The Government Portal respectfully introduces the full text of the Press Release of the 13th Conference on Cooperation and Development of Vietnam - Cambodia Border Provinces, taking place in Phnom Penh, Cambodia from November 27-28, 2025:
At the invitation of His Excellency Sar Sokha, Deputy Prime Minister and Minister of Interior of the Kingdom of Cambodia, His Excellency Bui Thanh Son, Deputy Prime Minister of the Socialist Republic of Vietnam, Head of the Vietnamese Delegation, paid an official visit to the Kingdom of Cambodia and led the Vietnamese Delegation to attend the 13th Conference on Cooperation and Development of Vietnam-Cambodia Border Provinces on November 27-28, 2025 in Phnom Penh, the Kingdom of Cambodia. Within the framework of the Conference, His Excellency Bui Thanh Son, Deputy Prime Minister of the Socialist Republic of Vietnam, paid a courtesy call to Samdech Techo Hun Sen, President of the Senate of the Kingdom of Cambodia and Samdech Thibadei Hun Manet, Prime Minister of the Kingdom of Cambodia.

The conference took place in a friendly, cordial and understanding atmosphere with the theme "Peace, stability and sustainable development of border provinces". The two sides frankly exchanged views and expressed their determination to preserve and develop relations and cooperation between the border provinces of Vietnam and Cambodia under the motto "Good neighbors, traditional friendship, comprehensive cooperation, long-term sustainability", and continue to build and maintain the Vietnam - Cambodia border into a border of peace, friendship, cooperation and sustainable development.
The conference highly appreciated the achievements in implementing the results of the 12th Conference on Cooperation and Development of Vietnam - Cambodia Border Provinces on April 23-25, 2023 in Tay Ninh Province, the Socialist Republic of Vietnam. The two sides also acknowledged the good relations and cooperation between the authorities and functional forces of the Vietnam - Cambodia border provinces in recent times, which have continued to maintain and protect security, order and stability along the border areas of the two countries, while promoting socio-economic development and improving the quality of life of people in the border areas.
The conference emphasized strengthening cooperation between Vietnam-Cambodia border provinces in many important areas, including: National defense, security, public order and social safety, cross-border trade, investment and border gate management, cross-border transport, infrastructure development and connectivity, land border demarcation and marker planting, agriculture, health, energy, environment and water resources, tourism, information, law and justice, banking, local administrative management, as well as cultural exchange and people-to-people exchanges.
The conference agreed to encourage the authorities of the Vietnam-Cambodia border provinces to continue to meet and exchange at least once a year to review the progress and results of cooperation in various fields, new challenges arising, and to propose further work directions to consolidate and develop the cooperative relationship between the authorities of the border provinces of the two countries to promote the development of the border provinces.
The two sides agreed to hold the 14th Vietnam-Cambodia Border Provinces Cooperation and Development Conference in 2026 in Vietnam. The time and venue of the Conference will be discussed through diplomatic channels.
