General Secretary: Modernize people before modernizing weapons and equipment

At the Central Military Commission conference, General Secretary To Lam requested the need to "modernize people" before "modernizing weapons and equipment".

This morning, the Central Military Commission held the 14th conference to review military and defense work in the first 6 months of 2025, direct the implementation of military and defense tasks and build the Army Party Committee in the last 6 months of 2025.

Agencies and units must thoroughly grasp and strictly comply with the combat readiness regime, strictly manage airspace, sea areas, borders, inland areas and cyberspace; proactively review, supplement and perfect the system of combat documents at all levels.

Concluding the conference, General Secretary To Lam, Secretary of the Central Military Commission, emphasized that the results achieved in the first 6 months of 2025 had many objective and subjective causes. That is to do well the preparation work and successfully organize the 12th Military Party Congress; participate with the highest responsibility and the best quality in the contents serving the 14th National Party Congress.

The Central Military Commission leads and directs the implementation of the arrangement of the local military organization system in accordance with the organization of the two-level local government apparatus; enhances the ability to forecast, research, grasp, and correctly assess the situation, promptly advise the Party and State on policies and strategies to ensure the highest national interests, firmly protect the independence, sovereignty, unity, and territorial integrity of the Fatherland.

The General Secretary pointed out that the "Digital Education for the People" movement must be resolutely implemented, administrative reform and digital transformation must be carried out in military administrative management. Each officer and soldier is a "digital soldier", mastering the digital platform and having digital skills to serve effectively in performing assigned tasks. "Modernizing people" must come before "modernizing weapons and equipment". The General Secretary also requested the resolute and strong implementation of key military and defense projects.

The General Secretary emphasized the need to be determined in maintaining, consolidating and expanding trustworthy defense cooperation with countries and partners; prioritizing neighboring countries, countries in the region, major countries, strategic partners, comprehensive partners and traditional friends, building and consolidating strategic trust, ensuring the highest national interests.
