According to General Secretary Nguyen Phu Trong, rural areas need to be given attention for development, security ensured, and become livable areas so that everyone who goes far away wants to return.
On the morning of December 26, General Secretary Nguyen Phu Trong, President Vo Van Thuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Vuong Dinh Hue and other Party and State leaders and former leaders attended the 8th National Congress of the Vietnam Farmers' Union .
General Secretary Nguyen Phu Trong said the Party and State identify agriculture as a national advantage and a pillar of the economy . Farmers and rural areas have a strategic position in the cause of industrialization, modernization, national construction and defense, and are an important basis and force for socio-economic development.
"Our country has never had the foundation, potential, position and international prestige as it does today. In those results and successes, there are very important contributions from the peasant class and the Vietnam Farmers' Union through the periods," said the General Secretary.
However, he wondered how to develop agriculture effectively and sustainably, increase the added value and competitiveness of agricultural products in both domestic and foreign markets? How to make farmers truly the subject and center of the process of agricultural development, rural economy and new rural construction, with increasingly improved qualifications and material and spiritual life along with the development of the country? How to make farmers enjoy the achievements of socio-economic development and access urban services?
"The picture of ecological agriculture, modern countryside, and civilized farmers is truly perfect or not, and how to make it a reality requires determination, consensus, and participation of the entire political system and society, in which the Vietnam Farmers' Union and the Vietnamese peasant class play a direct and core role," said the General Secretary.

He said that in the trend of the number of farmers working in agriculture decreasing and aging, surplus labor in urban areas and industrial zones will move to the countryside to find a livelihood from agriculture, the Vietnam Farmers' Union at all levels needs to innovate its operating methods to be on par with the task; capable of accompanying, helping and supporting farmers in the next 5 years and beyond.
The General Secretary "earnestly called on and requested" Farmers' Associations at all levels to continue to strongly innovate in content, improve the quality and efficiency of operations; and build the Vietnam Farmers' Association increasingly stronger. The Association needs to promote its role as the center and core of the farmers' movement, a bridge between farmers and the Party and State; and a positive factor in the great national unity bloc, the "workers - farmers - intellectuals" alliance.
In his speech at the congress, the General Secretary also raised 7 issues for delegates to discuss. In particular, he suggested that the Association at all levels should continue to consolidate and improve the organization to ensure streamlined, effective and creative operations; innovate the content and methods of operation, focus on the grassroots; gather and unite farmers through club models.
In addition, the Association also needs to participate in training and improving skills for farmers and rural workers; provide career advice, establish businesses, farms and production and business establishments; organize well the supply of agricultural equipment and materials, and support farmers in investing in production.
"Farmers' Associations at all levels must actively participate in implementing national target programs, raising awareness, and guiding farmers to actively participate in building new, advanced, exemplary, smart rural areas, and applying digital technology," said the General Secretary.
