Also attending the inauguration ceremony were comrades in the Standing Committee of the Party Committee, commanders of General Department II, former leaders and commanders of General Department II, People's Armed Forces Heroes of the National Defense Intelligence; representatives of the Party Committee, government, departments, branches, unions and people of Quang Ninh province, Mong Cai city, and Hai Xuan commune.

At the inauguration ceremony, Major General Nguyen Duc Loi, Political Commissar of General Department II, reviewed the glorious revolutionary career of People's Armed Forces Hero Dao Phuc Loc.

Comrade Dao Phuc Loc (aka Hoang Minh Dao) was born on August 4, 1923, in Vuon Trau village, Van Xuan commune, Mong Cai district, Hai Ninh province (now Hai Xuan commune, Mong Cai city, Quang Ninh province) in a patriotic family. He joined the revolution in 1936 (when he was only 13 years old) and was active in the patriotic youth and student movement. In 1939, comrade Dao Phuc Loc was introduced by comrade To Hieu and admitted to the Indochinese Communist Party. From then until the General Uprising Day (1945), he participated in leading the building of revolutionary organizations and gaining power in the locality. He was assigned to direct the establishment of the first Party cell in Mong Cai and was appointed as the Party cell secretary.

On October 25, 1945, implementing the directive of the Party Central Committee and President Ho Chi Minh, the Intelligence Department under the General Staff (now General Department II - Ministry of National Defense) was established. Comrade Dao Phuc Loc was assigned to hold the position of Head of the Intelligence Department. He was one of the first people to build the foundation of the Vietnam Military Intelligence sector in the early years of the resistance war against French colonialism, and later continued to make important contributions to the revolution in the resistance war against the US to save the country. On the night of December 24, 1969, on the way to the Central Office of the South for work, the group of cadres and soldiers were ambushed by the enemy. Comrade Dao Phuc Loc and his comrades fought bravely and sacrificed themselves on the Vam Co Dong River.

In recognition of the outstanding achievements and contributions to the revolutionary cause of comrade Dao Phuc Loc, on July 31, 1998, the President of the Socialist Republic of Vietnam posthumously awarded him the title of Hero of the People's Armed Forces and on May 27, 1999, posthumously awarded him the Ho Chi Minh Medal.

Regarding his contributions to the Vietnam Defense Intelligence sector, Major General Nguyen Duc Loi, Political Commissar of General Department II, emphasized: Comrade Dao Phuc Loc played a particularly important role in building the first organization and force of the sector, contributing to laying the foundation for building the Intelligence force, forming methods of understanding the enemy, grasping the situation, and fighting the enemy; creating the basis for building and developing Intelligence to meet the requirements of tasks through the revolutionary stages. He also made many particularly important contributions to forming the foundation of the art of directing the organization and activities of Vietnam Defense Intelligence.

Speaking at the ceremony, comrade Ho Quang Huy, Chairman of the People's Committee of Mong Cai city affirmed: The inauguration of the memorial house has practical significance, aiming to honor the contributions and merits of comrade Dao Phuc Loc in particular, and the Vietnam Defense Intelligence sector in general, to the cause of building and defending the Fatherland, and at the same time is a place for political activities, traditional education, and fostering revolutionary ideals for officers, employees, soldiers of the Defense Intelligence and local people, thereby promoting pride in the traditions of the heroic homeland of Mong Cai, Quang Ninh.

To do a good job of traditional education, on March 26, 2025, the People's Committee of Quang Ninh province issued Decision No. 904/QD-UBND approving the addition of the memorial house of martyr, People's Armed Forces Hero Dao Phuc Loc to the list of historical and cultural relics of Quang Ninh province.
