Amending the Constitution to streamline the apparatus
At the contact points, Deputy Director in charge of the Department of Ethnic Minorities and Religions Ho Thi Minh, on behalf of the National Assembly Delegation of the province, reported the expected content and program of the 9th session of the 15th National Assembly to voters. Accordingly, the 9th session of the 15th National Assembly is expected to open on May 5, 2025 and close on the morning of June 28, 2025. The National Assembly will meet at the National Assembly House in 2 sessions, including the first session from May 5 to May 27, 2025, and the second session from June 11 to the morning of June 28, 2025.
The expected content of the session includes 3 main areas: law making; reviewing and deciding on socio-economic issues, state budget, supervising other important issues; questioning and answering questions. In the field of law making, the most important content of the session will be to review and decide on amending and supplementing a number of articles of the 2013 Constitution to concretize the Party's policy on streamlining and streamlining the state apparatus. In addition, 30 laws and 7 resolutions will be reviewed and approved, including legal documents to implement the policy of streamlining and streamlining the state apparatus such as the Law on Organization of Local Government (amended); Law on amending and supplementing a number of articles of the Law on Organization of People's Courts; Law on amending and supplementing a number of articles of the Law on Organization of People's Procuracies... At the same time, opinions will be given on 6 other draft laws.

The session will focus on reviewing and approving other important issues of the country such as the National Assembly's Resolution on merging provincial administrative units. The budget sector will adjust the 2025 budget estimate to allocate at least 3% of the budget for science and technology development, innovation, and digital transformation; continue to increase to 2% of GDP in the next 5 years and the implementation of tasks arising in 2025 associated with apparatus arrangement and tuition fee exemption.

Do a good job of personnel work when streamlining the apparatus
Many voters have high expectations and trust that the National Assembly will promote its role and responsibility, consider and decide on important issues to help the country develop, especially the work of streamlining the state apparatus.
Voters believe that the policy of streamlining the apparatus is very correct in order to improve the effectiveness and efficiency of the state apparatus. However, the policy of abolishing the district level and merging commune-level administrative units will result in many redundant cadres, civil servants and public employees.
Although the Government has developed a policy for cadres, civil servants, public employees, and workers subject to the restructuring and streamlining of the apparatus to retire according to the regime, specifically Decree 178/2024/ND-CP dated December 31, 2024, however, the process of restructuring and streamlining the apparatus will cause many cadres, civil servants, and public employees who are not eligible for retirement to have to quit their jobs.
Therefore, there should be specific regulations on the severance support regime during the arrangement process for cadres, civil servants, public employees, and redundant workers. In addition, it is expected that cadres, civil servants, public employees, and workers after the arrangement, regardless of their position, need to promote a sense of responsibility and serve the people and businesses well.
Regarding the policy of merging provinces, voters said that the Government's plan has scientifically calculated competitive advantages, exploited the potential advantages of regions as well as the plan to choose the location of the administrative center. However, after the merger, voters hope that the National Assembly will have better policies to support localities in developing and attracting investment, especially for localities that are geographically far from the administrative center.
In addition, it is expected that the construction progress of key projects and works such as Quang Tri Airport, My Thuy Port Area, Quang Tri Industrial Park... need to be accelerated to catch up with new investment waves, helping Quang Tri develop sustainably.
In addition, voters hope that the National Assembly and the Government will have strong solutions to dirty foods to protect consumers and people's health, a typical example being the fake milk case that was recently discovered.
Regarding local authority, Khe Sanh town voters recommended that competent authorities promptly handle the land issue of Tan Lam Joint Stock Company by reclaiming unused land to hand over to people for cultivation.
Pay attention to supporting education in mountainous areas, especially the district-level ethnic boarding school model to promote the learning capacity of ethnic minority students. Pay attention to arranging land funds to build a people's cemetery in Khe Sanh town as well as speeding up the construction progress of Ngo Si Lien road in the area.
Voters in Krong Klang town proposed that after the district level is abolished, there should be effective solutions to handle constructions and headquarters to avoid abandonment and waste. In addition, there should be more preferential loan policies to support housing construction for local people.

Based on voters' opinions, Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang emphasized: The policy of streamlining the administrative apparatus is a major policy of the Party and State to improve efficiency and serve the development of the homeland and the country. Along with that, the National Assembly and the Government will have many policies and solutions in personnel work. At the same time, he hopes that voters will always accompany and well implement the major policies of the Party and State for the common development. The voters' recommendations will be compiled by the Provincial National Assembly Delegation, studied and recommended to competent authorities for resolution. For recommendations under local authority, departments, branches and localities will receive and explain issues under their authority and promptly handle them in the coming time.
