Today, in the joyful and exciting atmosphere of the 95th anniversary of the founding of the Communist Party of Vietnam and the first days of the new year of At Ty - 2025, in the land of the ancient capital Hoa Lu, a place with unique cultural values ​​combined with beautiful natural landscapes, I am very happy to attend the launching ceremony of "Tree Planting Festival in eternal gratitude to Uncle Ho".

On behalf of the Party and State leaders, I would like to cordially send to the people, comrades and soldiers nationwide; the Party Committee, Government and People of Ninh Binh province, and the delegates my warmest sentiments, sincere greetings and best wishes for the New Year.

Dear compatriots and comrades!

More than 65 years ago, on November 28, 1959, President Ho Chi Minh wrote the article “Tet tree planting”, published in Nhan Dan Newspaper, calling on everyone, every household, every organization, and every locality to actively compete in planting and caring for trees, analyzing the great significance and practical benefits of planting trees and afforestation. He pointed out: “This work is less costly but has many benefits”, “it is also a long-term but gentle competition that everyone from the elderly to children can enthusiastically participate in” and he proposed to organize a “Tet tree planting day” throughout the country.

His call quickly turned into a widespread mass movement, which was actively responded to by all classes of people with a spirit of self-awareness and concrete actions. The Lunar New Year of Canh Ty 1960 was the first year to respond to President Ho Chi Minh's call for "Tree Planting Festival". The movements: "Tree Planting Festival", "Tree Planting Festival for the beloved South", "Tree Planting Festival to defeat the American invaders", and then today we have "Tree Planting Festival following Uncle Ho's teachings", "Tree Planting Festival forever grateful to Uncle Ho" are strong marks of the determination of our Party and People to learn and follow Uncle Ho's teachings.

Since then, every spring, “Tree Planting Festival” has truly become a festival for the entire Party, people and army. This is not only an activity with profound traditional meaning, but also a concrete and practical action to fulfill Vietnam’s strong commitment to the international community and implement the national strategy on climate change, towards a green planet, for the rapid and sustainable development of the country and the world.

Climate change, environmental degradation, and depletion of natural resources are becoming global challenges, directly affecting all countries and peoples. Vietnam is one of the countries most seriously affected by climate change, environmental disasters, especially non-traditional security threats, extreme natural phenomena such as storms, floods, droughts, saltwater intrusion, desertification, etc., causing serious damage and loss to people and property. Therefore, planting trees, caring for and protecting forests in conjunction with the "green economy" strategy not only has the meaning of restructuring the growth model based on the development of "green infrastructure", but also promotes ecological civilization, for the sustainable development of the country, for a better world, with the joint efforts of the entire political system and all classes of people.

Dear compatriots and comrades!

I know that, with a province that owns a world cultural and natural heritage - Trang An Scenic Landscape Complex, over 40% of its natural area is national forest, wetland park, forest land, biosphere reserve... Ninh Binh province in recent years has been implementing many practical solutions to plant trees, care for and protect the environment. Coming to Ninh Binh today, looking at the rows of trees winding on the roads leading to heritage parks, tourist areas, admiring the limestone mountains on which the green of the forest has been revived, then reflecting on the ancient rivers creating a natural landscape of "clear mountains, beautiful waters" that makes visitors from all regions always want to come and explore, enjoy the wonderful feeling, we are more fully aware of the responsibility to care for and protect the living environment. In particular, Ninh Binh was voted by the US Forbes Magazine as one of the most wonderful and friendly destinations in the world in 2023 and in the Top 10 best experiences in the world in 2024. This is a clear demonstration of the great role of tree planting and care, towards a green economy based on the foundation of "green infrastructure".

I acknowledge and appreciate the achievements that the Party Committee, government and people of Ninh Binh province have achieved in recent years, especially in preserving and reviving the heritage of Hoa Lu Ancient Capital, preserving and promoting the value of beautiful natural landscapes, choosing a green, harmonious and sustainable development model. The Ninh Binh Provincial Development Plan 2021-2030 defines the goals and vision to 2030 to basically achieve the criteria, by 2035 becoming a centrally-run city with the characteristics of a millennium heritage urban area, a creative city; taking tourism, cultural industry, entertainment industry as key industry clusters; taking the automobile mechanical industry as the driving force; taking the application of scientific and technological achievements, innovation and digital transformation as breakthroughs; Taking multi-value ecological agriculture as a pillar... This is the right direction, allowing for the exploitation and promotion of the distinct potentials and competitive advantages of a locality possessing massive heritage resources, unique cultural values, and beautiful natural landscapes... Ninh Binh province must strive to become a typical model for green, harmonious, and sustainable growth based on the close combination of socio-economic development with the preservation of cultural heritage, environmental protection, and natural landscapes, associated with promoting the application of scientific and technological achievements, innovation, digital transformation, and green transformation.

The year 2025 is of special significance, the year of acceleration and breakthrough to the finish line to successfully implement the 5-year socio-economic development plan 2021-2025, the year of many important events of the country, the year of holding Party Congresses at all levels, towards the 14th National Party Congress, opening a new era of development for the nation. On this occasion, along with the spirit and aspirations of the whole country entering a new era - the era of striving to develop richly and prosperously, I propose: All levels, sectors, every household, every person need to be clearly aware of the responsibility to protect the ecological environment. It is necessary to form widespread movements with the joint efforts of the whole community. Each specific action such as planting trees, saving water, protecting forests, choosing a business model based on green transformation... all contribute to building a green Vietnam, for the life of today, for future generations.

Party committees and authorities of Ninh Binh province, ministries, branches, sectors, the Vietnam Fatherland Front, and organizations at the central and local levels need to widely disseminate in many specific, vivid, and practical forms to the masses about the purpose and meaning of the Tree Planting Festival; about the role, great effects, comprehensive and long-term benefits, and humanistic values ​​of tree planting and afforestation; enthusiastically participate in the tree planting movement, raise awareness and take effective measures to protect forests, prevent forest fires, prevent illegal logging, burning, and exploitation; launch the Tree Planting Ceremony in accordance with local conditions, agencies, and units, ensuring practicality, efficiency, and economy, avoiding ostentation.

Ministries and sectors, especially the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development, need to coordinate, strengthen supervision, and direct localities to effectively implement the tree planting movement. Authorities need to develop and implement policies to encourage people and businesses to participate in environmental protection projects, adapt to climate change, and take measures to restore the environmental landscape in areas that have been annexed and damaged during the industrialization and urbanization process. Along with that, it is necessary to perfect the green transformation strategy in all areas of socio-economic life, associated with growth model innovation, economic restructuring on the basis of applying science and technology, promoting innovation, digital transformation, and protecting natural resources.

I believe that, with the long-standing historical tradition, with the determination and solidarity of the entire Party, people and army, the movement "Tet tree planting to forever remember Uncle Ho" will continue to promote practical effectiveness, protect the ecological environment well to successfully implement the strategy of rapid and sustainable development when entering a new era - the era of striving for strong, prosperous development of our nation and country.
