Proposal to raise unemployment benefits to 65% of average salary

The Draft Law on Employment (amended) stipulates that the monthly unemployment benefit is equal to 60% of the average monthly salary for unemployment insurance contributions of the 6 most recent months of unemployment insurance contributions before the termination of the labor contract, work contract or termination of employment.

But the maximum is not more than 5 times the regional minimum monthly wage announced by the Government applied in the last month of unemployment insurance payment.

The draft law also excludes some cases eligible for unemployment benefits, including:

Employees unilaterally terminate labor contracts illegally according to the provisions of the Labor Code; Employees unilaterally terminate labor contracts not in accordance with the provisions of the Law on Civil Servants; Employees quit their jobs when they are eligible for pension.

Commenting on this issue, delegate Thach Phuoc Binh ( Tra Vinh ) said that the above subsidy level of 60% is low and difficult to ensure the minimum living standard of workers in the context of complete loss of income.

Many countries in the region apply this rate at 65-75%. According to the International Labor Organization (ILO), the ideal unemployment benefit level is 65-70%.

Therefore, the delegates proposed to raise the unemployment benefit to 65% of the average monthly salary, and in case of economic crisis, to raise this rate to 75%.

The National Assembly gives opinions on the new organizational model of the court, the prosecutor's office, and the inspectorate.

According to the working program, this morning, May 8, the National Assembly met in the hall to listen to the contents of the presentation and report on the examination of the draft Law amending and supplementing a number of articles of the Law on Organization of People's Courts (TAND).

According to the draft law, the Supreme People's Court proposes to organize a three-level court model, including the Supreme People's Court; Provincial and Municipal People's Courts; and Regional People's Courts. There will be no High-level People's Court or District People's Court. At the same time, a specialized court will be established within the regional court. The draft law also proposes to increase the number of Supreme People's Court judges from 13 to 17 to 23 to 27.

Along with that is the submission and report on the examination of the draft Law amending and supplementing a number of articles of the Law on the Organization of the People's Procuracy. According to the draft law, the organization of the People's Procuracy system will be reorganized and rearranged from 4 levels to 3 levels, without organizing the High-level People's Procuracy and the District-level People's Procuracy. The draft law also amends and supplements in the direction of increasing the maximum number of prosecutors of the Supreme People's Procuracy from 19 to 27.

The National Assembly also listened to the presentation and examined the draft Law on Inspection, then discussed in the hall a number of contents with different opinions in the draft Law on Chemicals (amended).

In the afternoon, the National Assembly discussed in groups the contents of amending the Law on Organization of People's Courts; the Law on Organization of People's Procuracies; and the Law on Inspection (amended).

Many solutions to attract foreign capital into the stock market

On the afternoon of May 7, the Vietnam Securities Commission and representatives of the World Bank (WB) held a meeting to discuss technical solutions to serve the goal of upgrading the Vietnamese stock market.

At the meeting, the leaders of the Securities Commission shared with the WB delegation about the operation of the new information technology trading system of the stock market, the completion of the legal framework as well as the solutions that are being implemented to create favorable conditions for foreign investors to participate in the Vietnamese stock market.

In particular, the Securities Commission has been coordinating with the State Bank of Vietnam (SBV) in drafting a circular to replace Circular 05 of 2014 in the direction of simplifying procedures for opening indirect investment capital accounts.

At the same time, the Commission is reviewing and amending Decree 155 to make information on foreign ownership ratios of public companies more transparent, thereby creating more favorable conditions for foreign investors to participate. The agency is also finalizing legal regulations and directing VSDC to take necessary preparations to implement the central counterparty clearing mechanism.

Mr. Francesco Strobbe, Director of Finance, Competitiveness and Innovation for East Asia and the Pacific, assessed that the process of upgrading Vietnam's stock market has made many positive developments and congratulated the important milestone of the Vietnamese stock market when it successfully deployed the new information technology system.

Real estate business revenue reaches nearly 100,000 billion VND

According to the Ho Chi Minh City Statistics Office, in the first four months of 2025, retail sales of goods in Ho Chi Minh City were estimated at VND205,378 billion, up 15.9% over the same period last year. Meanwhile, accommodation and food revenue in the past four months was estimated at VND58,077 billion, up 42.2%.

Notably, other service revenue in the 4 months reached 165,660 billion VND, up 17.1%, of which real estate business revenue was estimated at 95,176 billion VND, accounting for 57.5% of other service revenue and up 14.7%.

Regarding business registration, from the beginning of the year to the end of April, the real estate business sector had 332 registered units with registered capital reaching VND9,233 billion, down 16% in licensing and down 61.5% in capital.

In the first 3 months of the year, the real estate business sector had 4 new real estate projects licensed to FDI enterprises, with registered capital of 295 million USD, accounting for 70.1% of the total newly licensed capital.

Nearly half of Vietnam's population has high blood cholesterol

According to the Ho Chi Minh City Center for Disease Control (HCDC), nearly half of Vietnam's population is facing cardiovascular risks due to rapidly increasing blood lipid disorders.

According to data from recent surveys, the proportion of people with high blood cholesterol (total cholesterol of 5.0 mmol/L or higher or taking medication) has skyrocketed from 30.2% to 44.1%.

This rapid increase means that nearly half of Vietnam's population is now facing the potential risk of dangerous cardiovascular diseases such as atherosclerosis, myocardial infarction and stroke.

Without drastic and effective interventions, the burden of disease caused by dyslipidemia and cardiovascular complications will increase, seriously affecting public health and the healthcare system.

According to HCDC, dyslipidemia is completely preventable if detected early and controlled properly. A healthy diet, reasonable exercise and regular health check-ups will help each person and family build a healthy, sustainable life.
