Strengthening prevention and response to environmental incidents during the 2025 storm season

In order to proactively prevent and respond to environmental incidents during the 2025 storm season, the Provincial People's Committee requests the Department of Agriculture and Environment (DARD), provincial departments, branches and relevant units to continue implementing Plan No. 1744/KH-UBND dated March 24, 2023 of the Provincial People's Committee on strengthening the capacity to prevent and respond to environmental incidents in the province by 2030.

In order to proactively prevent and respond to environmental incidents during the 2025 storm season, the Provincial People's Committee requests the Department of Agriculture and Environment (DARD), provincial departments, branches and sectors and relevant units to continue implementing Plan No. 1744/KH-UBND dated March 24, 2023 of the Provincial People's Committee on strengthening the capacity to prevent and respond to environmental incidents in the province until 2030 and Plan No. 2696/KH-UBND dated April 21, 2025 of the Provincial People's Committee on responding to waste incidents in the province for the period 2024 - 2030. Continue to implement the contents according to the direction of the Provincial People's Committee in Official Dispatch No. 5277/UBND-KT dated August 15, 2024 on strengthening the prevention and response to environmental incidents during the 2024 storm season.

The Provincial Industrial Parks Management Board and the People's Committees of districts and cities shall strengthen inspection, supervision and operation of wastewater treatment systems and wastewater reservoirs to ensure absolute safety during the rainy and stormy season. Review and assess the risk of environmental incidents in the area and publicize information on sources that are at risk of causing environmental incidents in accordance with the law. Develop, approve and implement environmental incident response plans in accordance with regulations. Propagate, urge and remind investment project owners, facilities in industrial parks, industrial clusters, and enterprises in the management area to develop, promulgate and implement their own environmental incident response plans (for units that have not yet developed a Plan). Periodically organize environmental incident response drills in accordance with regulations.

The Provincial Industrial Park Management Board coordinates with the People's Committees of districts where industrial parks are located to assess the risk of environmental incidents in the locality and report to the Provincial People's Committee according to regulations.

Enterprises in the province review and develop environmental incident response plans (if not yet issued). Update in accordance with regulations and the specific situation of each enterprise. Implement regular inspections well, apply management and technical measures to eliminate and minimize the risk of environmental incidents. Focus on inspecting waste reservoirs and waste storage areas, especially fertilizer and chemical production facilities and waste treatment facilities. Build and train on-site forces and organize environmental incident response drills. In case of an incident, organize response and promptly inform and report to competent authorities in accordance with the law.
