On the morning of June 9, in Da Lat City, General Secretary To Lam and the Central Working Delegation worked with the Standing Committee of Lam Dong Provincial Party Committee, the Standing Committee of Binh Thuan Provincial Party Committee and the Standing Committee of Dak Nong Provincial Party Committee on the implementation of recent resolutions, conclusions and directives of the Central Committee; the arrangement of local apparatus in conjunction with the organization of Party congresses at all levels towards the 14th National Party Congress.
Attending the meeting were comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission; comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission; comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister; General Phan Van Giang, Politburo member, Minister of National Defense; General Luong Tam Quang, Politburo member, Minister of Public Security; comrade Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; members of the Party Central Committee, leaders of central departments, ministries, branches, leaders of Lam Dong, Binh Thuan, Dak Nong provinces, etc.
At the meeting, representatives of the Standing Committee of Lam Dong Provincial Party Committee and the Provincial Party Committees of Binh Thuan and Dak Nong reported on the situation and results of the implementation of the Central Committee's directives, resolutions and conclusions.
Implementing Resolution No. 60-NQ/TW and the conclusions and directions of the Politburo and the Secretariat, Lam Dong province has presided over and coordinated with Binh Thuan and Dak Nong provinces to concretize the conclusions of the Politburo and the Secretariat on developing a project to rearrange provincial-level administrative units; implementing the collection of voters' opinions in accordance with regulations, and submitted to the Government and the Ministry of Home Affairs the dossier "Project to rearrange the provinces: Lam Dong, Binh Thuan, Dak Nong" and the dossier "Project to rearrange commune-level administrative units of Lam Dong province" in accordance with the Central's schedule.
Up to now, the project to establish the Lam Dong Provincial Party Committee (new) has been completed. 13/13 departments and branches under the Provincial People's Committee, the Office of the National Assembly Delegation and the Provincial People's Council and 13 agencies and units of the Party bloc, the Provincial People's Council and provincial-level organizations have completed the project to merge. Agree on the personnel plan for the new Lam Dong Provincial Party Committee Executive Committee, Standing Committee, and Inspection Committee, and complete the report to the Central Organizing Committee.
Lam Dong Provincial Party Secretary Y Thanh Ha Nie Kdam, on behalf of the leaders of the three provinces, proposed that the Central Government pay attention to allocating budget capital to upgrade and expand key highways through the area and plan and invest in highways connecting Lam Dong, Binh Thuan and Dak Nong provinces; highways connecting Lam Dong province (new) with other localities. Propose to soon invest in upgrading Lien Khuong international airport from 4D to 4E standard to serve tourism and export of high-tech agricultural products.
In Binh Thuan, in the first 6 months of 2025, the socio-economic situation continued to change positively, many growth indicators were better than the same period in 2024, the gross domestic product (GRDP) was estimated to increase by over 7%, of which the service sector was a bright spot, with an estimated growth rate of 9.74%, becoming the main growth driver of the province. Total state budget revenue and domestic revenue both increased compared to the same period (budget revenue of VND 5,913 billion, of which domestic revenue was VND 5,360 billion, reaching 57.95% of the estimate and increasing by 10.75% over the same period).
Meanwhile, Dak Nong province recommends that central ministries and branches continue to pay attention to and support localities in the appraisal and evaluation of the effectiveness of overlapping projects in mineral planning areas in order to shorten the time for implementing procedures to determine whether to continue or stop implementing investment projects...
In his concluding remarks at the meeting, General Secretary To Lam highly appreciated and commended the efforts and positive results that the localities have achieved in the past time. At the same time, he emphasized the policy of merging the three provinces of Lam Dong, Binh Thuan, and Dak Nong to form Lam Dong province (new) to improve the effectiveness and efficiency of governance, management, and reorganize the development space in the direction of expansion, connection, sustainability, promoting advantages according to scale and optimizing resources. When merged, the three provinces will form a stronger economic-administrative entity, with the largest area in the country at more than 24,000km2 , significantly increasing public investment, capable of proposing special mechanisms, attracting strategic resources and leading regional development.
Analyzing the advantages of each locality, the General Secretary emphasized that Lam Dong is a center of high-tech agriculture, Dak Nong has strengths in minerals, and Binh Thuan plays a key role in connecting to the sea with advantages in renewable energy and coastal logistics. This connection helps form an inter-sectoral value chain, a chain of linked urban areas, resorts, and unique culture, creating a more connected, effective, and sustainable development space.
The General Secretary suggested that the (new) Lam Dong province, after the merger, must urgently rebuild the master plan for socio-economic development in the new period, based on an open space structure, connecting the three ecological regions of the highlands - midlands - coastal areas, creating a unified, synchronous development entity with strong spreading ability. In particular, it is necessary to form an East-West development axis, invest in connecting routes, connecting the Central Highlands with the East Sea and other key areas.
General Secretary To Lam noted that the great advantages of Lam Dong province (new) will be the foundation for green economic and digital economic development. Rapid development must be sustainable, and we must be steadfast in the direction of green development, in which the Central Highlands upstream forests, La Nga river basin, Cai river, Luy river, and Binh Thuan sea need to be strictly protected as ecological shields for the entire South Central and Southeast regions.
In addition, the General Secretary suggested that after the merger of Lam Dong province (new), it is necessary to synchronously and consistently implement the Party's resolutions, the institution must be one step ahead, administrative reform must be promoted, and consistent implementation must become the driving force leading all aspects of development.
The General Secretary suggested that the three localities must arouse the spirit of self-reliance, self-improvement, and the aspiration to become rich legitimately among the people; invest comprehensively in culture, education, health care, and develop high-quality human resources for high-tech agriculture, green industry, logistics, and digital transformation.
“People are the center of all subjects, we must invest comprehensively in culture, health, education, preserving and promoting the unique values of ethnic minority identities. What policies does the province need to have to develop the private economy, all people must work in production, create products. Calling on private enterprises to build roads, infrastructure, develop tourism, agriculture... this is a great resource for Lam Dong province to aim for growth of over 8%/year”, General Secretary To Lam emphasized.
In addition, General Secretary To Lam also noted that it is necessary to maintain national defense and security in all situations, and to regularly grasp the situation at the grassroots level, strengthen border security, rural security, people's livelihoods, and transitional areas between rural and urban areas. At the same time, it is necessary to propagate and mobilize people to access information, so that people understand that the merger is to expand development space, for a better life.
Regarding Party Congresses at all levels, the General Secretary requested to ensure a steady transition in thinking, organization and staff in the new development space. The preparation of congress documents must reflect a new vision, new aspirations and new mission. The General Secretary emphasized that Party committee personnel must be connected and closely linked with the leadership personnel of elected and administrative agencies at all levels, ensuring continuity, stability and smooth operation of the apparatus immediately after the establishment of the new province.
Regarding the recommendations and proposals of the three provinces, General Secretary To Lam acknowledged and assigned the Central Party Office to synthesize and send them to relevant agencies for research and urgent consideration for resolution within their authority, ensuring compliance with legal regulations and in the spirit of maximum support for the localities.
