General Secretary To Lam: We can do things that seem impossible

When the country has the right direction, when the Party's will is in harmony with the people's will, when Vietnamese intelligence is awakened, we can do things that seem impossible.

That was the assessment of General Secretary To Lam about the outstanding achievements of the science and technology sector at the 80th anniversary of the Post and Telecommunications sector, 66 years of the science and technology sector and the 1st Patriotic Emulation Congress organized by the Ministry of Science and Technology on the afternoon of September 29.

Attending the ceremony were General Secretary To Lam, Prime Minister Pham Minh Chinh and over 2,700 delegates, including nearly 2,000 retired officials from the two sectors over the years.

The Ministry of Science and Technology must take the lead in successfully implementing Resolution 57.

Speaking at the ceremony, the General Secretary commented that after 80 years of establishment, the broadcasting and telecommunications sector has been at the forefront of network digitalization, bringing the Internet to Vietnam since 1997, opening up a new space for learning, production, business, entertainment and integration.

Wide coverage network, 4G reaches nearly 100% of the population, 5G is being deployed and Vietnam is among the few countries that have successfully designed and manufactured 5G equipment. Postal services are increasingly modern, applying digital technology to become the infrastructure for e-commerce and logistics.

In addition, the science and technology sector has also achieved many outstanding achievements such as: researching high-yield rice varieties, contributing to making Vietnam one of the pillars of global food security; mastering vaccine production technology that meets international standards; successfully performing many complex organ transplants...

For many consecutive years, Vietnam has been in the group of middle-income countries with the fastest improvement in rankings according to the Global Innovation Index (GII).

With those achievements, the General Secretary said that this is proof that when the country has the right direction, when the Party's will blends with the people's will, when Vietnamese intelligence is awakened, we can do things that seem impossible.

"An overarching and consistent task is that the Ministry of Science and Technology must take the lead in successfully implementing Resolution 57 of the Politburo, with all the key directions and tasks included in the resolution," General Secretary To Lam stated.

3 key pillars

To focus on drastic actions, concretize Resolution 57 with practical and effective actions, create clear changes in practice, and spread strongly throughout society, the General Secretary emphasized 3 key pillars that the Ministry and the science and technology sector need to focus on implementing in the coming time.

Firstly, with its advisory and creative functions, the Ministry of Science and Technology must proactively propose and perfect the legal system, mechanisms and policies to encourage innovation and promote digital transformation.

Institutions are not only for management, but also for unleashing resources, turning potential into reality, and transforming Vietnamese intelligence into products, technology, and added value. It is necessary to quickly issue outstanding policies, have testing mechanisms for new technologies; at the same time, boldly empower and protect those who dare to think, dare to do, and dare to take responsibility for the common good.

Second, with its state management function, the Ministry of Science and Technology must orient and lead the development of strategic cutting-edge technology fields such as semiconductor industry, artificial intelligence, biotechnology, new materials, nuclear energy for peaceful purposes, ensuring energy security, serving green and sustainable development, etc.

Third, regarding resources, General Secretary To Lam requested that the Ministry of Science and Technology continue to promote the mobilization and effective use of resources for science and technology; increase the proportion of budget expenditures and encourage businesses and venture capital funds to participate.

"Investment in science and technology, innovation and digital transformation must be considered a long-term strategy, accepting delays and risks, but must be steadfastly pursued because it is an investment for the future," the General Secretary noted.

Enterprises need to truly become the center of the innovation ecosystem, the subject of solving the "big problems" of the country; institutes and schools are the foundation, intellectuals and talents are the driving force.

At the ceremony, on behalf of the Party and State leaders, General Secretary To Lam presented the First Class Labor Medal to the Ministry of Science and Technology. Minister Nguyen Manh Hung was awarded the First Class Fatherland Protection Medal.
