Delegates attending the meeting
Attending the working session with the delegation of Bac Kan province were Director of AFD in Vietnam Hervé Conan; Project Manager at the Water and Environmental Sanitation Department of AFD Headquarters in Paris Olivier Gilard and technical experts of AFD in Vietnam.
According to the report of the People's Committee of Bac Kan city at the working session, the Project was approved by the Prime Minister in Decision No. 172/QD-TTg dated February 7, 2024; the Provincial People's Council approved the investment policy in Resolution No. 20/NQ-HDND dated April 19, 2024 and the People's Committee of Bac Kan province approved the Feasibility Study Report in Decision No. 2171/QD-UBND dated December 6, 2024. The credit agreement between the Ministry of Finance and AFD was signed on March 12, 2025.
The project has a total investment of 685.142 billion VND, equivalent to 25.158 million Euros, including loans from AFD, non-refundable aid and local counterpart funds. The project's objectives are to protect people's lives and property, prevent erosion and flooding, collect and treat wastewater, create ecological landscapes and improve the capacity to respond to climate change in Bac Kan city and neighboring areas.
Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Dinh Quang Tuyen requested AFD to soon reach a consensus on the Resettlement Action Plan (RAP) and the Environmental and Social Impact Assessment Report (ESIA) to create a basis for the investor to implement the next steps. He requested AFD to consider and allow the implementation of some pre-investment preparation contents to ensure the progress of starting construction of the main items in 2025.
AFD representatives acknowledged the proposals of Bac Kan province, highly appreciated the locality's initiative and affirmed that they will continue to closely coordinate and provide technical and financial support so that the Project can be implemented on schedule, ensuring quality and efficiency./.
