More than 1,800 new homes
The dilapidated house of Mr. Nguyen Dinh Can (a war invalid during the anti-American war) in Nam Xuan commune (Nam Dan) has now been demolished to be rebuilt on a 100m2 plot of land. Mr. Can's family is in difficult circumstances, he himself is often sick, all the burden falls on his wife's shoulders. When the children grow up and go to find jobs to make a living, poverty still surrounds them. Mr. Can's family has 5 people but for decades they have lived in a house of about 30m2 left by his parents.
Policy officer of Nam Xuan commune, Ms. Nguyen Thi Hoe said: As soon as we had the list after screening, we mobilized funds from benefactors and the local support fund of 60 million VND, so now Mr. Can's family has been able to start construction of a 3-room house of 100m2 . The great joy of this war invalid's family is also the joy of the small hamlet. On the day of the groundbreaking, people in the hamlet, many and few, came to support and help so that Mr. Can's family had enough funds of more than 100 million VND to build a spacious 3-room house...


Mr. Nguyen Xuan Dung - Vice Chairman of the Fatherland Front Committee of Nam Dan district, said: "In 2025, Nam Dan district has 86/162 houses for meritorious people approved for construction and repair. All houses for meritorious people and people who enjoy the same policies as meritorious people on the approved list will be supported with 60 million VND for 1 newly built house and 30 million VND for 1 repaired house. Up to this point, Nam Dan district is only 2 houses short of reaching 100% of the plan for building houses for meritorious people".

“The state supports, the community helps, and households contribute to building houses” is the criterion of Nghi Loc district in eliminating temporary houses for meritorious people in the district. In the past, Nghi Loc district had 121 dilapidated houses for meritorious people that were rebuilt or repaired. Ms. Tran Thi Anh Tuyet - Vice Chairman of Nghi Loc District People's Committee, said: This time, along with supporting housing for poor and disadvantaged households in the area, we are very interested in repairing and building new houses for meritorious people's families. By July 31, 2025, all new houses for meritorious people will be completed according to the set schedule.
For Do Luong district, according to Head of the Department of Internal Affairs Le Khac Ngoc: After reviewing, the district has approved the allocation of support for 164 meritorious households with housing difficulties with a total budget of 6.9 billion VND. Of which, 68 need to be newly built and 69 need to be repaired. Currently, 155 houses have been started, 113 houses have been completed, of which 29 houses have been newly built and 84 houses have been repaired.
According to the synthesis from the Fatherland Front Committee of Nghe An province, up to now, 1,819 houses for people with meritorious services in the province have been completed, reaching 50.82%.
Urgent completion on time
On February 13, 2025, Nghe An Provincial People's Committee issued Decision No. 312/QD-UBND approving the Project to Support People with Meritorious Services to the Revolution and Relatives of Martyrs in Housing in the Province with the goal of striving to complete the Project before August 31, 2025.
Accordingly, the subjects are supported according to the provisions of Clause 1, Article 99, Decree No. 131/2021/ND-CP dated December 30, 2021 of the Government. The support conditions are as follows: The house where the household is currently living and has a permanent residence registration is a temporary house or a house that is severely damaged (including households that have been supported under other policies before, except for households that have been supported under Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister on supporting people with revolutionary contributions in housing) with the following levels: The house must be demolished to build a new house; the house must have its frame, walls repaired and the roof replaced.

The support level for new construction or renovation and repair of houses is stipulated in Article 3 of Decision No. 21/2024/QD-TTg dated November 22, 2024 of the Prime Minister on the support level for new construction or renovation and repair of houses for people with revolutionary contributions, relatives of martyrs and the allocation rate of support capital from the central budget, the corresponding rate of support capital from the local budget for the period 2023 - 2025, specifically at the following levels: support of 60 million VND/household for new construction of houses; support of 30 million VND/household for house renovation and repair.
In Nghe An, the number of households with revolutionary contributions and martyrs' relatives receiving housing support, the Department of Home Affairs in coordination with the Department of Construction synthesized on the basis of the approval decision of the District People's Committee, including 3,949 households receiving support, of which 2,048 households built new houses, 1,901 households repaired; the total budget to implement the Project is 179,910 million VND, while waiting for the Central Government to allocate funds, Nghe An province temporarily uses enough funds to arrange for the Project.
To speed up the implementation of the Housing Support Program for People with Meritorious Services to the Revolution, on April 28, 2025, the Department of Home Affairs issued Official Dispatch No. 1824/SNV-NCC on urging the implementation of Decision 312/QD-UBND on approving the Project to support people with meritorious services to the revolution and relatives of martyrs with housing in the province.
After nearly 3 months of implementation, in general, agencies, departments and localities have made efforts to deploy the Project. The synchronous implementation of solutions has been effective. Many households of people with revolutionary contributions and relatives of martyrs who have benefited from the policy have new, safe and stable housing.
According to Nguyen Khac Duc, Deputy Head of the Department of Housing and Real Estate Market Management, Department of Construction: During the implementation of the Project, there were many fluctuations in the number of beneficiaries. Many families had the need to change from new construction to repair and vice versa. In addition, many meritorious people have passed away; many people have moved to other areas; merged households... so the initial screening data will have fluctuations.
Mr. Duc also added: "From July 1, 2025, the district-level administrative unit will end its operation and the 2-level local government model will come into operation, so there will be many new changes. Therefore, to effectively implement the Project and avoid wasting the state budget, it is necessary to approve adjustments to the Project."
By week 4 of May 2025, Nghe An had handed over 333 houses to people with meritorious services (68 newly built houses, 265 repaired houses). The whole province is focusing on speeding up the implementation of housing support policies for people with meritorious services to the revolution and relatives of martyrs to complete the plan before July 31, 2025.
