" Distinguished leaders of the Party, State, and Vietnam Fatherland Front ,
Distinguished members of the National Assembly ,
Dear fellow citizens and voters nationwide!
In accordance with the Constitution, the Law on Government Organization, and relevant legal provisions, the Government has submitted to the National Assembly Deputies a full report and a summary report on its work during the 2021-2026 term. At this morning's session, the Prime Minister reported on the socio-economic situation in 2025 and the five-year period from 2021-2025; and the direction and tasks for 2026. This represents the comprehensive and outstanding achievements of the past term. Based on the Government's tasks as stipulated in the Constitution, I will present a summary of some key points regarding the review of the Government's work during this term as follows:
1. Regarding the organization and implementation of the Constitution and laws.
The Government and the Prime Minister have seriously implemented and issued 116 programs and action plans to effectively organize the implementation of the Constitution, laws, resolutions, and conclusions of the Party and the National Assembly. They regularly monitor, inspect, and urge the implementation of tasks and solutions in various fields; over the past five years, the Prime Minister and Deputy Prime Ministers have made more than 400 working trips to localities and grassroots levels to inspect and guide the implementation of the Constitution and laws, thoroughly understand the practical situation, and promptly resolve difficulties and obstacles. Discipline and order in the organization and implementation of laws have been tightened; the responsibility of leaders has been emphasized, and resources have been ensured for law enforcement. Decentralization and delegation of power have been promoted according to the motto "local authorities decide, local authorities act, local authorities are responsible," coupled with appropriate resource allocation and increased inspection, supervision, and control of power. This contributes to fostering proactiveness and flexibility at the local level, unlocking and freeing up resources for development. As a result, the Constitution and laws are respected and strictly enforced. Resolutions of the National Assembly have been implemented promptly and effectively, making a significant contribution to promoting socio-economic development, ensuring national defense, security, and foreign relations.
2. Regarding policy and lawmaking
The Government and the Prime Minister have reformed their thinking in lawmaking, shifting from "management" to "development-oriented" approaches, and from "pre-approval" to "post-approval"; proactively and actively proposing numerous draft laws with open and constructive mechanisms and policies, contributing to the completion of the socialist rule of law and the socialist-oriented market economy, and promptly addressing bottlenecks and obstacles in the mechanisms. The Government has held 45 specialized sessions on lawmaking; submitted to the National Assembly a Resolution on some special mechanisms and policies to create breakthroughs in lawmaking and implementation; passed 180 laws, ordinances, and resolutions (including this session), the highest number ever; and issued 1,400 resolutions and 820 decrees. The Government, the Prime Minister, and ministries and ministerial-level agencies have issued nearly 3,600 sub-legal documents within their authority. Through strategic breakthroughs, the Government has continuously improved institutions, forming a comprehensive and synchronized legal framework for the governance and development of the country.
3. Regarding the management of the economy, culture, society, environment, national defense, security, and foreign affairs.
The five-year socio-economic report has fully and comprehensively summarized the country's situation during the past term. I would like to highlight the following outstanding achievements:
3.1. The macroeconomic situation is stable and growth is high. Monetary policy is managed proactively, flexibly, promptly, and effectively, coordinating synchronously and harmoniously with a reasonable and focused expansionary fiscal policy; focusing on the vigorous disbursement of public investment capital; controlling public debt and the state budget deficit within prescribed limits. Focusing on directing the development of the domestic market and boosting exports; increasing revenue, saving on expenditures, and concentrating resources on development investment. As a result, despite facing instability, epidemics, and natural disasters, the economy has continued to grow at a high rate, with each year surpassing the previous one, bringing the size of the economy to 32nd in the world and making it an upper-middle-income country. This is a major bright spot highly appreciated internationally.
