DEVELOPMENT IN BOTH QUANTITY AND QUALITY
To develop the private economy, Tien Giang has focused on synchronously implementing many solutions. Accordingly, the Provincial Party Standing Committee issued Action Program 18 on August 29, 2017 to implement Resolution 10 on developing the private economy to become an important driving force of the socialist-oriented market economy ; Resolution 07 on July 26, 2021 on continuing to lead the improvement of the effectiveness of supporting and developing enterprises in the province by 2025.
The Provincial People's Committee issued Action Plan 17 dated January 19, 2018 to implement Resolution 98 dated October 3, 2017 of the Government and Action Plan 18 dated August 29, 2017 of the Provincial Party Committee to implement Resolution 10 on developing the private economy to become an important driving force of the socialist-oriented market economy; Action Plan 262 dated August 27, 2021 on implementing Resolution 07 dated July 26, 2021 of the Provincial Party Committee on continuing to lead and improve the effectiveness of supporting and developing enterprises in the province until 2025.

As a result, the province's investment and business environment has changed positively and achieved some important results ( Tien Giang PCI index in 2023 reached 66.8 points, ranked 29th; in 2024 reached 67.8 points, ranked 31st). The time to handle administrative procedures for enterprises and investors has been shortened. Specifically, the procedure for establishing a new business registration has been shortened from 3 working days to 2 days.
Some cases of simple documents and procedures are processed and results are returned on the same day; promoting online business registration. Recommendations and difficulties of businesses and investors are resolved promptly.
In the period 2017 - 2024, the province organized 20 business dialogue conferences. In the period 2021 - 2024, the whole province had 3,301 newly established enterprises. It is expected that in the whole period 2021 - 2025, there will be 4,250 newly established enterprises, reaching 103.7% of the target of Resolution 07 of the Provincial Party Committee.
In general, over the years, Tien Giang's economic sector has gradually developed in both quantity and quality, becoming one of the important driving forces, making positive contributions to the local socio-economic development.
The province's private economic sector currently has 6,650 enterprises and more than 60,000 business households in operation, contributing about 82% of GRDP, more than 40% of total state budget revenue, creating jobs for 186,390 workers (accounting for 98% of the province's total workforce). The private economic sector is an important force promoting innovation, improving labor productivity, and increasing provincial competitiveness.
PROMOTING INDUSTRIAL DEVELOPMENT
To implement Resolution 68, in the coming time, Tien Giang Provincial Party Committee will issue an Action Plan to implement Resolution 68; the Provincial People's Committee will issue an Action Plan to implement the Provincial Party Committee's Action Plan to implement Resolution 68, Resolution 138 dated May 16, 2025 of the Government on promulgating the Government's Plan to implement Resolution 68.
Accordingly, the province will focus on implementing a number of key tasks and solutions. First of all, it is necessary to promote the dissemination of the guiding viewpoints of Resolution 68; unify the awareness of Party committees, authorities, the entire political system, the business community and the people about the position and role of the private economy; arouse the spirit of entrepreneurship, start-ups, confidence, self-reliance and national pride of all people to promote the strong development of the private economy.

Tien Giang will continue to effectively implement tasks and solutions to improve the investment and business environment and enhance competitiveness. The province will promote administrative procedure reform, thoroughly apply digital transformation to minimize the time for processing administrative procedures; deploy the provision of public services to enterprises and business households regardless of administrative boundaries.
The province will facilitate private enterprises to access resources on land, capital, high-quality human resources, promptly publicize land use planning and plans in the area; thoroughly apply digital transformation to provide online public services throughout the process of implementing administrative procedures on land.
At the same time, promote the implementation of the Law on Support for Small and Medium Enterprises, the industry's support program for enterprises, business households, and individual businesses. In particular, focus on activities to improve management capacity, build a transparent and standardized financial system, standardize accounting and auditing regimes... to increase access to financial resources.
One of the important solutions is to promote science, technology, innovation, digital transformation, green transformation, effective and sustainable business in the private economy; based on the actual situation and needs, allocate resources to invest in and develop innovation centers to serve incubation, development and technology transfer to support enterprises, business households and individuals in innovation and start-up business.
The province will strengthen the connection between private enterprises, private enterprises with state-owned enterprises and FDI enterprises; promote investment in priority, spearhead and fundamental industries and sectors. Along with that, actively negotiate with investors of large FDI projects to have a plan to use domestic supply chains right from the project approval stage.
One of the key tasks is to form and rapidly develop large and medium-sized enterprises. At the same time, promote business ethics, promote social responsibility, strongly promote the entrepreneurial spirit, create all favorable conditions for businessmen to participate in national governance...
