Putin, General Secretary To Lam had bilateral meetings with First Secretary of the Communist Party of Cuba, President of the Republic of Cuba, Comrade Miguel Díaz-Canel; General Secretary and President of China Xi Jinping; President of Uzbekistan Shavkat Mirziyoyev.

* At the meeting with General Secretary and President of China Xi Jinping, General Secretary To Lam expressed his pleasure at meeting again and conveyed the greetings of the Vietnamese high-ranking leaders to General Secretary and President Xi Jinping, highly appreciating the results of the recent State visit to Vietnam by General Secretary and President Xi Jinping, saying that this is a new milestone in the development of Vietnam-China relations.

General Secretary To Lam affirmed that Vietnam is ready to work with China to effectively implement the high-level common perceptions and the Vietnam-China Joint Statements, and to continuously promote the deepening of the Comprehensive Strategic Cooperative Partnership and the Vietnam-China Community of Shared Future with strategic significance in the direction of “6 more”.

General Secretary To Lam suggested that the two sides continue to increase regular high-level exchanges in a flexible manner; promote substantive cooperation in all fields, especially railway connectivity, actively expand into new fields, make science and technology cooperation and digital transformation a new bright spot and new growth driver of Vietnam-China relations, in which, he suggested that China actively support training of human resources in science and technology for Vietnam.

General Secretary To Lam hoped that both sides would continue to promote healthy and stable trade development, and that China would further expand its imports of agricultural products, aquatic products and other goods from Vietnam. General Secretary To Lam also suggested that both sides better control and resolve maritime issues, creating a favorable environment for the development of each country and bilateral relations in a new era of development.

General Secretary and President of China Xi Jinping sincerely thanked the warm, thoughtful and "comradely and brotherly" reception that the Party, State and people gave to the high-ranking Chinese delegation during their recent visit to Vietnam. Appreciating General Secretary To Lam's proposals on directions and measures to promote relations in the coming time, General Secretary and President of China Xi Jinping affirmed that China attaches great importance to the comprehensive strategic cooperative partnership and the Community of Shared Future with Vietnam, which has strategic significance, and always considers this a priority direction in China's neighborly diplomacy.

General Secretary and President of China Xi Jinping emphasized that in the coming time, the two sides need to accelerate the concretization and effective implementation of high-level agreements and common perceptions, enhance political trust, improve the quality and effectiveness of cooperation in all fields, consolidate the foundation of public opinion, and bring the relationship between the two Parties and two countries to increasingly deeper, more substantial and sustainable development.

* In a warm and friendly atmosphere, General Secretary To Lam and First Secretary of the Communist Party of Cuba, President of the Republic of Cuba, Comrade Miguel Díaz-Canel expressed their delight at the special traditional relationship, support and comprehensive cooperation between Vietnam and Cuba that has been constantly strengthened, promoted and developed extensively in all fields, for the practical interests of the people of the two countries.

General Secretary To Lam affirmed that the Party, State, Government, National Assembly and people of Vietnam will never forget Cuba's wholehearted support for Vietnam's struggle for national liberation, always respect, preserve and are determined to further deepen the traditional relationship of solidarity and comprehensive cooperation between Vietnam and Cuba, and stand side by side in supporting the just revolutionary cause of the Cuban people. General Secretary To Lam sincerely thanked Cuba for sending a high-ranking delegation led by Vice President Salvador Valdes Mesa to attend the 50th Anniversary of the Liberation of the South and National Reunification of Vietnam.

Recalling the memories and good results of the State visit to Cuba in September 2024, General Secretary To Lam said that the two sides need to continue to realize the commitments and high-level agreements between the two countries, and cooperate closely to strengthen cooperation in all aspects, especially in the fields of economy, trade, agriculture, food security, energy security, etc. The General Secretary also reaffirmed Vietnam's consistent stance of not supporting unilateral embargo measures against Cuba.

President of the Republic of Cuba Miguel Díaz-Canel sincerely thanked the valuable support of the Government and people of Vietnam, which has always been a very trustworthy friend, always supporting and assisting Cuba to overcome difficulties in the cause of national construction and development, especially during the period of being affected by the siege and embargo.

President Miguel Díaz-Canel assessed that the Cuba-Vietnam relationship is a beautiful symbol, founded by President Fidel Castro and President Ho Chi Minh and nurtured by generations of leaders of the two countries through many periods. In that spirit, recently, Cuba has also solemnly organized many activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification of Vietnam, thereby demonstrating its special friendship and solidarity with the Vietnamese people.

