At the talks, President Ilham Aliyev warmly welcomed General Secretary To Lam and his wife, along with the high-ranking Vietnamese delegation, on a state visit to Azerbaijan, the first visit by the General Secretary of the Communist Party of Vietnam to Azerbaijan since the two countries established diplomatic relations in 1992.

President Ilham Aliyev believes that the visit will create a strong impetus for the two countries to expand bilateral cooperation in all fields, for the benefit and prosperity of the people of the two countries.
Recalling the deep impressions of his visit to Vietnam in 2014, his feelings about the beautiful country of Vietnam, the hospitable Vietnamese people as well as the dynamic development and increasing international position of Vietnam, President Ilham Aliyev congratulated Vietnam on its solid and outstanding development achievements and said that Vietnam is on the right track in socio-economic development.

General Secretary To Lam expressed his pleasure in visiting the beautiful country of Azerbaijan and congratulated the important achievements that Azerbaijan has made under the leadership of President Ilham Aliyev in developing the country, ensuring social security and enhancing Azerbaijan's position in the region and the world.
The General Secretary affirmed that Vietnam always attaches importance to the traditional friendship and multifaceted cooperation with Azerbaijan, which was founded by President Ho Chi Minh's visit to Azerbaijan in 1959 and continued by many mutual visits by high-ranking leaders of the two countries. Vietnam considers Azerbaijan an important partner in the region and hopes that the relationship between the two countries will continue to develop in the future.
General Secretary To Lam thanked the Azerbaijani people for their valuable assistance to the Vietnamese people in the past cause of national liberation and reunification and in the current cause of national construction and development.
The two sides were pleased to see that after more than 30 years of establishing diplomatic relations, Vietnam-Azerbaijan relations have achieved many important achievements: Political-diplomatic relations have been maintained and strengthened, bilateral cooperation in the energy sector has been promoted, and cooperation in defense-security, trade, investment, education-training still has much potential and room for promotion.
To continue exploiting the remaining potential and to overcome the difficulties of the volatile world situation, General Secretary To Lam proposed five solutions to create breakthroughs and promote the two countries' cooperation to develop substantially, effectively and comprehensively.
Accordingly, the two sides will further enhance the coordinating role of the Intergovernmental Committee on Economic-Trade and Scientific-Technological Cooperation, thereby finding solutions to promote cooperation in new areas such as processing industry, mechanics, and chemicals; promote energy-oil and gas cooperation; enhance information exchange, seek investment opportunities, train human resources as well as study the possibility of cooperation in the fields of clean energy and renewable energy; businesses of the two countries will promote information exchange, connect businesses, promote investment in each other's markets; promote investment in agriculture and soon sign agreements on investment encouragement and protection, promote strengths in the fields of sea and rail transport between the two countries; strengthen local cooperation.
President Aliyev affirmed that he will give specific instructions to promote relations in all aspects, especially in economics, trade and investment. With its geographical advantage, Azerbaijan wishes to cooperate with Vietnam in the fields of logistics, seaports, railways, aviation and renewable energy.
President Ilham Aliyev wishes to attract Vietnamese businesses to do business in Azerbaijan and pledged to create favorable conditions for Vietnamese businesses to do business and invest in Azerbaijan.
Pleased with the positive developments in bilateral relations in recent times, the two leaders agreed to increase meetings and exchanges of delegations at all levels, especially high-level ones, as well as between ministries, branches and localities, to consolidate political trust between the two countries; effectively implement the Cooperation Agreement between the Communist Party of Vietnam and the ruling New Azerbaijan Party in Azerbaijan (of which President Ilham Aliyev is the Party Chairman) through exchanges of delegations at all levels, information and experience exchange, and coordination at multilateral political party forums.
The two leaders also discussed and agreed on many major measures and directions to promote bilateral relations in the fields of economics-trade, energy, defense, security, education-training, culture, and people-to-people exchange.
General Secretary To Lam and President of Azerbaijan Ilham Aliyev emphasized that the two countries' adoption of the Joint Statement on the establishment of the Strategic Partnership within the framework of this visit has historical significance, serving as a basis for consolidating and strengthening relations in the coming time, in order to take advantage of each other's strengths, bringing Vietnam and Azerbaijan to develop in a new era, for the benefit of the people of the two countries, for peace, stability and development in the region and the world.
Discussing international and regional issues of mutual concern, the two leaders agreed that the two countries will continue to coordinate at multilateral forums, especially the United Nations, Non-Aligned Movement, and CICA, and affirmed that Vietnam is ready to be a bridge for Azerbaijan to strengthen cooperation with Southeast Asian countries and Azerbaijan will be a bridge for Vietnam to strengthen cooperation with the Central Asian region.
The two sides emphasized the importance of resolving disagreements and differences by peaceful means, on the basis of international law and the United Nations Charter; and supported ASEAN's stance on the East Sea issue in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea.
After the talks, General Secretary To Lam and President Ilham Aliyev witnessed the handover ceremony of cooperation documents and the adoption of the Joint Statement on the establishment of the Vietnam-Azerbaijan strategic partnership, demonstrating the rich and comprehensive achievements that the two sides achieved during this visit.
