The Hanoi People's Committee has just issued a notice on the conclusion of Vice Chairman of the People's Committee Duong Duc Tuan, regarding the detailed planning plan to renovate three old apartment buildings: Thanh Cong, Giang Vo, and Ngoc Khanh (Ba Dinh District).
In particular, for the old Thanh Cong apartment complex and its vicinity: the City People's Committee basically agrees with the architectural planning study proposed by the Ba Dinh District People's Committee and the consulting unit; the proposed plan is relatively orderly and coherent but lacks innovation or breakthrough. Therefore, based on the proposed plan, it is necessary to add some more in-depth studies to complete the plan.
The City leaders requested Ba Dinh district to add some more in-depth studies to complete the plan such as: studying some roads connecting Thanh Cong lake space and green space; studying to expand some internal roads large enough, which can be combined with underground space; some renovated and renovated technical infrastructure land areas are combined and integrated in green space and landscape.
Research on developing higher-rise buildings for the "core" space for apartment and resettlement (maximum 40 floors), applying landmark projects for TOD areas (according to the provisions of the Capital Law 2024); harmoniously calculating the surplus floor area of commercial apartments, creating a larger "commercial" land fund for commercial services. For the area for commercial service space arrangement, it is necessary to research more special forms into a complex with innovative space; create unique commercial podiums, creating more diverse functional and formal tolerance at the podium.
Similarly, for the old Giang Vo apartment complex, it is necessary to study the plan for developing the landscape architecture space and infrastructure of the area west of Giang Vo lake, closing the planning area, in accordance with the detailed planning at land plot No. 148 Giang Vo street and in accordance with the overall detailed planning of the old Giang Vo apartment complex and vicinity.
Ngoc Khanh old apartment complex should re-study the functional space and infrastructure plan, have stronger solutions, not leave the space fragmented; Kim Ma area, TOD area of S9 station must have specific solutions; research and create a traffic axis combined with landscape space; connect Ngoc Khanh lake - Giang Vo lake, axis connecting Kim Ma street and Nguyen Cong Hoan street...
Restructuring to improve the quality of life for people
According to experts, the issue of renovating and rebuilding old apartment buildings has been raised for more than 30 years. In the 1998 Master Plan for the Capital Construction, the issue of renovating old apartment buildings was raised with the goals of creating a new, civilized and modern urban appearance; improving the quality of life for the people.
Talking to reporters of the Economic & Urban Newspaper about Hanoi City's request for districts to study the integration of green space, connection with TOD... when making detailed plans 1/500 for old apartment buildings, Dr. Architect Dao Ngoc Nghiem - Vice President of the Vietnam Urban Planning and Development Association said that this is necessary. Districts need to be determined to implement the plan, closely follow innovation to have good quality.
“During the period I was working on, a pilot project was carried out in 4 areas but it was not completed. Now, we are facing a new challenge. Hanoi has 2 plans (Hanoi Capital Planning for the period 2021 - 2030, vision to 2050; Adjustment of Hanoi Capital Master Plan to 2045, vision to 2065), adjusting the previously set plans. For example, the previous plan set that by 2030, Hanoi would have a maximum population of 9.2 million, but now it is 11 million permanent residents and 1.5 million transient residents. Therefore, on the basis of the 2 approved plans, it is necessary to conduct specific and detailed research.”
According to the Department of Planning and Investment, to be consistent with the approved master plan and urban zoning plan, detailed plans, investment projects for construction and renovation of old apartment buildings in the city are determined according to the principle of reducing construction density, increasing building height, especially controlling population growth so as not to put pressure on the social infrastructure and technical infrastructure of the area. The surplus land after gathering the apartment blocks will be used to restructure the traffic system, build schools, trees, and public services.
The Department of Construction will preside over and coordinate with the Department of Planning and Investment and relevant departments and branches to urgently guide the People's Committees of districts, towns, and cities, focusing on the areas of Hai Ba Trung, Ba Dinh, Dong Da districts... to implement the plan to flexibly group independent and single apartment buildings into the area for investment projects to renovate and rebuild old apartment buildings, in sync with the instructions for implementing current legal regulations on building renovation and reconstruction plans for each apartment building; review, supplement, and adjust the list of old apartment buildings that need to be renovated and rebuilt to carry out renovation work synchronously and urgently.
The Land Law and the Capital Law 2024 have new orientations. Firstly, Hanoi City develops according to the TOD model. Therefore, the planning of old apartment buildings needs to address how to connect with public transport. On the other hand, the Land Law and the Capital Law 2024 also raise a new issue of exploiting underground space.
So how to exploit underground space, there needs to be a direction in detailed and specific planning. Hanoi has approved the General Plan for underground construction space of the city until 2030, with a vision to 2050, but it is only a general concept, limited to 15m underground or more.
Thus, in the new context, there are many more challenges regarding population change and 2 new plans that address the issue of underground space exploitation, exploitation according to TOD development orientation... requiring us to be determined to implement, closely follow innovation to have good quality. We must be calm, look at the whole picture, not for achievements or quantity.
