Positive signals in state budget collection in Dong Ha

In the first 3 months of 2024, the state budget collection of Dong Ha city has shown positive signs. This is an important premise for the provincial capital to "reach the finish line" of the 2024 budget collection target.

In 2024, Dong Ha city set a target of collecting VND 702.2 billion in state budget revenue. According to information from the Dong Ha - Cam Lo Tax Department, the total state budget revenue in the first quarter was VND 130.513 billion, reaching 19% of the estimate assigned by the City People's Council and equal to 126% of the same period last year.

To achieve this result, the leaders of the City People's Committee directed agencies and units to seriously and effectively implement the policies of the Standing Committee of the City Party Committee; directives and decisions of the City People's Committee on strengthening tax management in all fields; and coordination regulations in the collection and payment of state budget in the area.

Strengthening the dissemination of the Party's policies and the State's laws on tax in the business community, individual production and business households. Having more timely and practical incentive and reward policies for businesses and individuals who pay a lot of taxes and fulfill their tax obligations well...

At the meeting of the City Budget Collection Steering Committee held on March 28, 2024, Chairman of Dong Ha City People's Committee Ho Sy Trung acknowledged and highly appreciated the efforts and determination to overcome difficulties in implementing the budget collection estimate for the first quarter of 2024 of the Dong Ha - Cam Lo Tax Department, relevant agencies, units and People's Committees of wards.

“2024 is identified as the year to accelerate the implementation of the Resolution of the 13th City Party Congress and the 5-year socio -economic development plan for 2021 - 2026. The results of state budget collection in the first 3 months of the year have shown positive signs. In order to ensure the completion of the state budget collection estimate for the year, agencies and units need to focus on timely, synchronous and effective implementation of solutions according to their functions, tasks as well as the direction of the city's leaders. If the solutions are slow to be implemented or are not synchronous, it will greatly affect the budget collection work", Mr. Ho Sy Trung emphasized.

From the results of the State budget collection in the first 3 months of the year and the direction of the City People's Committee, many solutions have been identified by functional agencies, units, and People's Committees of wards. In particular, the focus is to continue improving the investment and business environment, creating favorable conditions for economic sectors to invest, develop production, business and service activities; doing a good job of grasping and promptly resolving difficulties and problems of enterprises and individual business households.

Do a good job of site clearance, promptly resolve "barriers", speed up the construction progress of works and projects to quickly disburse public investment capital plans. Continue to speed up the implementation progress to achieve the year's land use rights auction target and focus on completing the investment in infrastructure construction of residential areas to serve land fund exploitation to ensure stable revenue in 2025...

A leader of the Dong Ha - Cam Lo Tax Department said: "The unit will preside over and coordinate with sectors and localities to strengthen propagandaand education activities, guide and explain the Party and State's policies on tax obligations so that people and businesses clearly understand and voluntarily comply with tax payment according to regulations.

Proactively grasp the production and business activities, tax policies and laws of enterprises, organizations and individuals in the area; focus on implementing solutions to remove difficulties for enterprises and business households.

Closely monitor tax debts and tax debt status; organize and assign tax debt collection tasks each month and quarter to each tax team and management officer. Perform well the collection management work, strive to reduce the debt ratio to below 5% of the state budget.

Check, review and rectify the work of establishing a tax system for non- agricultural land use; have drastic solutions to prevent tax losses, especially in the fields of basic construction and private transportation. Strengthen tax management for gold, silver and precious stone trading activities. Advise city leaders on timely and flexible solutions for budget collection.

2024 is the third year that Dong Ha city has implemented self-balancing of its budget, and is also the year the city "reaches the finish line" of its goal of becoming a type II urban area, so the budget collection results are extremely important to the locality.

With the active and synchronous participation of agencies, units and efforts of economic sectors, it is believed that the central urban area of the province will complete the budget collection plan of the year, creating momentum for the completion of development goals determined by the Resolution of the 13th City Party Congress, term 2020 - 2025.
