On May 10 (this afternoon Hanoi time), General Secretary To Lam delivered a policy speech at the Russian Presidential Academy of Public Administration and National Economy (RANEPA), also known as the Presidential Academy in Moscow.
Rector of the Academy Alexey Gennadievich Komissarov said that the Academy is a higher education institution that provides training at all levels in the fields of economics, social sciences and humanities, as well as training and fostering leaders and senior managers in the administrative apparatus of the Russian Federation. This is the only educational institution under the direct control of the President of the Russian Federation.

The predecessor of RANEPA was the Institute of Social Sciences under the Central Committee of the Communist Party of the Soviet Union, which trained and fostered nearly 1,000 senior leaders of Vietnam, including the late General Secretary Nguyen Phu Trong...
Speaking at the Academy, General Secretary To Lam was moved to share that the history of more than a century has witnessed special ties between the two countries. As early as the 1920s, when the Vietnamese revolutionary movement was still in the path-finding stage, Soviet Russia - the fruit of the great October Revolution - became a beacon illuminating the path to national liberation for Vietnam.
President Ho Chi Minh - the founder and leader of the Vietnamese revolution - went to Russia early, studied at the Communist International, approached Marxism - Leninism, thereby laying the ideological foundation for the birth of the Communist Party of Vietnam in 1930...

The General Secretary affirmed that the sincere, loyal companionship, sharing, assistance and great solidarity of the Soviet Union in the past and the Russian Federation today are valuable historical legacies for the two countries to continue to nurture, build and develop cooperative relations.
Beyond geographical distance, the two countries have great similarities in history, spirit, vision and values. Both peoples are in tune with each other, empathize with each other in overcoming challenges and accompany each other on the path of development, above all, in comradeship and brotherhood.
In the world, there are few countries that always hold such deep, steadfast affection in the hearts of generations of Vietnamese people as the former Soviet Union and today's Russia.
The General Secretary said that the leaders of Vietnam and the Russian Federation discussed and gave directions, including raising the level of economic, trade and investment cooperation - the key areas of cooperation in the bilateral relationship; especially prioritizing and facilitating the expansion of trade, investment and financial - credit relations in accordance with international law and the legal regulations of the two countries to promote the exchange of goods and services...


The General Secretary emphasized that promoting defense and security cooperation is an area that plays a special role in the overall Vietnam-Russia relationship, promptly meeting the demands of the current situation, contributing to ensuring peace, stability and development in the region and the world.
Promoting cooperation in science and technology, innovation and digital transformation is considered a key area of cooperation in the relationship, including cooperation in basic science, information technology, artificial intelligence (AI), automation, biomedical technology and renewable energy.
The General Secretary emphasized that the construction of nuclear power plants is a high priority for Vietnam, therefore special attention is paid to enhancing cooperation in the field of atomic energy, especially effectively implementing the project to build a Nuclear Science and Technology Research Center in Vietnam...
He also hopes that the Academy will continue to expand cooperation with research institutes and universities in Vietnam, especially in public administration, international economics and international relations.
The two countries need to strengthen cooperation and close coordination at international and regional multilateral forums; continue to promote multilateralism, a fair and sustainable multipolar world order, in which Russia is an important pole, based on the fundamental principles of the United Nations Charter and international law; and promote joint efforts of the international community to respond to non-traditional security challenges.

The General Secretary emphasized that the glorious history and great achievements of the Russian country and people, as well as the proud development of bilateral relations, have affirmed the special role and position of Russia towards Vietnam, including the important contributions of the RANEPA Academy.
The General Secretary hopes that, following in the footsteps of previous generations, the young generations of the two countries will be imbued with the noble international spirit applied in the close, loyal, and rare relationship between the people of Vietnam and the Russian Federation, as well as the important significance of continuing to foster solidarity, friendship, and close cooperation between the two countries in the new era...
On this occasion, Rector Alexey Gennadievich Komissarov presented General Secretary To Lam with the title of Honorary Professor of the Academy; presented a copy of the thesis "Activities of the Communist Party of Vietnam to strengthen relations with the masses in the current period (based on the experience of the Communist Party of the Soviet Union)" by the late General Secretary Nguyen Phu Trong, defended in 1983.
