(PLVN) - To respond to heavy rain, flash floods, and landslides, the Ministry of Industry and Trade requires hydropower, electricity, mining units, and local departments of industry and trade to urgently deploy response plans to ensure safety for works and people.

It is forecasted that on June 27-28, 2025, the Northwest and Viet Bac regions will have heavy rain, some places will have very heavy rain, with rainfall ranging from 30-80mm, some places over 250mm; from the night of June 28 to July 2, 2025, the North is likely to have a widespread heavy rain with rainfall ranging from 100-300mm, some places over 500mm.

Heavy rains pose a high risk of causing flooding in low-lying areas, urban areas, and industrial zones; flash floods on small rivers and streams; and landslides on steep slopes.

Faced with the above developments, the Ministry of Industry and Trade has just issued an Official Dispatch on responding to heavy rain, floods, inundation, flash floods, and landslides.

According to the Official Dispatch, the Minister of Industry and Trade requested the Department of Industry and Trade of provinces and cities to direct hydropower dam owners in the area to seriously implement the inter-reservoir operation process, single-reservoir operation process, ensure the safety of dams and hydropower reservoirs, especially weak dams and small hydropower plants under construction and repair...

The Departments of Industry and Trade of Lao Cai, Yen Bai, Tuyen Quang, and Ha Giang provinces pay special attention and promptly update the flood situation in China, focus on checking, reviewing, and preparing plans to be ready to respond...

The Minister noted that Vietnam Electricity Group directs local power units and hydropower dam owners to prepare sufficient human resources, materials, and equipment to respond to the developments of floods and storms; strengthen safety inspections of power grid systems and power projects under their management...

Vietnam National Coal - Mineral Industries Group and units operating in mining and mineral processing inspect mining sites, mines, warehouses, waste dyke systems, tailings sludge dam systems, etc. to detect damages and defects that pose a risk of safety risks in order to proactively handle them and have plans to ensure safety for the works and neighboring residential areas. Especially for deep mining tunnels, it is necessary to concentrate on preparing forces, equipment, and means to respond when incidents occur due to the effects of rain, floods, etc.

Other corporations and groups in the industry and trade sector should closely monitor the developments of rain and floods in the coming time from the National Center for Hydro-Meteorological Forecasting to promptly direct and urge disaster prevention work at facilities under their management, ensure safety for people and key works, prepare resources, means and materials to promptly handle situations caused by natural disasters, and quickly restore production.

The National Power System and Electricity Market Operation Company closely coordinates with hydropower reservoir management and operation units to update the actual hydrological situation, flood situation and requirements of competent authorities, ensuring power generation efficiency; planning to regulate hydropower reservoirs to ensure compliance with inter-reservoir and single-reservoir operation procedures and instructions of the National Civil Defense Steering Committee, Disaster Prevention and Control Command Committees of provinces and centrally-run cities;

Coordinate with relevant units to optimize the operation mode of the power plant and the grid, limit the risks of grid failures and generator failures. Regularly check the emergency response system, self-consumed power sources, SCADA systems and communications to be ready to respond to the operation of the power system and the electricity market in all natural disaster situations...

Hydropower dam owners need to strictly comply with the operating procedures of inter-reservoirs and single-reservoirs approved by competent authorities, especially when unusual situations arise; operate scientifically, ensure absolute safety for the project, prevent artificial floods, contribute to flood reduction downstream, and pay attention to informing people early before operating flood control...
