Along with the development of socio-economy and ensuring national defense and security, the health sector has promoted its important role in protecting and taking care of people's health. The activities of the health sector have concretized the social security policies of the Party and the State, playing a core role in orienting and implementing health policies and laws.

In recent times, the province has regularly paid attention to and cared for the sector's activities, issued mechanisms and policies, and focused resources to develop the health sector to meet the requirements of tasks in the new situation. Although there have been many efforts and achieved many advances, the current health workforce is not guaranteed in terms of quantity and quality, especially high-quality human resources at the grassroots health level, and has not attracted doctors to work at the district and commune levels. Health workforce in villages, hamlets, and neighborhoods is still lacking in quantity and limited in quality, and support policies for the health workforce are still limited.

In order to implement the training support policy for cadres, civil servants and public employees (CBCCVC) in the health sector, the Provincial People's Council has issued resolutions on the regulations of a number of policies on training, fostering, treatment, attraction and creation of quality human resources in Quang Tri province through the stages. Currently, the province is implementing Resolution 166/2021/NQ-HDND dated December 9, 2021 on regulations on policies on attracting, treating, training and fostering for CBCCVC in Quang Tri province for the period 2022-2026.

Thereby, contributing to improving people's health in terms of physical, mental, stature, longevity and quality of life. Reducing the rate of illness, death and disability due to diseases and epidemics. Building a health system that develops synchronously, fairly, qualitatively, effectively and integrates internationally.

Pay attention to protecting and caring for the health of ethnic minorities, mountainous areas and disadvantaged people in the province. Prioritize the development of a number of high-quality specialized centers and specialized hospitals. Build a team of medical staff with good moral qualities and sufficient capacity to meet the requirements of protecting, caring for and improving people's health in the new situation...

To realize the above goal, the Resolution of the Provincial People's Council identifies a number of key tasks and solutions in the period of 2022-2026, with a vision to 2030, namely improving the quality and effectiveness of state management in the health sector; investing in infrastructure and equipment for the preventive health system; investing in infrastructure and equipment for the health care system.

In particular, in the development of human resources in the period of 2022-2026, focus on attracting 100 full-time general practitioners to work at the district level. Intensive training, postgraduate training of level I specialists, level II specialists, resident physicians, masters of medicine, doctors of medicine, striving to train 130 people with postgraduate qualifications to reach the rate of 12% of medical staff with postgraduate qualifications/total number of medical staff.

At the same time, review, classify and rearrange the functions, tasks, human resources and medical equipment of each commune health station in accordance with the reality of each region and locality to improve service quality and operations. Develop a plan to prepare human resources for the period 2026-2030.

After the resolutions of the Provincial People's Council were issued, the Provincial People's Committee developed plans and issued documents directing relevant sectors to implement the resolutions. The province's preferential policies for health workers have truly encouraged, motivated, and promoted the responsibility of the medical staff, doctors, and pharmacists working in the province to feel secure in their work, continue to serve and contribute long-term to the locality, and create momentum for the development of the provincial health sector.

With quite strict conditions and high requirements, the province has attracted a force of excellent students, with qualifications and good moral qualities, who are local children to work. Along with that, in recent times, the health sector has always paid attention to training human resources in the direction of improving the quality of service for patients, especially aiming at specialized specialists, good managers, with medical ethics and passion for the profession, meeting the requirements of medical examination and treatment and health care for the people.

In the period of 2021-2025, with the goal of enhancing training and developing medical human resources in sufficient quantity and suitable types, the health sector has continuously improved quality, while effectively managing and using medical human resources to meet the requirements and tasks of each unit and the entire sector.

The synchronous implementation of solutions according to the resolutions of the Provincial People's Council has helped Quang Tri gradually remove bottlenecks in medical human resources. This is also a premise for the locality to successfully implement national health programs, improve public health, especially in the process of building new rural areas and sustainable development.

Although the implementation still has some difficulties and limitations, it can be affirmed that the resolutions of the Provincial People's Council have ignited confidence in the staff of the health sector, especially the young doctors, who have firmly entered the profession with a spirit of service and aspiration for dedication. Supporting the training of health human resources is not only a policy but also an investment for the future, for life, for a healthy and sustainably developed Quang Tri.
