Full text of the Government's 2021-2026 term summary report

" Dear leaders of the Party, State and Vietnam Fatherland Front ,

Dear fellow countrymen and voters nationwide!

Pursuant to the Constitution, the Law on Government Organization and the provisions of relevant laws, the Government has sent to the National Assembly Deputies a full report and a summary report on the work of the 2021-2026 term. At the meeting this morning, the Prime Minister reported on the socio-economic situation in 2025 and the 5-year period of 2021-2025; directions and tasks for 2026. These are the comprehensive and outstanding results of the past term. Pursuant to the Government's tasks as prescribed by the Constitution, I would like to briefly present some main contents on reviewing the work of the term as follows:

1. On the organization of the implementation of the Constitution and laws

The Government and the Prime Minister have seriously grasped and issued 116 programs and action plans to effectively implement the Constitution, laws, resolutions and conclusions of the Party and the National Assembly. Regularly monitor, inspect and urge the implementation of tasks and solutions in all fields; over the past 5 years, the Prime Minister and Deputy Prime Ministers have made more than 400 working trips to localities and grassroots levels to inspect and guide the implementation of the Constitution and laws, grasp the practical situation, and promptly remove difficulties and obstacles. Tighten discipline and order in organizing and enforcing laws; promote the responsibility of leaders, ensure resources for law enforcement. Promote decentralization and delegation of power according to the motto "locality decides, locality does, locality is responsible", associated with appropriate resource allocation and strengthening inspection, supervision and control of power; contributing to creating initiative and flexibility for localities, opening up and liberating resources for development. Thanks to that, the Constitution and laws are respected and strictly enforced. Resolutions of the National Assembly have been implemented promptly and effectively, contributing significantly to promoting socio-economic development, ensuring national defense, security and foreign affairs.

2. On policy and law making

The Government and the Prime Minister have innovated their thinking in law-making, shifting from "management" to "development creation", from "pre-inspection" to "post-inspection"; proactively and actively proposed many draft laws with open and creative mechanisms and policies, contributing to perfecting the socialist rule-of-law state and socialist-oriented market economic institutions, promptly removing "bottlenecks" and "bottlenecks" in mechanisms. The Government has organized 45 specialized sessions on law-making; submitted to the National Assembly for promulgation a Resolution on a number of special mechanisms and policies to create breakthroughs in law-making and organization; passed 180 laws, ordinances and resolutions (including this Session), the most ever; issued 1,400 resolutions and 820 decrees. The Government, the Prime Minister, ministries and ministerial-level agencies have issued nearly 3,600 sub-law legal documents under their authority. Implementing strategic breakthroughs, the Government has continuously improved institutions, forming a comprehensive and synchronous legal basis for national governance and development.

3. On economic, cultural, social, environmental, defense, security and foreign affairs management

The 5-year socio-economic report has comprehensively summarized the country's situation over the past term. I would like to highlight the following outstanding achievements:

3.1. Stable macro-economy, high growth. Proactively, flexibly, promptly and effectively manage monetary policy, synchronously and harmoniously coordinate with a reasonable, focused and key expansionary fiscal policy; focus on drastic disbursement of public investment capital; control public debt and state budget deficit within prescribed limits. Focus on directing the development of the domestic market, promoting exports; increasing revenue, saving expenditure, focusing resources on development investment. Thanks to that, despite facing unstable contexts, epidemics and natural disasters, the economy still grows at a high speed, each year higher than the previous year, bringing the economic scale to a high rank, ranking 32nd in the world and becoming an upper middle-income country. This is a big bright spot highly appreciated by the international community.

3.2. Flexible adaptation, effective control of the COVID-19 pandemic. In the face of the severe COVID-19 pandemic situation, the Government has focused on directing the mobilization of resources and successfully implementing the vaccine diplomacy strategy. Although not a vaccine-producing country, Vietnam has vaccinated the entire population for free and effectively protected the lives and health of the people, which has been highly appreciated by the world. Resolutely implementing the "dual goal", quickly turning the situation around, transforming the state of "safe and flexible adaptation, effective control of the COVID-19 pandemic", creating the premise for early reopening of the economy.

