General Secretary and President: Look straight at the truth, no embellishment, no blackening

General Secretary andPresident To Lam requested that when summarizing 40 years of innovation, we need to look straight at the truth, not embellish or blacken it, accurately assess the results achieved, and point out the limitations and bottlenecks to the country's development.
On the morning of August 30, at the Party Central Committee headquarters, General Secretary and President To Lam chaired a meeting of the Politburo and the Secretariat to give comments on the following documents: the draft Political Report to be submitted to the 14th National Party Congress; the report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years and a number of other contents to prepare for submission to the 10th Central Committee Conference, 13th tenure. Concluding the meeting, General Secretary and President To Lam highly appreciated the preparation of the draft documents. The documents were carefully prepared, selectively absorbing contributions from previous meetings, and were basically qualified to be submitted to the upcoming 10th Central Committee Conference.

Regarding the draft Political Report, General Secretary and President To Lam emphasized that the 14th National Party Congress will be an important milestone on the development path of the country and the nation. The Congress has the task of reviewing the implementation of the Resolution of the 13th National Party Congress, summarizing 40 years of carrying out the country's renovation in the direction of socialism, 50 years of completely liberating the South and unifying the country, and 35 years of implementing the Platform for national construction in the transitional period to socialism. At the same time, the 14th National Party Congress will also decide on the direction, goals, and tasks of the entire Party, people, and army in the next 5 years (2026 - 2030), continuing to implement the 10-year socio -economic development strategy (2021 - 2030); towards the milestone of 100 years of the country under the leadership of the Party; creating the foundation to realize the vision by 2045, when the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, is celebrated. In the face of these turning points, cadres, party members and people are expecting great things from the Party's new, strong and wise decisions to bring about breakthroughs in development for the country. Therefore, the Political Report at the 14th National Congress is of great significance, must be of real quality, truly be the basis for orientation for other documents and the Party's leadership throughout the next term and lay the foundation for the following years. According to the General Secretary, compared to the previous draft, the quality of this draft report has been significantly improved. The contents of the 40-year renovation summary are more concise, absorbing the latest results from the draft 40-year renovation summary report and reports of other subcommittees. The contents on orientations, key tasks and strategic breakthroughs are also presented more concisely, clearly and coherently than before. The General Secretary and President noted that, as the central report, the Political Report must be expressed in terms of viewpoints and policies; ensure the crystallization of all the quintessence of past, present and future values; seriously distill the results of the 55-year renovation summary implementation of President Ho Chi Minh 's Testament . In addition, it is necessary to continue to thoroughly grasp the guiding thoughts of the late General Secretary Nguyen Phu Trong, especially the three basic principles in drafting documents, including: steadfastness and innovation; inheritance and development; skillfully combining theory and practice, theoretical research, practical summary and policy orientation.
Unifying awareness of the rising era of the Vietnamese people
Regarding the Summary Report on some theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years, General Secretary and President To Lam basically agreed with the summarized comments and assessments with outstanding results.

Accordingly, the report has systematized and clarified the Party's theoretical development on the socialist-oriented renovation, building and defending the socialist Fatherland over 40 years of renovation, becoming increasingly complete and comprehensive. It has evaluated and clarified the achievements and limitations in the practice of building socialism in Vietnam on 4 major groups of issues (building and developing a socialist-oriented market economy; developing culture, society and people; national defense, security and foreign affairs; building and rectifying a clean and strong Party and political system). It has generally pointed out the important development steps in the theoretical understanding of socialism and building socialism in Vietnam, including proposing to identify 3 pillars and policies (socialist-oriented market economy; socialist rule of law state; socialist democracy led by the Communist Party); achievements of historical significance, limitations and challenges in the context of unpredictable changes in the domestic and international situation; clarifying the issues and lessons learned. Forecasting relatively closely the situation, proposing goals, viewpoints, main targets, orientations, tasks and solutions to continue to comprehensively promote the innovation process. In addition, it has recommended and proposed a number of contents to serve the drafting of documents for the 14th National Party Congress. The Politburo basically agreed that the results of summarizing 40 years of innovation are important inputs for the drafting of documents to be submitted to the 14th National Party Congress such as: the country's foundation, potential, position and prestige after 40 years of innovation; lessons learned of theoretical significance and innovation guidelines; determining a system of viewpoints guiding development goals and major orientations in building, developing the country and defending the Fatherland, strategic breakthroughs in the new period, of which the Political Report is the central report. According to the General Secretary and President, the completion of the report must be carried out urgently and scientifically with a large investment of effort and intelligence to promptly filter and include it in the content of the documents of the 14th National Party Congress. The Politburo and the Secretariat also requested consideration to clarify and deepen a number of specific issues; at the same time, it is necessary to unify the perception of the new context that is opening a new era, an era of rising up of the Vietnamese people after 40 years of carrying out the renovation process, especially after 100 years under the leadership of the Party, thereby renewing more strongly. The spirit is to look straight at the truth, not to embellish or blacken it, to accurately assess the achieved results, frankly and objectively point out the limitations, weaknesses, shortcomings and causes, especially the bottlenecks and knots for the country's development that have not been or are slow to be resolved and overcome; continue to firmly pursue the cause of national renovation. The General Secretary and President also requested agencies preparing draft documents to urgently receive comments from the Politburo, the Secretariat, relevant departments, ministries and branches, continue to perfect the documents, ensure quality to prepare for submission to the upcoming 10th Central Conference.
