Continue to promote the effectiveness of social policy credit, contributing to ensuring social security and sustainable poverty reduction.

On the afternoon of October 30, Vice Chairman of the Provincial People's Committee Pham Tan Hoa, Head of the Board of Directors of the Provincial Bank for Social Policies (BSP), chaired the meeting of the Board of Directors for the third quarter of 2025 to review and evaluate the results of operations in the first 9 months of the year and deploy tasks for the last 3 months of the year.

In the first 9 months of 2025, social credit activities in the province continued to be effectively implemented, contributing significantly to sustainable poverty reduction, job creation, and ensuring social security.

To date, the total capital of the provincial Social Policy Bank has reached VND 11,960 billion, an increase of VND 1,146 billion compared to the beginning of the year. Locally entrusted capital has reached VND 1,680 billion, an increase of nearly VND 417 billion, completing 117% of the yearly plan. Total outstanding debt has reached VND 11,916 billion, reaching nearly 99% of the 2025 plan.

Through policy credit capital, nearly 24,000 poor and near-poor households and other policy beneficiaries have received loans, helping to create jobs for more than 23,000 workers, supporting more than 2,300 students in difficult circumstances, building nearly 60,000 clean water and rural environmental sanitation projects, and 72 social housing units. Policy credit activities have contributed to limiting black credit, stabilizing security and order, and promoting local socio -economic development.

In addition to the achieved results, policy credit activities still face some difficulties: Capital mobilization is still slow, down 20.8 billion VND compared to the beginning of the year; overdue debt ratio accounts for 0.23% of total outstanding debt (although lower than the national average); Some savings and loan groups are still classified as weak; social housing lending at the Golden City project is facing difficulties due to the investor's delay in handing over apartments, affecting the borrower's debt repayment obligations.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Pham Tan Hoa acknowledged and commended the efforts of the Provincial Branch of the Vietnam Bank for Social Policies, departments, branches, localities and socio- political organizations in effectively implementing social policy credit, contributing to the goal of sustainable poverty reduction and ensuring social security.

The Vice Chairman of the Provincial People's Committee requested the members of the Representative Board and relevant departments, branches and units to continue to promote their sense of responsibility and proactively coordinate closely in implementing tasks in the last months of 2025. In particular, focusing on advising on the effective implementation of the Central and provincial policies and guidelines on social credit; promoting capital mobilization, especially capital entrusted from the local budget and other legal capital sources to expand lending to policy beneficiaries; strengthening inspection, supervision and timely handling of difficulties and problems, especially in social housing lending, debt collection and credit quality management.

At the same time, the Provincial Branch of the Vietnam Bank for Social Policies continues to closely follow the direction of the Central Government, the Provincial Party Committee, the Provincial People's Committee and the Board of Directors, ensuring the completion of credit targets for 2025, improving the efficiency of capital use, and spreading typical models in implementing policy credit.

On this occasion, 21 collectives and 5 individuals received awards for their achievements in contributing to social credit activities in the province in the third quarter.