3.2. Flexible adaptation and effective control of the COVID-19 pandemic. Faced with the severe COVID-19 situation, the Government focused on mobilizing resources and successfully implemented a vaccine diplomacy strategy. Although not a vaccine-producing country, Vietnam provided free vaccinations to its entire population, effectively protecting the lives and health of its people, earning high praise from the world. The country steadfastly pursued a "dual objective," quickly turning the tide and shifting to a state of "safe, flexible adaptation and effective control of the COVID-19 pandemic," creating the groundwork for the early reopening of the economy.
3.3 Social welfare and the well-being of the people have always been prioritized, achieving many practical results. During the term, over 1.1 trillion VND was spent on social welfare, accounting for 17% of the total state budget expenditure. Over 334,000 temporary and dilapidated houses were demolished, completing the target five years ahead of schedule. The project for building social housing was approved and its implementation accelerated. Comprehensive and timely implementation of social welfare policies, addressing the consequences of natural disasters, and quickly stabilizing the lives of the people were carried out.
3.4. National target programs have been allocated significant resources and implemented decisively, basically achieving the targets assigned by the National Assembly for the 2021-2026 term. Accordingly, the New Rural Development Program has achieved standards in 79.3% of communes; the Sustainable Poverty Reduction Program has significantly reduced the multidimensional poverty rate from 4.4% at the beginning of the term to 1.3% at the end of the term. The socio-economic development program for ethnic minority and mountainous areas has been completed, exceeding 6 out of 9 target groups, and significantly improving the lives of the people.
3.5. Strategic infrastructure has seen breakthrough development; the Government has focused on implementing and completing it synchronously for the economy. In particular, by the end of 2025, it is expected that more than 3,200 km of expressways and more than 1,700 km of coastal roads will be completed, exceeding the set targets. Many key national projects in aviation and energy, such as Long Thanh Airport and the 500kV power line, have been accelerated. Digital infrastructure has been strongly deployed, bringing Vietnam's mobile internet speed into the top 20 in the world.
3.6. The cultural and social sectors have made comprehensive progress. The Government has submitted to the National Assembly for approval the National Target Program on Cultural Development. The quality of education and healthcare has improved significantly, with health insurance coverage reaching 95.2% of the population. The Human Development Index (HDI) increased by 18 ranks, reflecting the country's remarkable progress. The Government has also decisively directed the removal of obstacles in the procurement and bidding of medicines and the settlement of health insurance claims. Important resolutions on science and technology, innovation, digital transformation, healthcare, and education and training have been submitted to the Politburo for promulgation, and the National Target Program on healthcare and education is being urgently submitted to the National Assembly for promulgation and implementation. Policies on tuition fee exemption and reduction, and support for learning costs will be implemented from the 2025-2026 academic year. Approving the list of strategic technologies and technology products, developing the innovative startup ecosystem, and contributing to spreading the spirit of innovation in society. Communication and information dissemination are strengthened in a proactive and timely manner, focusing on policy communication and combating harmful and toxic information, contributing to consolidating trust and creating social consensus.
3.7. National independence, sovereignty, and territorial integrity are upheld; political security and social order are ensured. The Government has prioritized resources to invest in building a revolutionary, regular, elite, and modern people's armed forces; consolidating national defense and security potential, maintaining independence, sovereignty, territorial integrity, political security, and social order. The fight against crime has achieved many positive results, preserving a peaceful life for the people.
3.8. Foreign affairs and international integration have been invested in and upgraded, achieving many great results and achievements. The Government has directed foreign affairs work extensively, proactively and responsibly. Vietnam's international prestige and position have been enhanced, creating an environment of peace, stability, cooperation and development, opening up an unprecedented new situation for national development[i].
3.9. The management of resources, environmental protection, disaster prevention, and climate change adaptation are receiving increasing attention. The Government has focused on directing the completion of legal frameworks for the strict management and efficient use of land and other important resources. It requires all levels, sectors, and localities to implement the National Strategy and Plan for Disaster Prevention and Control decisively, synchronously, and effectively, shifting from a passive response to a proactive prevention approach from early on and from afar, minimizing damage to people and property, and quickly stabilizing people's lives; promptly responding to natural disasters, floods, landslides, especially those caused by Typhoon No. 3 (Yagi), Typhoon No. 10 (Bualoi), and No. 11 (Matmo)... The National Green Transformation Project will continue to be supplemented and promoted.
