Lao Cai province advances more than 290 billion VND to pay for site clearance and resettlement of Lao Cai - Hanoi

Comrade Tran Duc Tinh, Deputy Director of the Department of Construction, said that on April 5, the Railway Project Management Board and the consulting unit are expected to work with Lao Cai province to agree on the contents of site clearance implementation, striving to complete the approval of the Feasibility Study Report in August 2025.

To facilitate the direction and coordination of important tasks related to project implementation, the Provincial People's Committee issued Decision No. 622/QD-UBND dated March 10, 2025 on the consolidation of the Working Group to implement the investment project to build the Lao Cai - Hanoi - Hai Phong railway (section through Lao Cai province).

Based on the preliminary site clearance boundary dossier provided by the Railway Project Management Board attached to Document No. 422/BQLDADS-KHTH dated February 24, 2025, the Provincial People's Committee has directed departments, branches and localities to urgently deploy related tasks such as: Marking project implementation boundaries in the field (about more than 1,500 points); organizing measurement, extracting measurements, and adjusting cadastral maps.

By March 19, 2025, the Railway Project Management Board issued Document No. 641/BQLDAĐS-DA1 providing the Pre-Feasibility Study Report and the preliminary site clearance boundary documents of the project. However, this route plan has not changed from the route plan that the Project Management Board reported at the meeting on March 17, 2025.

It is expected that by April 15, 2025, the localities (Lao Cai city, districts: Van Ban, Bao Yen, Bao Thang) will complete the surveying and determining the scope of land clearance for the project section passing through Lao Cai province. However, due to changes in the route plan compared to the original plan provided by the Railway Project Management Board, the surveying, inventorying of land assets and crops must be temporarily stopped.

Regarding resettlement work, on March 20, 2025, the Provincial People's Committee issued Document No. 1520/UBND-TH on unifying the list of projects to build resettlement areas for the construction of the Lao Cai - Hanoi - Hai Phong railway line and assigning localities to carry out investment preparation work, including 16 projects to build resettlement areas with a total investment of more than 293 billion VND; the temporary capital source is the provincial budget supplemented with a target for the local budget (the Ministry of Finance and the Ministry of Construction will reimburse from the central budget to arrange compensation, support, and resettlement of the project).

Also at the press conference, leaders of provincial departments and branches provided some information related to the work of reorganizing the two-level government apparatus according to the direction of the central government; mineral management work in the area; the implementation of national target programs, etc.
