Ensure construction progress according to plan

BDK - The Steering Committee for propaganda and mobilization for the implementation of key projects and works in the province, period 2021 - 2025 (Provincial Steering Committee 428) has just launched a 40-day and night peak emulation campaign to clear the ground to complete the progress of key projects and works to relevant units. The emulation campaign was implemented in the context that the number of households that have not agreed to the draft compensation plan and have not agreed on the implementation of the works is not much, but must be resolutely resolved.

Peak of propaganda and mobilization

The Provincial Steering Committee 428 has just issued Official Dispatch No. 18-CV/BCĐ on focusing on propaganda and mobilization for site clearance (GPMB) to implement key works and projects in the province, sent to the following units: Provincial Party Committee; Standing Committee of Binh Dai, Ba Tri, Thanh Phu District Party Committee; Subcommittee for Propaganda and Mobilization for Site Clearance (GPMB) to implement 110kV power lines and transformer stations in the province (Subcommittee 06); Subcommittee for Propaganda and Mobilization for Site Clearance (GPMB) to implement the Ba Lai 8 Bridge Construction Project on the provincial coastal road (Subcommittee 07); Southern Power Corporation and Sunpro - Ben Tre Company Limited No. 8 for coordination in implementation.

Implementing the direction of the Provincial Party Standing Committee, the Provincial Steering Committee 428 during the peak period from February to April 30, 2025 led and directed the implementation of propaganda and mobilization work for site clearance of key works and projects in the province. Thereby, the progress of site clearance has changed dramatically, achieving many remarkable results. Departments, branches and localities in the province identified this as an important political task. The entire political system has been synchronously and resolutely involved in the implementation. The propaganda and mobilization work has promoted the spirit of "Skilled mass mobilization" to be specific, close to work, close to the people, receiving the high consensus and approval of the majority of the people. Leaders of localities and units have proactively coordinated with relevant departments and branches to lead, direct and orientate the immediate resolution of problems and difficulties, promptly handing over the site to the construction unit for implementation. The investor and the construction unit have actively coordinated to implement synchronously.

With such encouraging results, at the technical energization ceremony of the 110kV An Hiep Transformer Station and the 110kV Ben Tre - An Hiep Transmission Line; the 110kV Giao Long - Phu Thuan Transmission Line; 110kV Phu Thuan Station, General Director of Southern Power Corporation Nguyen Phuoc Duc emphasized the role of the local government: “In the period of 2020 - 2025, Southern Power Corporation has invested over 2,260 billion VND to develop the power grid in Ben Tre. In the period of 2020 - 2024, 1,012 billion VND has been invested; by 2025, Southern Power Corporation has invested the remaining approximately 1,000 billion VND for power projects in the province. The Corporation is very pleased. Because thanks to the coordination and direction of the Provincial Party Committee, especially the Standing Deputy Secretary of the Provincial Party Committee has closely followed to support the site clearance work for power projects. Thanks to that, the An Hiep 110kV Transformer Station and the Ben Tre - An Hiep 110kV Line were energized earlier than planned (scheduled date 31-8-2025). The remaining projects were also energized as planned. Southern Power Corporation thanks the people in the project area for understanding that investing in the power grid is to serve socio -economic development. From there, the people are willing to hand over the site to the construction unit...”.

However, the projects in the province still have some difficulties and problems such as: Some households have not agreed to the draft compensation plan, have not agreed to the implementation of the projects. Some cases still have problems with documents and legal procedures. The progress of construction works in some places is still slow... Although there are not many, these are difficult cases, requiring drastic handling and resolution.

Launch competition

The province has identified that investing in power projects is the foundation for the province to implement economic, cultural and social development goals. The completion and technical energization of the projects will transmit enough electricity for local socio-economic development, solving the problem of supplying electricity for high-tech marine shrimp farming; supplying electricity to existing industrial parks and clusters, and planned industrial parks and clusters in the coming period. Especially, releasing the capacity of renewable energy sources for existing wind power plants in Ba Tri, Binh Dai and Thanh Phu districts.

To continue to accelerate the progress of site clearance and completion of key works and projects including 110kV power grid works in the province, Sunpro Wind Power Plant project and Ba Lai 8 Bridge, the Provincial Steering Committee 428 requests the Provincial Party Committee, the Standing Committee of the Binh Dai, Ba Tri, Thanh Phu District Party Committees, Subcommittees 06, 07 and related units to coordinate and focus on leading, directing and implementing well a number of contents. In particular, the Provincial Party Committee directs the Provincial People's Committee to direct the provincial departments, branches and sectors and each locality to proactively coordinate, promote the sense of responsibility and determination in advising and proposing solutions to resolve difficulties and problems based on the recommendations of localities and units related to compensation and site clearance work to implement works and projects. Direct the Provincial Police to participate in propaganda and mobilization. Coordinate to develop a strict administrative handling plan to protect construction for some cases that have been mobilized many times but have not yet agreed to hand over the site to the construction unit.

The Standing Committee of the District Party Committee of Binh Dai, Ba Tri, Thanh Phu districts requested the District People's Committees and mass organizations to strengthen coordination, promote propaganda, proactively handle difficulties or report to superiors on issues beyond their authority. Central and local press agencies launched a peak campaign to propagate the role and benefits of the projects, contributing to raising awareness and creating consensus among the people.

Southern Power Corporation is required to direct the acceleration of construction at locations where the land has been handed over, pay compensation promptly and coordinate well with the locality in mobilization work. Sunpro - Ben Tre No. 8 Company Limited needs to proactively develop a construction schedule, coordinate to handle problems and promptly complete the land lease documents. The Traffic Works Management Board coordinates with the Ba Lai 8 Bridge construction unit and the locality to do a good job of information and mobilization work to ensure construction is on schedule.