3.10. Many stalled projects and long-term loss-making enterprises have been handled and resolved, freeing up resources for development. With the spirit of not avoiding responsibility, the Government has focused on directing and decisively handling weak credit institutions and long-term loss-making and inefficient projects from previous terms that have not been resolved[ii]. At the same time, the Government has directed the removal of obstacles for thousands of projects and land and housing facilities nationwide[iii] and is continuing to resolutely remove obstacles and bottlenecks of other projects, bringing these important resources back to serve socio-economic development as the Prime Minister reported this morning.
4. Regarding the organization and arrangement of the apparatus of ministries, agencies, and localities within the state administrative system.
In accordance with the directives of the Central Committee and the Politburo, the Government and the Prime Minister have focused on decisively implementing the restructuring of the political system's organizational apparatus, creating a streamlined and scientific government, ending the historical mission of the district level, and organizing local governments at two levels in a way that is lean, efficient, effective, and effective. To date, the government apparatus from the central to the grassroots level has gradually become more organized, serving the people better and better, and is highly appreciated by the people.
5. Regarding the management of the national administration, officials, civil servants, and public employees; inspection, handling of complaints and denunciations, and prevention and combating corruption, negative practices, and waste.
The Government and the Prime Minister have issued and focused on directing the implementation of the overall program for state administrative reform for the period 2021 - 2030, the program to reduce and simplify administrative procedures related to production and business activities; providing online public services, implementing administrative procedures regardless of administrative boundaries within the province; deploying the National Public Service Portal as a centralized, single national "one-stop shop"[iv]. Strengthening effective prevention and control of corruption, waste, and negative phenomena in accordance with the spirit of the Central Steering Committee on preventing and combating corruption, waste, and negative phenomena. Completing and submitting to competent authorities legal documents on inspection and prevention and control of corruption. Directing the inspection, review, and resolution of long-standing complaints and denunciations that have escalated to the Central level and are at risk of becoming "hot spots".
6. Regarding the protection of the rights and interests of the State and society, human rights, and citizens' rights; ensuring social order and safety.
The Government and the Prime Minister have directed all levels, sectors, and localities to focus on protecting the rights and interests of the State, organizations, and individuals, protecting human rights and civil rights, and ensuring social order and safety in all fields. They have also intensified the dissemination and education of legal knowledge to the people, and enhanced the legal capacity of organizations and businesses in the context of integration.
7. Regarding the negotiation and signing of international treaties; protecting the interests of the State, organizations, and citizens of Vietnam abroad.
The Government and the Prime Minister have focused on directing the negotiation, signing, and effective implementation of international treaties and free trade agreements (FTAs), with a total of 17 FTAs and over 500 cooperation agreements in various fields already signed; continuing negotiations and moving towards signing FTAs with countries in the Middle East, Africa, Central Asia, and Latin America. Maintaining and expanding multilateral and bilateral cooperation frameworks contributes to consolidating a peaceful and stable environment for development. Focusing on effectively protecting Vietnamese citizens and people abroad, issuing a Decree on restoring Vietnamese citizenship to overseas Vietnamese. Creating favorable conditions and encouraging overseas Vietnamese to contribute to the construction and development of their homeland.
8. Regarding coordination with agencies of the National Assembly, the Vietnam Fatherland Front, and political and social organizations.
