In 2024 and the first months of 2025, the Provincial People's Committee issued many documents and plans setting out specific targets and tasks to lead and direct the implementation of solutions to ensure traffic safety and order. Accordingly, traffic accidents in the province in 2024 decreased in all three criteria of number of cases, number of deaths and number of injuries; reaching and exceeding the target of reducing traffic accidents assigned by the Chairman of the Provincial People's Committee. Specifically, the whole province had 484 cases, killing 223 people and injuring 365 people; compared to the same period in 2023, there was a decrease of 49 cases (9.2%), a decrease of 46 deaths (17.1%), a decrease of 39 injuries (9.7%). In the province, there were 03 districts with an increase in the number of deaths due to traffic accidents: Tay Son, Vinh Thanh and An Lao; the remaining localities had a decrease in the number of deaths due to traffic accidents.
The conference assessed that although traffic accidents have decreased, they are not sustainable; there are times when traffic accidents still occur frequently. The direct cause of most traffic accidents is the lack of awareness of voluntarily complying with traffic safety regulations of a number of drivers such as: lack of attention, driving in the wrong lane, road section, speeding, etc. Meanwhile, the attention of some units and localities at all levels is sometimes not appropriate; there are still many locations of traffic safety violations on all national highways, provincial roads, district roads, rural roads, and railways. Speaking at the conference, Chairman of the Provincial People's Committee Pham Anh Tuan acknowledged and highly appreciated the drastic participation of agencies, units and localities in ensuring traffic safety and order in the province in 2024.
In the coming time, Chairman of the Provincial People's Committee Pham Anh Tuan requested that the Departments, branches, sectors, associations, member agencies of the Provincial Traffic Safety Committee, People's Committees of districts, towns, cities, communes, wards, and towns and related units continue to resolutely and synchronously deploy solutions to ensure traffic safety and order in the province.
First of all, it is necessary to promote the dissemination of traffic safety laws to the grassroots, wards, communes, towns, villages, hamlets, and residential groups. Diversify the content and forms, and improve the effectiveness of traffic safety law dissemination suitable for each target group. Media and press agencies open columns and pages on traffic safety, promptly inform about traffic safety and order, and warn of high risks of traffic accidents and preventive measures.
Ensure the progress and quality of traffic infrastructure investment projects in the province to improve traffic safety conditions; organize traffic scientifically and reasonably; maintain and repair traffic infrastructure associated with reviewing and promptly handling black spots and potential traffic accident spots.
Authorities and localities have increased inspection and handling of violations of traffic safety corridors, traffic infrastructure, traffic safety and order, and transportation at bus stations, cooperatives, and passenger and cargo transport enterprises, and have corrected violations in transportation business activities.
Chairman of the Provincial People's Committee Pham Anh Tuan also proposed to improve the capacity, efficiency and effectiveness of management and operation in ensuring traffic safety and order of the forces and functional units, especially in patrolling, controlling and handling violations of traffic safety and order, registration, inspection, training, testing and licensing for people and businesses doing business in automobile transportation in the province. Strengthen the application of information technology in traffic management and operation; detect and handle violations of traffic safety and order through the camera surveillance system on the road.
Tighten management of transport business units; regularly monitor the operating conditions of drivers before driving on the road through journey monitoring devices to promptly remind and warn, strictly handle violations of regulations on transport activities and regulations when participating in traffic; resolutely revoke licenses and transport badges for businesses and individuals violating traffic laws; businesses with drivers violating must be jointly responsible. Transport businesses in the province focus on building specific work schedules and require drivers to comply with work schedules, ensuring rest time according to regulations for safe driving. Passenger transport units regularly propagate,educate and strictly manage the team of drivers and service staff on vehicles to comply with the provisions of the law on road traffic. Businesses operating bus stations in the province regularly update, build plans and schedules of vehicles suitable to the actual situation.
Strengthen the responsibility of the communal police force in patrolling, controlling and handling violations of traffic safety order in the area.
Chairman of the Provincial People's Committee Pham Anh Tuan requested the People's Committees of districts, towns and cities to proactively handle locations at risk of traffic accidents, supplement traffic safety systems; especially have plans to install camera surveillance systems, handle violations of traffic safety and security on routes with complicated traffic safety situations managed by localities. Direct subordinate units to regularly patrol, control, organize enforcement and handle violations of arbitrary use of sidewalks of bridges, roadsides, and sidewalks to park vehicles in violation of regulations, gather materials, supplies, street vendors, etc., causing loss of aesthetics, urban order, traffic safety and security, and potential risks of traffic accidents.
The Provincial Traffic Safety Committee proactively coordinates with units and localities to regularly organize interdisciplinary working groups to survey traffic accident-prone areas, potential traffic accident areas, and traffic infrastructure shortcomings in the province; report to the Provincial People's Committee to direct units and localities in the province to implement based on infrastructure management tasks according to decentralization.
