On the afternoon of June 23, in Nam Dinh, General Secretary To Lam and the Central working delegation worked with the Standing Committees of the Provincial Party Committees of Nam Dinh, Ha Nam, and Ninh Binh provinces on the results of the implementation of the Central Committee's resolutions and conclusions and a number of key tasks for socio -economic development and ensuring national defense and security in the area.

Ninh Binh province has only 129 commune-level administrative units.

The report at the meeting said that the economic growth rate of the three provinces remained high and stable. In the period 2020-2024, the GRDP of Ha Nam increased by an average of 10.26%, Ninh Binh by 8.03%, Nam Dinh by 9.55%. In the first 6 months of 2025 alone, all three localities had double-digit growth (Ha Nam reached 10.61%; Ninh Binh reached 10.02%; Nam Dinh reached 10.93%). The poverty rate of all three localities is now only below 1%...

By May 29, the three provinces of Ha Nam, Nam Dinh, and Ninh Binh had completed the documents and projects for the arrangement of provincial and commune-level administrative units and submitted them to the Government according to regulations. After the arrangement, Ninh Binh province will have 129 commune-level administrative units (a reduction of 269 commune-level administrative units compared to present).

Fostering innovation at every level

In his concluding remarks at the meeting, General Secretary To Lam affirmed that the merger of the three provinces of Nam Dinh, Ha Nam and Ninh Binh is an inevitable step in the context of the increasingly urgent need to innovate the development model and improve the effectiveness of regional governance. A unified development space will be formed, where the potentials and advantages of each locality are not only promoted separately but also integrated, supplemented and spread, creating a new strong and sustainable development momentum; helping to unify the planning of transport infrastructure, urban areas, industry, tourism, services, agriculture, creating conditions for the development of economic corridors throughout the mountainous, delta and coastal areas, helping to effectively exploit the potential for inter-regional trade, tourism and logistics.

The three provinces have a dense system of historical and cultural relics; notably the Trang An scenic complex, Bai Dinh Pagoda, Tam Chuc Pagoda, Dia Tang Phi Lai Tu Pagoda, Tran Temple, Phu Day complex... which can strongly develop valuable indigenous cultural, tourism and educational products, build a brand for a living heritage area, and become an attractive destination.

General Secretary To Lam emphasized that the work from now until July 1 and the last months of the year requires outstanding efforts from localities. Localities urgently complete the arrangement of the apparatus according to the 2-level local government model in accordance with the spirit of Resolution No. 60-NQ/TW and Conclusion No. 150-KL/TW of the Politburo, ensuring the principles of streamlining, effectiveness, efficiency, transparency and smooth operation. The apparatus must ensure a consistent focal point, reduce intermediate levels, increase flexibility in governance, and create motivation for innovation at each level.

Unity is everything

General Secretary To Lam noted that in personnel work, special attention must be paid to solidarity. For leadership positions, solidarity means having everything, losing solidarity means losing everything; must take qualities, capacity, prestige and work efficiency as the highest measure, resolutely not allowing localism, group interests or factionalism, internal divisions to arise; need to focus on preparing a team of successor cadres with innovative thinking, modern management ability and understanding of the 2-level local government model, with the spirit of daring to think, daring to do, daring to take responsibility for the common good.

General Secretary To Lam emphasized the need to rebuild the overall socio-economic development strategy for the new Ninh Binh province in a systematic, scientific and long-term vision. Accordingly, it is necessary to review the entire current status of economic space, population, urban areas and industries, closely following the practical situation, building a master plan for the new Ninh Binh province in association with the strengths of each region, complementing each other in a unified and effective manner. In particular, it is necessary to thoroughly grasp the spirit of not trading off the environment, culture and social security for mere growth; development must be harmonious, ensuring social security, social progress, preserving identity, protecting ecology and using resources effectively.

General Secretary To Lam affirmed that the new Ninh Binh Provincial Party Congress is not only an important political event, but also a milestone for a new development period. Preparations for Party Congresses at all levels must ensure progress, quality and political orientation. The entire preparation process needs to be carried out seriously and methodically, on the basis of a thorough review of practice, a full analysis of new characteristics and requirements arising from integration, digital transformation, green and sustainable development. On that basis, a vision to 2030, with a vision to 2045, will be developed, in line with the spirit of the Resolution of the 13th National Party Congress and the draft documents of the 14th National Party Congress. The goal is to create a modern and dynamic development space, with Ninh Binh playing a central role, gradually transforming itself into an industrial - service province developing according to the green - smart growth model, striving to become a developed industrial province with the identity of a national heritage center by 2030.
