according to the direction of the Government and Official Dispatch No. 2993/TCT TCDT dated April 29, 2025 of Working Group 729.

Deploy review and advise on capital adjustment and transfer in accordance with merger conditions according to Conclusion No. 127-KL/TW and guide the implementation of transitional management of programs, project tasks, and public investment plans in the process of arranging and perfecting the organization of the 2-level local government apparatus.

Direct specialized construction management departments, Chairmen of People's Committees of districts and cities, Directors of Provincial Project Management Boards (investors) to perform specialized management tasks; remove obstacles for public investment projects under the authority of each unit. Prepare settlement records for projects completed in previous years and projects completed and put into use in 2025 to submit to competent authorities for approval of settlement and finalization of projects according to regulations.

Investors who are performing the tasks of managing projects invested by central ministries and branches in the area need to coordinate with the People's Committees of districts and cities where the investment projects are located to complete site clearance work, creating conditions for implementing the projects on schedule as approved.

For ODA projects, focus on accelerating the progress of projects, prioritize monitoring the progress of transitional projects to be completed in 2025; strictly manage progress, resolutely implement approved bid packages in the project on time and on schedule, ensuring completion of the project according to the Agreement.

“Up to now, the Provincial People's Committee has directed to review and balance additional 89,531 billion VND from the source of increased local budget revenue and 407,118 billion VND from the source of increased lottery revenue in 2024 transferred to 2025 to allocate and supplement investment for projects in need of implementation. In particular, directing to supplement capital for priority projects: repaying principal of foreign loans of the Government; supplementing capital entrusted through the Provincial Branch of the Bank for Social Policies; allocating capital to implement projects in the fields of health andeducation ; immediately implementing resettlement area projects, Dinh Khao bridge construction project and Phu Thuan Industrial Park project (phase 2)”.
