Speaking at the opening ceremony of the workshop, Dr. Dang Xuan Thanh, Vice President of the Vietnam Academy of Social Sciences , emphasized that to achieve the 8% growth target by 2025 and maintain double-digit growth in the following years, Vietnam needs to clearly identify new driving forces for sustainable development.
The economy needs to shift strongly from traditional driving forces such as cheap labor and natural resource exploitation to modern and sustainable factors. Institutional innovation, science and technology, digital economy, green economy and improving the quality of human resources will be important pillars to create new breakthroughs in growth.

Sharing at the workshop, Mr. Dau Anh Tuan, Deputy Secretary General, Head of the Legal Department (VCCI) proposed 6 groups of breakthrough solutions to promote the development of enterprises and the economy, including the study of separate policies for the domestic private economy.
Mr. Dau Anh Tuan also emphasized the leading role of large private enterprises in paving the way for smaller enterprises to develop together, creating a dynamic and sustainable business ecosystem.
According to Mr. Tran Phong Lam, Director of Government Business,FPT Information System Joint Stock Company, digital economy is a strategic driving force to help Vietnam grow rapidly and sustainably.
Vietnam has a high digital economic growth rate but still faces many challenges such as unsynchronized data infrastructure, a legal framework that has not kept up with development, a shortage of technology human resources, and limited access to capital for businesses. Vietnam needs to learn from international experience, thereby promoting investment in digital infrastructure, improving institutions, supporting businesses in digital transformation, training human resources, and attracting investment.
The workshop received many comments from researchers, experts and representatives of management agencies. Delegates agreed that, to achieve high and sustainable growth, Vietnam must transform its model towards innovation, productivity and autonomy, in which removing institutional "bottlenecks" is the top priority.
