Full text of the inaugural speech of comrade To Lam as President

Deeply aware of the great responsibility before the Party, the State and the people, I promise to seriously and fully perform the duties and powers of the President as stipulated in the Constitution; actively carry out the domestic, foreign, national defense and security tasks of the country; together with the entire Party, the entire people, the entire army and organizations in the political system, promote to the highest level the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride"; strive to successfully implement all policies and guidelines of the Party, first of all the Resolution of the 13th National Congress of the Party, strive to successfully complete the country's goal of 100 years under the leadership of the Party, 100 years of founding the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, turning our country into a developed, high-income country, following the socialist orientation.

On the basis of steadfastly applying and creatively developing Marxism-Leninism, Ho Chi Minh Thought and the Party's renewal policy, independence, sovereignty , unity, territorial integrity, national and ethnic interests are paramount; happiness and prosperity of the people are first, I will closely coordinate with relevant agencies, focus on effectively implementing the task of building and perfecting the law; building a socialist rule-of-law State of Vietnam of the people, by the people and for the people in the new period; creating a modern, effective, advanced and developed national governance; a professional, rule-of-law and modern administration and judiciary; signing international treaties in the name of the State; taking care to build, consolidate and promote the strength of the great national unity bloc associated with implementing social progress and justice, improving the quality of life and happiness of the people; Lead and organize, carry out practical and effective patriotic emulation movements associated with studying and following Ho Chi Minh's ideology, morality and style.

Together with comrades in the Central Executive Committee, the Politburo and the Secretariat, continue to improve the leadership capacity, governing capacity and fighting strength of the Party; resolutely and persistently fight against corruption and negativity, prevent and repel degradation, "self-evolution", "self-transformation"; strengthen the close relationship between the Party and the people; promote socialist democracy along with consolidating order and discipline; focus on leading the building of an advanced Vietnamese culture imbued with national identity, truly an endogenous resource and driving force for development. Comprehensively and synchronously promote the cause of national innovation and modernization.

Firmly and effectively implement the foreign policy of multilateralization and diversification of foreign relations, imbued with the diplomatic identity of "Vietnam's bamboo tree", proactively and actively integrate into the international community; closely combine the Party's foreign affairs with state diplomacy and people's diplomacy; highly promote the strength of great national unity with the strength of the times, contributing to promoting and deepening the relationship between our country and other countries, especially neighboring countries, traditional friends and major countries; maintain a peaceful and stable environment; effectively handle, early and from afar, all challenges to the task of protecting the Fatherland; continue to accumulate position and strength, consolidate the role and position of Vietnam in world politics, the global economy and human civilization.

Focus on directing the effective implementation of the Resolution of the 8th Conference of the 13th Party Central Committee on the Strategy for National Defense in the new situation; firmly consolidate the "people's hearts" on the basis of the all-people national defense posture, the all-people national defense, the people's security posture, and a strong people's security; build a truly clean, strong, disciplined, elite, and modern armed force to meet the requirements and tasks of building and defending the Fatherland and international integration.

On the morning of May 22, the 15th National Assembly passed a resolution to elect Comrade To Lam, Politburo member, Minister of Public Security, and 15th National Assembly delegate, to hold the position of President, with 472/473 delegates participating in the vote in favor (equal to 96.92% of the total number of National Assembly delegates).
