On the afternoon of October 25, within the framework of the signing ceremony and the High-level Conference of the United Nations Convention against Cybercrime (or the Hanoi Convention) held at the National Convention Center (Hanoi), Prime Minister Pham Minh Chinh and UN Secretary-General Antonio Guterres co-chaired a press conference with Vietnamese and international reporters and news agencies.

Speaking at a joint press conference, Prime Minister Pham Minh Chinh emphasized that the signing ceremony and the High-Level Conference of the United Nations Convention against Cybercrime are historic events.

Pointing out some notable points, the Prime Minister said that the signing ceremony took place in the current world context, where multilateralism is on the decline and the event, although not taking place at the United Nations headquarters, still attracted more than 100 countries to Hanoi to attend, of which 65 countries officially signed.

“This number shows a high sense of responsibility towards the world situation and affirms the importance of the Hanoi Convention,” the Prime Minister emphasized.

According to the Prime Minister, cyber security is not a problem of any country or individual, but a national, comprehensive, global challenge.

“No country or individual is safe when another country or individual is unsafe or threatened by cyber security,” Prime Minister Pham Minh Chinh emphasized.

Moreover, the negative impact of cyber security issues is not only limited to the economy but also has profound effects on the spirit, material and culture of nations.

This is a common concern of the whole world, requiring cooperative efforts to minimize the consequences. Therefore, promoting multilateralism, promoting international cooperation and solidarity is necessary to effectively respond together.

The Prime Minister stated that the United Nations' assignment of the mission to organize the signing ceremony of the Hanoi Convention to Vietnam is a testament to the trust that the United Nations has in Vietnam, while affirming the country's capacity to ensure cybersecurity and promote national digital transformation.

“Vietnam always adheres to a foreign policy of independence, self-reliance, diversification and multilateralization, being a good friend and reliable partner of all countries, and a responsible member of the international community for the goals of peace, cooperation and development,” the Prime Minister emphasized.

For his part, UN Secretary-General Antonio Guterres emphasized that the Hanoi Convention is an important global treaty to protect people in the digital world, and is also the first criminal justice treaty in more than two decades.

“This is a historic moment, and it is fitting that it takes place in Vietnam, a country that has embraced technology, fostered innovation and become an essential part of the global digital supply chain. Vietnam understands both the promise of the digital age and the risks that come with it,” the UN Secretary-General said.

The internet has connected us in extraordinary ways, he said. Ideas, goods and services move across borders in an instant, but criminals have adapted just as quickly.

Every day, cyberattacks defraud families, disrupt essential services, compromise economies and spread child abuse material… A scam committed in one country can devastate victims in five others, while the evidence is stored in a sixth. To date, there are no globally agreed rules to prevent this.

From there, the UN Secretary-General affirmed that the Hanoi Convention provides countries with a powerful new tool to prevent and combat cybercrime, while protecting human rights in cyberspace.

The convention allows law enforcement agencies to share digital evidence across borders, one of the biggest barriers to justice to date, and creates a 24/7 cooperation network so countries can trace funds, identify perpetrators and recover stolen assets.

At the press conference, Prime Minister Pham Minh Chinh and United Nations Secretary-General Antonio Guterres answered questions from Vietnamese and international press on issues related to the Hanoi Convention and combating cybercrime.

The Prime Minister emphasized that after 50 years of Vietnam joining the United Nations, the greatest achievement in the cooperation journey between Vietnam and the United Nations is to bring opportunities for Vietnam to deeply integrate internationally, nationalize the values ​​of world civilization, absorb the quintessence of humanity and creatively apply them to the specific conditions of the country.

The Prime Minister affirmed that the United Nations has always accompanied and supported Vietnam throughout the process of stabilization, recovery and development, making an important contribution to the great achievements that Vietnam has attained today.

A prominent mark in the Vietnam-United Nations relationship is Vietnam’s seriousness, proactiveness and effectiveness in implementing the sustainable development programs and goals set by the United Nations. Vietnam is not only a beneficiary, but also a reliable partner, actively contributing initiatives and experiences to the organization’s common activities - for the goal of maintaining peace, promoting global cooperation and development through international agreements and conventions.

“Thank you to the United Nations for placing your trust in Vietnam,” Prime Minister Pham Minh Chinh expressed, affirming that Vietnam will continue to join hands and unite with the international community in efforts to protect peace, promote development, and especially fight cybercrime - a new type of crime related to people, security and culture.

Mr. Antonio Guterres stated that the Hanoi Convention is not just a legal instrument, but a promise that no country, regardless of its size or level of development, will be left unprotected against cybercrime, and that privacy, dignity and safety must apply both offline and online. Multilateralism can still provide solutions even to the most complex challenges.

“We must now turn signatures into action. The Convention must be ratified promptly, fully implemented and supported with funding, training and technology, especially for developing countries,” the UN Secretary-General stressed.