On this occasion, President Miguel Díaz-Canel affirmed that he will direct ministries and branches to coordinate more closely with Vietnam in implementing the results of General Secretary To Lam's State visit to Cuba in September 2024, especially promoting investment and trade relations between the two countries, especially agricultural cooperation, ensuring food security.

* With President of Uzbekistan Shavkat Mirziyoyev, General Secretary To Lam congratulated the Liberal Democratic Party on its positive results in the Legislative Assembly (National Assembly) elections in October 2024; affirmed that Vietnam always attaches importance to the traditional friendship with Uzbekistan, the Communist Party of Vietnam wishes to promote relations with Uzbekistan's political parties, including the Liberal Democratic Party; expressed Vietnam's readiness to act as a bridge to promote cooperation between Uzbekistan and Southeast Asian countries; and asked Uzbekistan to support Vietnam in strengthening relations with Central Asian countries and promoting inter-regional connectivity.

Agreeing with General Secretary To Lam's proposals and expressing his impression of Vietnam's socio-economic development achievements, the President of Uzbekistan supported promoting bilateral relations, highly appreciated the recent visit to Uzbekistan by National Assembly Chairman Tran Thanh Man, and suggested that the two sides soon successfully organize the 8th Session of the Intergovernmental Committee on Economic-Trade and Scientific-Technological Cooperation this year, promote cooperation in oil and gas, education, and transportation, open more direct flights, and expand multimodal freight transport.

The two sides agreed to increase exchanges and in-depth political dialogue at all levels, especially at high levels, through Party, State, Government, National Assembly and local channels; continue to closely coordinate and support each other at multilateral forums; create favorable conditions for businesses of the two countries to seek investment opportunities in each other's markets; promote exchanges of art and sports delegations, tourism cooperation and people-to-people exchanges.

*Within the framework of attending the 80th Anniversary of Victory Day in the Great Patriotic War in the Russian Federation, on the evening of May 8, General Secretary To Lam had bilateral meetings with Brazilian President Luiz Inácio Lula da Silva; Venezuelan President Nicolas Maduro; Mongolian President Ukhnaagiin Khurelsukh and Armenian Prime Minister Nikol Pashinyan.

At the meetings, senior leaders of the countries congratulated Vietnam on successfully organizing the 50th Anniversary of the Liberation of the South and National Reunification Day and affirmed that Vietnam is an important partner of countries in the Southeast Asian region.

* Brazilian President Luiz Inácio Lula da Silva expressed his deep impression of Vietnam's thoughtful and respectful reception during his recent State visit to Vietnam (March 2025) and said that he had promptly directed relevant ministries, branches and localities to implement the high-level commitments and agreements signed between the two countries on this occasion. General Secretary To Lam affirmed that Vietnam highly appreciated and supported Brazil in successfully organizing the BRICS Summit and the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30). On this occasion, Brazilian President Luiz Inácio Lula da Silva respectfully invited Vietnam to send a high-level delegation to attend the Conferences.

* During the meeting with Venezuelan President Nicolas Maduro, General Secretary To Lam sincerely thanked Venezuela for its good feelings towards the Party, State and people of Vietnam as well as for sending a delegation to attend the 50th Anniversary of the Liberation of the South and National Reunification. General Secretary To Lam also emphasized the good results in the relationship in recent times. The two sides affirmed to promote the implementation of the cooperation agreements reached by the two sides, thereby further deepening the friendship and cooperation between the two countries, contributing to peace, stability, cooperation and development of the two peoples and the world.

* During his meeting with Mongolian President Ukhnaagiin Khurelsukh, General Secretary To Lam expressed his delight at the results achieved in many fields since the two countries established a Comprehensive Partnership in September 2024 during General Secretary To Lam's State visit to Mongolia. On this occasion, the two leaders continued to affirm their efforts to realize the committed cooperation frameworks, thereby contributing to promoting the extensive development of bilateral relations.

* At the meeting with Armenian Prime Minister Nikol Pashinyan, General Secretary To Lam highly appreciated the results of the official visit to Armenia by National Assembly Chairman Tran Thanh Man (April 2025) and emphasized that the two countries need to further strengthen the exchange of delegations at all levels, thereby further strengthening the political trust between the two countries. On this occasion, General Secretary To Lam and Armenian Prime Minister Nikol Pashinyan also discussed measures to further strengthen the traditional friendship and good cooperation between the two countries as well as a number of international and regional issues of mutual concern.