3.3 Social security and people's living care have always been given top priority, achieving many practical results. During the term, more than 1.1 million billion VND was spent on social security, accounting for 17% of the total state budget expenditure. Over 334 thousand temporary and dilapidated houses were eliminated, completing the target 5 years ahead of schedule. Approved the Project and promoted the construction of social housing. Comprehensively and promptly implemented social security policies, overcame the consequences of natural disasters, and quickly stabilized people's lives.

3.4. National target programs have been allocated large resources and implemented resolutely, basically completing the targets assigned by the National Assembly in the 2021-2026 term. Accordingly, the New Rural Program has 79.3% of communes meeting the standards; the Sustainable Poverty Reduction Program has sharply reduced the multidimensional poverty rate from 4.4% at the beginning of the term to 1.3% at the end of the term. The socio-economic development program for ethnic minority and mountainous areas has been completed, surpassing 6/9 target groups, significantly improving people's lives.

3.5. Strategic infrastructure has made a breakthrough; the Government has focused on implementing and completing it synchronously for the economy. In particular, by the end of 2025, it is expected to complete more than 3,200 km of expressways and more than 1,700 km of coastal roads, exceeding the set targets. Many key national projects on aviation and energy such as Long Thanh airport and 500kV power lines have been accelerated. Digital infrastructure has been strongly deployed, bringing Vietnam's mobile Internet speed into the top 20 in the world.

3.6. The cultural and social fields have made comprehensive progress. The Government has submitted to the National Assembly for approval the National Target Program on Cultural Development. The quality of education and health care has improved significantly, with health insurance coverage reaching 95.2% of the population. The Human Development Index (HDI) increased by 18 levels, reflecting the country's remarkable progress. The Government has also directed drastic measures to remove obstacles in drug procurement, bidding, and health insurance settlement. It has submitted to the Politburo for promulgation important resolutions on science and technology, innovation, digital transformation, health care, education and training, and is urgently submitting to the National Assembly for promulgation the National Target Program on the two fields of health and education for implementation. Implement the policy of exempting and reducing tuition fees and supporting learning costs from the 2025-2026 school year; Approving the list of strategic technology and technology products, developing the creative startup ecosystem, contributing to spreading the spirit of innovation in society. Communication and information work is enhanced in a proactive and timely manner, focusing on policy communication, fighting against bad and toxic information, contributing to strengthening trust and creating social consensus.

3.7. National independence, sovereignty, and territorial integrity are maintained; political security and social order and safety are ensured. The Government has prioritized investment resources to build a revolutionary, disciplined, elite, and modern people's armed forces; strengthened national defense and security potential, maintained independence, sovereignty, territorial integrity, political security, and social order and safety. The fight against crime has achieved many positive results, maintaining a peaceful life for the people.

3.8. Foreign affairs and international integration have been invested in, upgraded, and achieved many great results and achievements. The Government has directed extensive, proactive, and responsible foreign affairs. Vietnam's international prestige and position have been enhanced, creating an environment of peace, stability, and development cooperation, opening up an unprecedented new situation for national development[i].

3.9. Resource management, environmental protection, natural disaster prevention and response to climate change are increasingly focused on. The Government has focused on directing the completion of legal documents on strict management and effective use of land and important natural resources. Requiring all levels, sectors and localities to resolutely, synchronously and effectively implement the National Strategy and Plan for Natural Disaster Prevention and Control, shifting from passive response to proactive prevention from early and from afar, minimizing damage to people and property, quickly stabilizing people's lives; promptly responding to natural disasters, floods, landslides, especially caused by storm No. 3 (Yagi), storm No. 10 (Bualoi), No. 11 (Matmo)... Continue to supplement and promote the implementation of the National Green Transformation Project.

