On the morning of September 30, General Secretary and President To Lam departed Hanoi for a state visit to Mongolia and Ireland, to attend the 19th Francophone Summit, and to pay an official visit to the Republic of France.

At the invitation of Mongolian President Ukhnaagiin Khurelsukh, Irish President Michael D. Higgins, and French President Emmanuel Macron, on the morning of September 30, General Secretary and President To Lam and a high-level Vietnamese delegation departed from Hanoi for state visits to Mongolia and Ireland, to attend the 19th Francophone Summit, and to pay an official visit to the Republic of France from September 30 to October 7.

The official delegation included: Bui Thi Minh Hoai, Member of the Political Bureau, Secretary of the Hanoi City Party Committee; Nguyen Duy Ngoc, Secretary of the Central Committee of the Party, Chief of the Central Party Office; Le Hoai Trung, Secretary of the Central Committee of the Party, Head of the Central Committee's Foreign Affairs Department; Bui Thanh Son, Member of the Central Committee of the Party, Deputy Prime Minister, Minister of Foreign Affairs; Mai Van Chinh, Member of the Central Committee of the Party, Head of the Central Committee's Mass Mobilization Department; Le Khanh Hai, Member of the Central Committee of the Party, Head of the Office of the President; Nguyen Thuy Anh, Member of the Central Committee of the Party, Chair of the Social Committee of the National Assembly (Chair of the Vietnamese section at the Francophone Parliamentary Assembly APF, President of the Vietnam-France Friendship and Cooperation Association); Pham Thi Thanh Tra, Member of the Central Committee of the Party, Minister of Home Affairs; Le Minh Hoan, Member of the Central Committee of the Party, Minister of Agriculture and Rural Development; Nguyen Van Hung, Member of the Central Committee of the Party, Minister of Culture, Sports and Tourism; Nguyen Van Thang, Member of the Central Committee of the Party, Minister of Transport; Dao Hong Lan, Member of the Central Committee of the Party, Minister of Health; Nguyen Hai Ninh, Member of the Central Committee of the Party, Minister of Justice; Pham Hoai Nam, Member of the Central Committee of the Party, Deputy Minister of National Defense; To An Xo, Assistant to the General Secretary; Head of the General Secretary's Office; Nguyen Tuan Thanh, Vietnamese Ambassador to Mongolia (participating in activities in Mongolia); Do Minh Hung, Vietnamese Ambassador to Ireland (participating in activities in Ireland); Dinh Toan Thang, Vietnamese Ambassador to France (participating in activities in France).

The State visits to Mongolia and Ireland, participation in the Francophone Summit, and the official visit to France by General Secretary and President To Lam reaffirm the independent, self-reliant, multilateral, diversified, proactive, and comprehensive international integration foreign policy. It also demonstrates the high regard the Vietnamese Party and State have for the traditional friendship between Vietnam and Mongolia, the multifaceted friendship and cooperation between Vietnam and Ireland, the Vietnam-France Strategic Partnership, and the desire to elevate and deepen cooperation frameworks in line with the new situation and the interests of all countries.
