The Government Office has just issued Notice 376/TB-VPCP dated September 13, 2023, concluding the Prime Minister Pham Minh Chinh's meeting with the leaders of Kon Tum province.

Since the beginning of the term, in 2022 and the first 7 months of 2023, Kon Tum province has achieved many positive results: in 2022, GRDP reached 9.47%; achieved and exceeded 38/39 main targets; economic structure shifted in a positive direction. In the first 6 months of 2023: GRDP reached 6.8% (ranked 22/63 and highest in the Central Highlands region).

Attention is paid to the fields of culture, society, education, health, and labor; policies for ethnic minorities and poverty reduction are implemented synchronously...

However, Kon Tum province still has some shortcomings, limitations, difficulties and challenges that need to be overcome such as: High growth rate but small economic scale so the efficiency is not as expected, economic transformation is slow, public-private partnership is not much, provincial competitiveness index CPI, satisfaction index of people and organizations (SIPAS) and administrative reform index (PAR INDEX) are still in the average group of the whole country;...

Promoting regional linkages to create unified development space

Regarding some specific tasks in the coming time, the Prime Minister requested Kon Tum province to focus on accelerating planning work, urgently completing and submitting for approval the Provincial planning for the period 2021-2030, with a vision to 2050 with innovative thinking, strategic vision, promoting distinct potential, outstanding opportunities, competitive advantages, creating new momentum and development space (to be completed in September 2023).

Focus on developing green economy, digital economy, circular economy. Further promote innovation in growth model from exploiting natural resources to relying on innovation, high labor productivity, application of advanced science and technology, especially in areas with great potential such as tourism, services, high-tech agriculture, processing industry...

Promote regional connectivity to create a unified development space. Link the province's economic development space with the provinces in the Central Coast region along the traffic corridors of National Highways 14 and 24 and the Vietnam - Laos - Cambodia border corridor.

Promote restructuring of the agricultural sector, shift to high-yield, high-value crops and livestock, focus on strong products; develop high-tech agriculture, organic agriculture, medicinal herb growing areas under forest canopy; focus on building a number of national and international branded products (especially Ngoc Linh Ginseng).

Promote industrial development, especially agricultural processing and renewable energy. Better exploit the advantages of the Bo Y border gate economic zone and the routes connecting to Laos and Cambodia.

Develop tourism in a modern direction, with many high-quality products associated with the potential and advantages of scenic spots, natural conditions, unique specialties, ecological environment and cultural identity of the Central Highlands ethnic groups in general, and Kon Tum in particular (cultural tourism, eco-tourism, agricultural tourism...). Develop Mang Den eco-tourism area to become a highlight.

Improve the efficiency of management and use of state finance and budget. Strengthen management solutions, nurture sustainable revenue sources; thoroughly save expenses.

Urban development, management and population arrangement, ensuring conformity with specific ecological conditions and local cultural identity. Continue to build and implement mechanisms and policies to attract and effectively use resources for development investment, strengthen public-private cooperation, focus on developing and attracting large domestic and international enterprises and corporations, and in the direction of green, sustainable development, and application of science and technology.

Effectively implement social security and poverty reduction work, especially for ethnic minorities.

Kon Tum province further promotes the disbursement of public investment capital, national target programs, especially key projects and works. Continue to invest in developing synchronous and modern socio-economic infrastructure; focusing on transport infrastructure, healthcare, education, industrial park and cluster infrastructure, information infrastructure, telecommunications, and irrigation.

Focus on developing human resources, especially high-quality human resources in potential fields. Synchronously and effectively implement solutions to improve the quality of education and training, especially for ethnic minorities, with a focus on the ethnic boarding school system.

Promote substantive and effective administrative reforms to create a favorable and attractive investment and business environment; promote digital transformation; encourage start-ups and innovation; enhance dialogue, accompany and promptly resolve difficulties and obstacles in production and business of people and enterprises.

Effectively implement social security and poverty reduction, especially for ethnic minorities. Focus on land, resource, forest management, environmental protection, climate change response, focus on forest protection and development. Preserve and promote cultural values, beliefs, religions, traditions, historical and cultural relics. Closely monitor the situation, prepare carefully, and proactively implement disaster prevention plans. Review, evaluate and have solutions to prevent landslides.

Strengthen national defense and security and promote foreign affairs; thoroughly handle mass and prolonged complaints and disputes, especially disputes and complaints related to land at agricultural and forestry companies, to prevent the formation of "hot spots" of security and order.