3.10. Many backlogged projects and long-term loss-making enterprises have been resolved, cleared, and resources released for development. With the spirit of not avoiding, the Government has focused on directing and thoroughly handling weak credit institutions and long-term loss-making and ineffective projects that have not been resolved since many previous terms[ii]. At the same time, the Government has directed the removal of obstacles for thousands of projects and real estate facilities across the country[iii] and is continuing to resolutely remove obstacles and bottlenecks in other projects, soon returning these important resources to serve socio-economic development as the Prime Minister reported this morning.

4. On the organization and arrangement of the apparatus of ministries, agencies and localities in the state administrative system

Implementing the policy of the Central Committee and the Politburo; the Government and the Prime Minister have focused on directing the drastic implementation of the reorganization of the political system, the organization of the Government to be streamlined and scientific, ending the historical mission of the district level, and organizing the local government at 2 levels in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency. Up to now, the government apparatus from the Central to the grassroots level has gradually become orderly, serving the people better and better, and has been highly appreciated by the people.

5. On the management of the national administration, cadres, civil servants, and public employees; inspection, settlement of complaints and denunciations, prevention and combat of corruption, negativity, and waste

The Government and the Prime Minister have issued and focused on directing the implementation of the Comprehensive Program on State Administrative Reform for the 2021-2030 period, the Program on reducing and simplifying administrative procedures related to production and business activities; providing online public services, performing administrative procedures regardless of administrative boundaries within the provincial level; deploying the National Public Service Portal into a centralized, single national "one-stop shop"[iv]. Strengthening the effective prevention and fight against corruption, waste, and negativity in the spirit of the Central Steering Committee on preventing and fighting corruption, waste, and negativity. Completing and submitting to competent authorities legal documents on inspection, prevention and fight against corruption. Directing the inspection, review, and settlement of complaints and denunciations that have been prolonged and have gone beyond the central level, and are at risk of becoming "hot spots".

6. On protecting the rights and interests of the State and society, human rights, and civil rights; ensuring social order and security

The Government and the Prime Minister have directed all levels, sectors and localities to focus on protecting the rights and interests of the State, organizations and individuals, protecting human rights, civil rights and ensuring social order and safety in all fields. Strengthening the dissemination and education of legal knowledge to the people, improving the legal capacity of organizations and enterprises in the context of integration.

7. On negotiating and signing international treaties; protecting the interests of the State, organizations and Vietnamese citizens abroad

The Government and the Prime Minister have focused on directing the implementation of negotiations, signing and effective implementation of international treaties and free trade agreements (FTAs) with a total of 17 FTAs and more than 500 cooperation agreements in many fields signed; continuing to negotiate and sign FTAs with countries in the Middle East, Africa, Central Asia and Latin America. Maintaining and expanding multilateral and bilateral cooperation frameworks, contributing to strengthening a peaceful and stable environment for development. Focusing on doing a good job of protecting citizens and Vietnamese people abroad, issuing a Decree on restoring Vietnamese nationality to our overseas Vietnamese. Creating favorable conditions and encouraging our compatriots abroad to contribute to the construction and development of our homeland and country.

8. On coordination with agencies of the National Assembly, the Vietnam Fatherland Front, and socio-political organizations.

The Government and the Prime Minister strictly comply with the supervision of the National Assembly, fully implement the reporting regime, attend meetings of the National Assembly Standing Committee and National Assembly Sessions as prescribed; proactively and promptly explain and provide information on issues of concern to the National Assembly and voters in various forms. Strictly implement the reporting regime to the President on socio-economic, defense, security and foreign affairs issues. Effectively implement the Regulations on coordination of work with the Supreme People's Court and the Supreme People's Procuracy. Sign and effectively implement the Joint Resolution with the Vietnam Fatherland Front; effectively carry out the work of mobilizing the government's people; closely coordinate with political and social organizations and people's organizations; contribute to consolidating the great national unity bloc, creating social consensus, contributing to the cause of building and defending the Fatherland.

