Attending the meeting were Deputy Prime Ministers, ministers, heads of ministerial-level agencies, leaders of ministries, branches and agencies under the Government.
Delegates focused on discussing the Draft Law amending and supplementing a number of articles of 7 laws (Law on Bidding, Law on Investment under the Public-Private Partnership model, Law on Customs, Law on Export Tax, Import Tax, Law on Investment, Law on Public Investment, Law on Management and Use of Public Assets); receiving, revising and perfecting the draft Law on Management and Investment of State Capital in Enterprises.
The meeting also gave opinions on building an international financial center in Vietnam and some contents related to the Vietnam National Industry and Energy Group (Petrovietnam).

Previously, to prepare the contents to be submitted to competent authorities, the Government Standing Committee and the Government have repeatedly discussed and commented on the draft Law amending and supplementing a number of articles of 7 laws; the draft Law on Management and Investment of State Capital in Enterprises; and the construction of an international financial center in Vietnam.
Along with giving opinions on a number of specific contents for the presiding agencies to absorb and continue to perfect the drafts and submissions, Prime Minister Pham Minh Chinh emphasized the need to innovate thinking, approaches, and methodologies to solve problems in building and perfecting institutions, respond to policies quickly, promptly, appropriately, flexibly, and effectively, remove difficulties and obstacles, and meet development requirements; strictly comply with and implement the Party's leadership principles, thoroughly grasp and promptly institutionalize and fully concretize the Party's policies and guidelines; review and cut down on cumbersome procedures, time, and compliance costs for people and businesses.

Regarding the draft Law amending and supplementing a number of articles of 7 laws, the Prime Minister clearly stated that decentralization and delegation of power should be promoted along with resource allocation, improving implementation capacity and designing tools to strengthen inspection, supervision and control of power; ensuring flexibility in management, promoting creativity and initiative of all levels, sectors, localities and agencies according to the motto "locality decides, locality does, locality takes responsibility". The spirit is to manage according to the common objectives and requirements for projects to be on schedule, ensure quality and not exceed capital due to subjective factors, while preventing corruption, negativity and waste.
With the draft Law on State Capital Management and Investment in Enterprises, the Prime Minister emphasized the need to increase autonomy for enterprises.
Regarding the construction of an international financial center in Vietnam, the Prime Minister said it is necessary to design mechanisms and policies that are superior, more open, and more competitive than existing centers, while having tools to control when necessary, ensuring "harmonious benefits and shared risks".
