Every year, the Central Party Committee of the Public Security issues a plan to carry out the theme of studying and following Ho Chi Minh's ideology, morality and lifestyle in conjunction with implementing the Six Teachings of Uncle Ho to the People's Public Security and building a truly clean, strong, disciplined, elite and modern People's Public Security force. The Ministry has proactively researched, proposed and chaired the issuance of more than 80 leadership and directive documents, organized more than 100 scientific seminars and more than 15,000 discussions and exchanges at grassroots units, more than 9,000 thematic reports and storytelling contests on Ho Chi Minh's ideology, morality and lifestyle.

Along with that, the Ministry organized many political activities on training ethics and working style in the People's Public Security force, opened many training courses on behavioral culture and skills to handle situations that often occur in practice; built and implemented tens of thousands of models, projects and tasks such as: "Doing a good deed every day for the people", "Listening to people, speaking so that people understand, making people believe", "Serving the people", "Godmother", "Adopted child of the Commune Police"...

The People's Public Security Force is always proactive in grasping the situation, making strategic forecasts, promptly advising the Party and the State on many policies and strategies on protecting national security, ensuring social order and safety, and building the force; drastically and synchronously implementing solutions to prevent and combat crime, improving the effectiveness of state management of security and order; strictly implementing the Central's direction on preventing and combating corruption, waste, and negativity, promptly proposing and recommending to overcome loopholes and shortcomings in state management of the economy.

The Ministry of Public Security has demonstrated a breakthrough in thinking in legislative work, proposing new issues that contribute to perfecting the Party and State's guidelines and policies and building a socialist rule-of-law state; transforming the working state from traditional to electronic environment; building, creating, and connecting data to help people enjoy many benefits, creating a "breakthrough" change in national digital transformation. The Ministry has also been exemplary and pioneering in streamlining and arranging the apparatus in the direction of "Refined, compact, strong, and oriented towards the grassroots", "Comprehensive province; strong commune, close to the grassroots" to meet the reality.

The Ministry of Public Security has organized many social security activities, supporting and helping people in remote, border and island areas. From 2021 to 2025, the Ministry mobilized, donated and supported more than 870 billion VND and many working days to help people eliminate temporary and dilapidated houses in localities.

At the Conference, the speeches of People's Public Security soldiers in localities and schools demonstrated the spirit of "Using beauty to eliminate ugliness; using positivity to push back negativity", thereby spreading and honoring the beautiful image, perseverance, hard work, dedication, and sacrifice to protect the peaceful and happy life of the people.

Speaking at the Conference, General Secretary To Lam was pleased to note that, on the basis of inheriting and promoting the achievements in studying and following Ho Chi Minh's ideology, morality and style, immediately after the Politburo issued Directive No. 05, the Central Public Security Party Committee and the Ministry of Public Security thoroughly grasped and implemented it with many diverse and rich forms and methods. The People's Public Security force has demonstrated creativity and high determination in studying and following Uncle Ho when carrying out many specific tasks that are easy to check and evaluate results corresponding to the three stages of "Studying", "Determination to implement and follow" and "Leading by example"; at the same time, promulgating Regulations on the regime of studying and implementing the Six Teachings of Uncle Ho to the People's Public Security, creating a framework to bring studying and implementing into depth and substance. Thereby, creating a strong change in awareness and action throughout the People's Public Security force.

On behalf of the Party and State leaders, the General Secretary warmly commended the great achievements that the People's Public Security force has made in studying and following Ho Chi Minh's ideology, morality and lifestyle and implementing the Six Teachings of Uncle Ho to the People's Public Security; warmly congratulated the collectives and individuals who received the noble awards of the Party and State today.

To continuously increase the contribution of the People's Public Security force in implementing the Party's strategic goals, the General Secretary pointed out that one of the key factors is to continuously promote studying and following Ho Chi Minh's ideology, morality and lifestyle, and effectively implement the Six Teachings of Uncle Ho to the People's Public Security.

The General Secretary proposed specific solutions to make studying and following Uncle Ho a cultural need, a regular, long-term, practical activity, going into the depth of the work and combat of each unit, each cadre and soldier. Continue to concretize Ho Chi Minh's ideology, morality and style into specific, easy-to-understand, easy-to-remember, easy-to-implement ethical standards, with targets to strive for and achieve according to each time frame, easy to check and evaluate for each Party Committee, unit and individual in the People's Public Security. Every year, each grassroots Party organization, each Party member, cadre and soldier must have a specific action program to study and follow Uncle Ho. Make self-criticism and criticism according to Ho Chi Minh's ideology, morality and style and the Six Teachings of Uncle Ho a central and consistent content in the periodic activities of Party organizations, units and mass organizations. Focus on discovering and replicating advanced models; At the same time, we must resolutely overcome the situation of chasing after achievements, so that studying and following Uncle Ho's example can truly be a driving force to arouse the revolutionary spirit and will in each individual and unit.

The General Secretary requested to continue to promote the stages of "following" and "taking the lead" in studying and following Ho Chi Minh's ideology, morality and style in the entire People's Public Security force. Promote the role and responsibility of Party committees, leaders and heads in performing tasks; focus on solving difficult stages, difficult tasks and pressing issues among the people. The Ministry of Public Security needs to continue to be exemplary and take the lead in implementing the Party's strategic policies, focusing on the Politburo's resolutions on breakthroughs in science and technology development, innovation and national digital transformation; on international integration in the new situation, on innovation in law-making and enforcement to meet development requirements in the new era, and on private economic development.

The General Secretary noted that closely linking studying and following Uncle Ho with building a truly clean, strong, disciplined, elite, modern People's Public Security force and building a movement for the entire people to protect national security. First of all, it is necessary to practice thrift, fight corruption, waste, and negativity; build a Party in the People's Public Security that is strong in politics, ideology, and organization. Continue to thoroughly grasp the viewpoint that "people are the root", people are the center, the subject, all policies and strategies on protecting security and order must truly originate from the aspirations, rights, and legitimate and legal interests of the people; take the happiness and prosperity of the people as the goal to strive for. Organize appropriate forms for people to participate in contributing opinions and supervising the study and implementation of Uncle Ho's Six Teachings of the People's Public Security force. The police must listen to the people's opinions, be close to the people, respect the people, wholeheartedly serve the people, "Forget yourself for the country, serve the people", "When the people need it, when the people are in trouble, the police are there".

Building and consolidating the People's Public Security movement to study and follow Ho Chi Minh's ideology, morality and lifestyle, contributing to spreading and forming a movement to cultivate, practice and follow Ho Chi Minh's ideology, morality and lifestyle throughout society, creating a solid foundation for building a Party "that is moral and civilized" in the new era.

In order for the study and following of Uncle Ho to be practically effective, the General Secretary pointed out that each Party Committee, leader, commander, cadre and soldier has tried their best, and needs to continue to make more efforts; strongly innovate thinking, working style and methods, excellently complete all assigned tasks, together with the entire Party, the entire people and the entire army "to build a peaceful, unified, independent, democratic and prosperous Vietnam, contributing worthily to the world revolutionary cause" as President Ho Chi Minh wished and the aspiration of the entire nation.

At the Conference, on behalf of the Party and State leaders, General Secretary To Lam awarded the title of Hero of the People's Armed Forces to the Department of Cyber ​​Security and High-Tech Crime Prevention and Control (Ministry of Public Security); awarded the Third-class Military Exploit Order to Lieutenant General To An Xo, Assistant to the General Secretary, in charge of the General Secretary's Office; and awarded the Second-class Military Exploit Order to Major General Dang Hong Duc, Deputy Minister of Public Security.