General assessment: In the context of many unprecedented difficulties and challenges, the Government for the 2021-2026 term has been united, unified, acted resolutely, and excellently completed the assigned tasks, leaving many outstanding impressions: stable macro-economy, maintained high growth; social security is guaranteed, people's lives are constantly improved; institutions are strongly innovated; a "revolution" in streamlining, streamlining, efficient, effective, and effective organizational structure has been implemented; strategic infrastructure has made breakthrough developments; national defense and security are maintained; the country's international position and prestige have been raised to new heights. Those comprehensive achievements have firmly consolidated people's confidence, creating momentum, position, and force for the country to develop rapidly, sustainably, and steadily enter the new era.

However, the implementation of the tasks and powers of the Government and the Prime Minister still has shortcomings and limitations. The shortcomings, limitations and causes have been frankly and fully stated by the Prime Minister in the Report presented to the National Assembly at the Opening Session.

In the coming time, the world and regional situation is forecast to continue to develop in a complex and unpredictable manner. In order to contribute to realizing the two strategic goals (by 2030 becoming a developing country with modern industry and high average income and by 2045 becoming a developed country with high income following the socialist orientation), the Government and the Prime Minister continue to direct the overcoming of limitations and shortcomings and the successful implementation of all set goals, targets and tasks; focusing on the following 12 key contents:

1. Continue to improve the organization, streamline the apparatus, and establish two-level local government.

2. Focus on perfecting institutions and laws, mobilizing all resources, creating new driving forces for development; promoting administrative reform, controlling, cutting down, simplifying administrative procedures and improving the quality of online public services for people and businesses.

3. Promote high growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.

4. Promote industrialization, modernization, economic restructuring, breakthroughs in science and technology development, innovation, and digital transformation.

5. Develop synchronous and modern infrastructure, effectively exploit new development space, take urban areas as the driving force for regional development and promote new rural construction.

6. Building a modern national education system on par with the region and the world, focusing on developing high-quality human resources.

7. Focus on developing cultural and social fields, ensuring social security; constantly improving people's material and spiritual life and health.

8. Manage and use resources effectively; protect the environment, proactively respond to climate change, prevent and mitigate natural disasters.

9. Consolidate and strengthen national defense potential, ensure national security, maintain social order and safety, and create a peaceful and stable environment for national development.

10. Improve the effectiveness of foreign affairs and international integration, focusing on economic diplomacy; promote the role, position and prestige of Vietnam to build and develop the country.

11. Resolutely and persistently fight against corruption, negativity, and waste; practice thrift and combat waste; further promote public reception and complaint and denunciation settlement.

12. Strengthen information and communication work, create motivation, inspiration, and social consensus; fight against erroneous and hostile viewpoints and misinformation.

Dear National Assembly and compatriots and voters nationwide,

During the 2021-2026 term, the Government and the Prime Minister have successfully completed the eight tasks stipulated in the Constitution. On behalf of the Government and the Prime Minister, I would like to sincerely thank and hope to continue to receive the leadership of the Party Central Committee, regularly and directly led by the Politburo and the Secretariat, headed by the General Secretary; the coordination and companionship of the National Assembly, the Vietnam Fatherland Front, socio-political organizations; and the sympathy and support of our people and compatriots abroad. I would like to sincerely thank the Governments and peoples of countries, international organizations and friends around the world for their support, cooperation and assistance to the Government and people of Vietnam.

[i] Vietnam has established diplomatic relations with 195 countries, including comprehensive partnerships, strategic partnerships, and comprehensive strategic partnerships with 38 countries, including 5/5 permanent members of the United Nations Security Council, 17/20 G20 countries, and all ASEAN countries.
