Minister Nguyen Hong Dien proposed that the Provincial People's Committees soon issue the Coordination Regulations between specialized agencies in charge of the Industry and Trade sector and related units in the 2-level local government model.
On the morning of June 27, the Ministry of Industry and Trade organized an online training conference on professional and technical aspects of decentralization, delegation and assignment of authority in the fields of state management of the Ministry of Industry and Trade. Minister Nguyen Hong Dien chaired the conference at the main bridge.
Attending the conference at the required locations are leaders of the People's Committees of provinces and centrally-run cities; officials and civil servants of the Departments of Industry and Trade; leaders of the People's Committees and leaders of departments and offices under the People's Committees of communes, wards, and special economic zones under the provincial level related to the field of industry and trade...
At the Conference, Minister Nguyen Hong Dien informed that organizing a two-level local government model and clearly and specifically establishing functions, tasks and powers between government levels is an objective and inevitable requirement, consistent with the development trend in the new era.
In order for localities to promptly grasp and effectively implement the regulations of the Government and the Ministry of Industry and Trade on decentralization, delegation of authority, and division of authority in the field of Industry and Trade, ensuring that the two-level local government operates continuously and smoothly from July 1, the Minister of Industry and Trade assigned functional units to prepare documents and directly present 13 training topics. At the same time, the Minister also took the time to discuss and clarify new contents, points to note when implementing and share practical experiences from a number of localities.
In order to effectively carry out the decentralized tasks and powers in the field of Industry and Trade, Minister Nguyen Hong Dien requested the Provincial People's Committee to soon issue the Regulation on coordination between specialized agencies in charge of the field of Industry and Trade and related units in the 2-level local government model. At the same time, publicize the list of decentralized administrative procedures at the agency's headquarters and on the province's electronic information portal, helping officials, people and businesses to grasp and implement them conveniently.
The Ministry of Industry and Trade will set up a hotline (024.222.021115), which will operate 24/7 in July 2025 and will be publicly updated after one month of operation.
Localities need to focus on implementing Plan No. 02 dated June 19, 2025 of the Central Steering Committee on synchronous and interconnected digital transformation, ensuring effective operation of the two-level government, especially tasks with deadlines to be completed before July 1, 2025, without disrupting online public services.
The Minister also requested to prepare adequate conditions in terms of facilities, human resources, and budget to carry out assigned tasks; at the same time, direct and guide commune levels to properly implement the processes and procedures according to regulations. It is necessary to maintain a two-way information channel, promptly reporting difficulties via the Ministry of Industry and Trade hotline (024.222.021115), which will operate 24/7 in July 2025 and will be publicly updated after one month of operation.
At the same time, localities need to step up propaganda and professional training for staff, especially at the commune level, to create consensus and effective implementation.
For the Department of Industry and Trade of provinces and cities, the Minister requested to promptly announce the list of decentralized administrative procedures, provide professional guidance to the commune level; improve the organization, supplement regulations on functions and tasks in accordance with the new decentralization. Officials and civil servants need to proactively study legal regulations, grasp assigned tasks and promptly report problems to the Ministry for resolution.
As for the People's Committees of communes, wards and special zones, it is necessary to publicize administrative procedures at the headquarters, organize reception and settlement in accordance with regulations. In addition, review and upgrade the Public Administration Center at the commune level in terms of human resources, equipment, and working regulations; ensure the reception of administrative procedures regardless of administrative boundaries and support people and businesses to perform online public services throughout the process according to Decree 118/2025. At the same time, adjust the organizational structure to suit the new model and closely coordinate with the Department of Industry and Trade in implementing tasks.
