Child protection and care in Quang Ninh has many positive changes thanks to the attention and synchronization of all levels and functional sectors from the province to the grassroots, creating a strong social effect. Typically, the model of "Safe, friendly, non-violent school" has been replicated in educational institutions throughout the province with many diverse activities. Women's Unions at all levels have coordinated to deploy the model of "Care and education for comprehensive development of children", "Management of adolescents at risk of breaking the law", "Children's Rights" Club... at the grassroots level. The "Sunshine House" model has been maintained with the function of providing emergency support and temporary care and nurturing at shelters for women and girls who are victims of domestic violence, abuse or human trafficking...
With the spirit of “Giving the best to children”, the province always pays special attention to the work of caring for, protecting and educating children. Especially, it prioritizes large resources for the fields of health and education to ensure the needs of medical examination and treatment and the learning needs of children in the area. Thereby, many results have been achieved in child development indicators, typically the goals of health care, nutrition, education, and care for children in special circumstances.
In addition to the work of combating and strictly handling violations and creating deterrence, all levels, sectors, organizations and localities in the province have also coordinated well and promoted communication activities in the community on preventing and combating child abuse through various forms (meetings, visual propaganda, social networks, etc.). This will help raise awareness and responsibility of each family and the whole society in preventing and combating child abuse; and help children themselves to be equipped with knowledge and skills to protect themselves when necessary. Specifically, the whole province currently has nearly 4,000 children in special circumstances, of which nearly 2,000 are orphans, have lost their source of support, etc., who are vulnerable. They are in great need of attention, sharing, and support both materially and spiritually, which is an important motivation for them to have the opportunity to excel in their studies, work, integrate into the community and contribute to society.
Based on this reality, many models of sponsorship and support for children have been built into pilot models and gradually expanded, developing into widespread movements. Typically: The Provincial Women's Union with the "Godmother" model, implemented since 2020, has mobilized monthly sponsorship for 435 children (91 children in difficult circumstances and 344 orphans); The Provincial Children's Fund mobilized agencies and businesses to sponsor 270 children; The Provincial Border Guard Command received "Adopted Border Guard Children" and the program "Helping Children Go to School"...
The Provincial People's Committee has just issued Document No. 1058/UBND-VHXH (dated April 15, 2025) "On strengthening the implementation of child protection and prevention of child abuse" to implement the latest directive of the Ministry of Health on this task. In particular, the Provincial People's Committee requires departments, branches and localities to promptly and effectively receive and process information, notifications and denunciations of risks and acts of child abuse and ensure resources to intervene and support abused children. At the same time, it is necessary to strictly resolve and handle cases of abuse and acts of concealment of violations, and lack of responsibility in handling violations. The Department of Education and Training is responsible for reviewing school standards to ensure a safe and healthy educational environment; at the same time, strengthen education on gender knowledge and skills to prevent violence and abuse for students and teachers.
The Department of Health focuses on improving the capacity and skills of the team providing care and health consultation for children who are victims of violence and abuse... In particular, it is necessary to widely disseminate to the people about the National Hotline 111 and the Provincial Hotline 1800.1769, which are free hotlines for consulting support, searching for information, and receiving reports of child abuse.
The Month of Action for Children is held every June to promote the national movement to care for, educate and protect children; to propagate, disseminate and mobilize agencies, organizations, educational institutions, families and individuals to implement policies, programs, plans and projects, build works and mobilize resources for children.
