Lam Dong province after merging with Dak Nong and Binh Thuan has become a new province with an area of ​​over 24,200km2 ^. This merger not only changed the administrative map but also brought new development potentials in many fields, including poverty reduction and ensuring social security for the entire area from the Central Highlands to the South Central Coast.

According to Vice Chairman of Lam Dong Provincial People's Committee, Head of the Board of Directors of the Social Policy Bank Vo Ngoc Hiep: Up to now, policy credit programs have always been implemented persistently and steadfastly, making practical contributions to the achievements of ensuring social security in the entire area, helping to change the face of the Central Highlands and coastal areas.

Director of Lam Dong Province Social Policy Bank Nguyen Thi Ngoc Thu also shared: Recalling the early days of establishment (in 2002), the unit's outstanding debt was very small, with a team of officers and employees who were not yet familiar with the profession, implementing only a few credit programs, the office and facilities such as equipment and machinery were still lacking, having to rent or borrow.

However, with the attention of local Party committees and authorities, the close guidance of the superior bank, along with the spirit of efforts to overcome difficulties and the creative ways of generations of cadres and employees, Lam Dong Province Social Policy Bank has established a specific credit management model that is effective and efficient, bringing all preferential capital sources of the State down to the grassroots level, to each poor household and each ethnic minority family in a transparent, public and democratic manner.

Policy capital has helped people in Lam Dong province develop the economy and escape poverty.

Over time, Lam Dong Provincial Social Policy Bank has not only established a specific management model that is effective and efficient, but has also simultaneously deployed many suitable solutions, covering all 124 commune-level administrative units spread across the highlands to coastal areas.

Data shows that, as of August 31, the total policy credit capital of Lam Dong Social Policy Bank reached 17,460 billion VND, an increase of 1,268 billion VND compared to the beginning of the year, of which the capital entrusted for investment in the locality was 2,016 billion VND, accounting for 11.5% of the total capital, completing 176.3% of the assigned plan. Total outstanding debt reached 17,514 billion VND with 287,329 borrowers.

Policy credit capital has created conditions for 11,855 poor households, near-poor households, and newly escaped-poverty households to borrow capital; supported job creation for 15,486 workers; helped 9,637 students in difficult circumstances cover their study expenses; built 24,835 clean water facilities and standard toilets; helped 167 households build new, renovate, and repair houses according to Decree 100/ND-CP; and 183 people who have completed their prison sentences have received capital loans.

Notably, policy capital has made an important contribution to helping Lam Dong province estimate that by the end of 2025, there will be about 19,796 multidimensional poor households (equivalent to 2.27% of the total population of the province), a decrease of 15,638 households compared to 2024, corresponding to a decrease of 1.79%/year.

In the new land of Lam Dong today, the activities of the post-merger transaction points continue to be maintained as before the administrative unit arrangement. The new transaction points are arranged by the People's Committee of the commune to ensure safety and convenience for people to come to transact. The names of the transaction points, signs, and public boards are modified by the units to suit the 2-level local government.

Ms. Nguyen Thi Ngoc Thu also said that as of August 31, the unit maintained the operation of 329 transaction points in 124 communes, wards, and special zones as before the merger, of which 262 transaction points were located within the premises of the People's Committee headquarters at the commune level (including 112 new People's Committee headquarters at the commune level, 150 old People's Committee headquarters at the commune level), the remaining 67 transaction points were located in village halls, residential groups, cultural houses, etc.

Transaction activities are arranged with forces to ensure smooth transactions, safety of people and property during the transaction period. Commune leaders, representatives of associations and unions as delegates fully participate in the meeting. "In order for the capital to flow smoothly and without interruption, Lam Dong Social Policy Bank attaches importance to coordinating with the People's Committees of new wards, creating favorable conditions for people to confirm loan applications and authorization procedures, so as not to cause problems with administrative procedures. All transactions of the unit from the beginning of July until now have been organized on schedule, capital has been delivered to the place, ensuring that people's rights are not disrupted", Ms. Nguyen Thi Ngoc Thu affirmed.

Also according to Deputy Director of Lam Dong Province Social Policy Bank Vo Thi Minh Thao: all the Social Policy Bank transaction offices and the old commune transaction network that are retained are actively operating to continue serving the people. The team of cadres and workers in charge of policy credit operations of Lam Dong Province are still closely following the grassroots every day, rushing to fully and promptly transfer the government's preferential capital to villages, hamlets, and neighborhoods, to each beneficiary, and at the same time wholeheartedly and wholeheartedly "make documents at home, disburse at the commune", so that people can access policy loans quickly and conveniently.

Along with that, the transaction offices also maintained and improved the quality of operations of 6,448 savings and loan groups, proactively coordinated closely with the People's Committees of new communes and wards, and socio-political organizations entrusted with accurate and complete notification of the new transaction locations, fixed transaction schedules, transaction times, etc. of the Social Policy Bank after the merger, thereby helping people to know in order to come to the transaction on time and on schedule.

Although there is still much to be done and great efforts are needed, policy credit activities in Lam Dong province have been receiving attention, direction and facilitation from local leaders and superior banks, and at the same time receiving support and trust from the people.

In the coming time, policy credit workers here will continue to implement Directive 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period; actively deploy close coordination with the People's Committees of communes, wards, and special zones to arrange local transaction points to ensure working conditions, maintain and develop the network of transaction points, transaction schedules, and transfer transaction sessions to villages and hamlets, in the context that some old communes and wards have handed over their working headquarters, ensuring uninterrupted policy credit activities of the people...