The Government and the Prime Minister strictly comply with the National Assembly's supervision, fully implement reporting requirements, and attend sessions of the National Assembly Standing Committee and National Assembly sessions as prescribed; proactively and promptly explain and provide information on issues of concern to the National Assembly and voters through various forms. They strictly adhere to reporting requirements to the President on socio-economic, defense, security, and foreign affairs issues. They effectively implement the regulations on coordinating work with the Supreme People's Court and the Supreme People's Procuracy. They effectively sign and implement joint resolutions with the Vietnam Fatherland Front; perform well in government-led mass mobilization; closely coordinate with political and social organizations and people's associations; contributing to consolidating national unity, creating social consensus, and contributing to the cause of national construction and defense.
Overall assessment: In the context of numerous unprecedented difficulties and challenges, the Government of the 2021-2026 term has united, acted decisively, and successfully completed its assigned tasks, leaving many outstanding impressions: macroeconomic stability and sustained high growth; social security ensured, and people's lives continuously improved; institutions were strongly reformed; a "revolution" in streamlining the organizational structure to be lean, efficient, effective, and efficient was successfully implemented; strategic infrastructure saw breakthrough development; national defense and security were maintained; and the country's international standing and prestige were elevated to a new level. These comprehensive achievements have firmly consolidated the people's trust, creating momentum, strength, and power for the country's rapid and sustainable development, and enabling it to confidently enter a new era.
However, the performance of the Government's and the Prime Minister's duties and powers still faces shortcomings and limitations. These shortcomings, limitations, and their causes were frankly and fully addressed by the Prime Minister in the report presented to the National Assembly at the opening session.
In the coming period, the global and regional situation is projected to continue to be complex and unpredictable. To contribute to realizing the two strategic goals (to become a developing country with modern industry and high middle income by 2030, and a developed country with high income by 2045, following a socialist orientation), the Government and the Prime Minister will continue to direct efforts to overcome limitations and shortcomings and comprehensively achieve the set goals, targets, and tasks; focusing on the following 12 key areas:
1. Continue to improve the organization and streamline the two-tiered local government apparatus.
2. Focus on perfecting institutions and laws, mobilizing all resources, creating new impetus for development; accelerating administrative reform, controlling, reducing, and simplifying administrative procedures, and improving the quality of online public services for citizens and businesses.
3. Promote high growth while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy.
4. Promote industrialization and modernization, restructure the economy, achieve breakthroughs in science and technology development, innovation, and digital transformation.
5. Develop a comprehensive and modern infrastructure, effectively utilize new development spaces, use urban areas as the driving force for regional development, and accelerate the construction of new rural areas.
6. Build a modern national education system on par with the region and the world, focusing on developing high-quality human resources.
7. Focus on developing cultural and social fields, ensuring social security; continuously improving the material and spiritual well-being and health of the people.
8. Manage and utilize resources effectively; protect the environment, proactively respond to climate change, and prevent, mitigate, and reduce natural disasters.
9. Consolidate and strengthen national defense capabilities, ensure national security, maintain social order and safety, and create a peaceful and stable environment for national development.
10. Enhance the effectiveness of foreign affairs and international integration, with a focus on economic diplomacy; promote Vietnam's role, position, and prestige in building and developing the country.
11. Resolutely and persistently fight against corruption, negative practices, and waste; practice thrift and combat wastefulness; further strengthen the work of receiving citizens and resolving complaints and denunciations.
12. Strengthen information and communication work, create motivation, inspire, and foster social consensus; combat erroneous and hostile viewpoints and misinformation.

During the 2021-2026 term, the Government and the Prime Minister successfully completed all eight tasks stipulated in the Constitution. On behalf of the Government and the Prime Minister, I would like to express my sincere gratitude and hope to continue receiving the leadership of the Central Committee of the Party, especially the Politburo and the Secretariat, headed by the General Secretary; the coordination and support of the National Assembly, the Vietnam Fatherland Front, and political and social organizations; and the support and approval of the people and our compatriots abroad. I also express my sincere thanks to the governments and people of other countries, international organizations, and friends around the world for their support, cooperation, and assistance to the Government and people of Vietnam.
