Petroleum traders are required to ensure biofuel supply meets market demand.

Promoting the implementation of solutions to promote biofuel consumption in Vietnam is the latest direction of the head of the Ministry of Industry and Trade in Directive No. 16/CT-BCT dated December 26, 2026, just issued.

In this Directive, the Ministry of Industry and Trade requests the Domestic Market Department to continue to coordinate with relevant units to strengthen, monitor, and urge localities and petroleum traders to promote the sale of biofuel gasoline (E5 RON92, E100) to supply the market;

Direct key petroleum traders to report to the Ministry of Industry and Trade every 3 months on the implementation of E5 RON 92 gasoline trading to grasp difficulties in the implementation process.

Key traders and petroleum distributors proactively coordinate with competent authorities to propose mechanisms and policies to support the development of biofuels, including tax and fee incentives or other forms of support to reduce costs and enhance the competitiveness of biofuels in order to expand the biofuel consumption market.

In addition, coordinate with the Ministry of Finance and relevant agencies and units to review documents and research and develop a price mechanism to ensure the attractiveness of using E5 RON92 biofuel.

"The Domestic Market Department closely coordinates with the Department of Science and Technology and relevant units to organize inspections, reviews, and assessments of the situation and results of implementing the biofuel blending roadmap," the Directive clearly states.

The directive of the Ministry of Industry and Trade also assigned tasks to relevant units under the Ministry such as: Department of Science and Technology, General Department of Market Management, Ministry Inspectorate, Department of Oil, Gas and Coal... to have solutions to promote biofuel consumption in Vietnam.

In addition to E5RON92 gasoline, the Minister requested research units to produce and import E100, aiming to put into use new bio-fuel.

Notably, key petroleum traders are required to ensure the supply of E5 RON 92 bio-fuel to meet market demand according to the roadmap specified in Decision No. 53/2012/QD-TTg. Report the implementation status to the Ministry of Industry and Trade (Domestic Market Department and Department of Science and Technology) before the 28th of each quarter for synthesis reporting;

The Import-Export Department builds a report on the implementation of trade policies for imported E100 and domestic E100 production materials, and sends it to the Department of Science and Technology for synthesis and reporting to the Leaders.

The Vietnam Petroleum Association is responsible for thoroughly educating its members and promoting the implementation of Decision No. 53/2012/QD-TTg of the Prime Minister on the roadmap for applying the blending ratio of biofuels with traditional fuels.

At the same time, participate in proposing mechanisms and policies to support the development of biofuels, including tax and fee incentives or other forms of support to reduce costs and enhance the competitiveness of biofuels to expand the biofuel consumption market...

Recently, the Ministry of Industry and Trade has presided over and coordinated with relevant ministries, branches and agencies to carry out many activities to implement Decision No. 53/2012/QD-TTg dated November 22, 2012 of the Prime Minister on promulgating the roadmap for applying the blending ratio of biofuels with traditional fuels.

With many proposed solutions and policies to support businesses distributing bio-fuel..., since the beginning of 2018, E5 RON92 gasoline has been produced and traded nationwide.

However, in reality, the trend of using this fuel has not been as expected.
