Policy credit helps reduce poverty in Nghia Hanh

(Quang Ngai Newspaper) - Policy credit capital is considered a lever for beneficiaries in Nghia Hanh district to have conditions to develop the economy, contributing to effectively implementing the goal of rapid and sustainable poverty reduction, ensuring social security, as well as promoting local economic and social development.

TDCS capital is directly lent by the Transaction Office of the Social Policy Bank (CSXH) of Nghia Hanh district with authorization through local political and social organizations. With 12 fixed transaction points in 12 communes and towns and 205 savings and loan groups (TK&VV) in 74 villages and residential groups, it has helped beneficiaries easily access preferential credit programs to invest in economic development and stabilize their lives.

Visiting the family of Mrs. Nguyen Thi Soi, in Phu Binh Tay residential group, Cho Chua town (Nghia Hanh), we were impressed with the family's property. Mrs. Soi said, if it weren't for the loan from the District Social Policy Bank Transaction Office, my family would not have been able to achieve the results we have today.

In previous years, Mrs. Soi's family life faced many difficulties. Therefore, although the land was large, the family did not have capital to invest in economic development, leading to low efficiency and unstable income. Informed by the Cho Chua town government about the TDCS capital source from the District Social Policy Bank Transaction Office, Mrs. Soi boldly registered to borrow 50 million VND. From this loan, her family invested in buying breeding animals, upgrading barns to raise fattening cows and breeding sows. Thanks to that, up to now, Mrs. Soi's family has owned 4 3B cows, along with 7 breeding sows, selling more than 200 breeding pigs to the market each year. The price of breeding pigs has increased, at times reaching 1.2 - 1.5 million VND/head, helping her family have a good source of income, and renovate their house. Ms. Soi plans to continue to register for a loan of 100 million VND after paying off the loan from the loan fund to support job creation, maintain and expand employment to invest in breeding cows.

The life of Mr. Le Van Duong's family, also in Phu Binh Tay residential group, has gradually stabilized thanks to the support of TDCS capital. Mr. Duong shared that income from farming is always unstable, leading to an unstable life, so his family does not have capital to invest in economic development. Everything changed when his family accessed a loan to create jobs from the District Social Policy Bank Transaction Office. With capital, I invested in combining livestock and crop farming in the direction of short-term support for long-term. Production was favorable, income improved, I continued to invest in a garment processing factory and gradually developed it. Currently, the garment factory creates jobs for 4-5 local workers; the family economy is more stable than before.

According to the Director of the Nghia Hanh District Social Policy Bank Transaction Office, Do Van Kha, identifying the TDCS capital source as a "fulcrum" to help poor households and policy beneficiaries in the area to stabilize their lives, in recent years, the District Social Policy Bank Transaction Office has actively implemented TDCS programs to people quickly, conveniently, effectively, ensuring the right beneficiaries. The loan programs all have low interest rates, long loan terms, no need to mortgage assets, helping people have conditions to invest and expand production and business scale. To date, the total outstanding debt of the District Social Policy Bank Transaction Office has reached more than 421 billion VND, with over 7,000 borrowers. In the first 3 months of 2025 alone, the Transaction Office has disbursed over 31 billion VND, lending to over 500 poor households and policy beneficiaries.

In recent times, the Transaction Office of the Social Policy Bank of Nghia Hanh district has coordinated with localities, associations and organizations to regularly disseminate information about preferential lending policies. Thereby, helping people, especially beneficiaries, to fully and promptly grasp information about preferential lending programs, so that they can proactively access them.

Mr. Do Van Kha said that, along with checking before, during and after lending to guide borrowers to use capital for the right purpose, the Transaction Office of the District Social Policy Bank coordinates to integrate TDCS capital with industrial and agricultural promotion activities. Thereby helping borrowers use loans effectively, develop family economy, and stabilize their lives. In addition, the Savings and Credit Groups maintain activities, creating conditions for members to share experiences in production, livestock, cultivation and mutual support. Credit programs with high outstanding debt, bringing great economic and social efficiency can be mentioned as: Loan programs for poor households, near-poor households, and newly escaped poverty households; clean water; support for job creation, maintaining and expanding employment; loans for students in difficult circumstances...

The Transaction Office of the Social Policy Bank of Nghia Hanh District also propagates and guides the leaders of the Savings and Credit Groups to install and use the TDCS management software application. Thereby, transactions between the leaders of the Savings and Credit Groups and bank staff at the transaction points take place conveniently and quickly. The head of the Savings and Credit Group of the Farmers' Association of Cho Chua Town, Nguyen Thi Dieu, said that the TDCS management software installed on my phone helps me conveniently look up, grasp, and monitor information about credit programs and lending processes. Not only that, the software also helps me monitor and count the revenues of 32 group members quickly, completely, and accurately.

According to Nghia Hanh district’s assessment, the TDCS capital source not only “supports” poor and near-poor households to have the conditions to escape poverty and stabilize their lives, but also contributes to preventing usury and “black credit”. Therefore, TDCS capital is considered a driving force to support the poor and social policy beneficiaries to have the conditions to develop production, improve their lives, and assert their position in society. Thereby, contributing to effectively implementing the goal of sustainable poverty reduction, ensuring social security, creating jobs, building new rural areas and stabilizing politics and social order in the district.

Chairman of Nghia Hanh District People's Committee Dinh Xuan Sam acknowledged that the highlight in implementing TDCS in the district is the drastic participation of the entire political system, Party committees, authorities, organizations... in mobilizing resources, helping policy capital grow rapidly. Thanks to that, investment resources for implementing programs and plans for economic and social development and sustainable poverty reduction have been increased; TDCS capital has been mobilized, used for the right purposes, the right subjects and promoted effectively.
